Persons with disabilities require an inclusive national budget to ensure meaningful participation in mainstream development. Inclusion must be embedded at every stage—planning, budgeting, implementation, and monitoring—rather than treated as an afterthought. A comprehensive and coordinated plan for persons with disabilities is essential to address structural barriers and ensure equal access to opportunities and services. Bangladesh already has strong laws and progressive policies supporting disability inclusion; however, effective implementation remains the key challenge. This implementation must be logical, adequate, and dedicated budget to transform the commitments into real outcomes.
