This is a deeply disturbing story and example of labour mobility and professional regulation gone wrong.

Labour mobility is an important principle, but it must rest on genuine equivalence in education, competencies, and readiness for practice. When registration in one jurisdiction becomes a pathway around the entry-to-practice standards of another, mobility can inadvertently weaken the very safeguards professional regulation exists to provide.

This case should prompt careful examination of how regulators assess credentials obtained through multiple jurisdictions—and whether current mobility frameworks adequately protect against potential gaps in training being carried across provincial borders. The goal should not be to impede qualified professionals from moving between provinces, but to ensure that mobility never becomes a substitute for demonstrated competence.

Public protection must remain the foundation on which labour mobility is built.

A shorter path to registration is not the same as a shorter path to care.

Ontario cannot solve its mental health access crisis by weakening the safeguards designed to protect the people seeking help. Real reform must expand access without compromising expertise.
