MINESUP REAFFIRMS VALIDITY AND PROGRESSION PATHWAYS FOR HND HOLDERS

The Ministry of Higher Education (MINESUP) has officially clarified the status and academic progression routes for Higher National Diploma (HND) holders, effectively debunking past rumors questioning the validity of the qualification.

In an official ministerial correspondence addressed to the Vice-Chancellor of the University of Buea, the Minister of Higher Education, Jacques Fame Ndongo, outlined strict directives regarding Specific Partnership Agreements with Private Higher Education Institutions

The Minister explicitly directed that professional programs run by private Higher education institutions—specifically Top-up degrees, B-Tech, M-Tech, and MBA programs, must be strictly reserved for holders of the Higher National Diploma (HND).

Drawing a clear academic distinction, he stated that the state mandate enforces a strict boundary ensuring that standard "academic certificates" issued to state university students remain completely distinct from the professional pathways dedicated to HND advancement.

According to the Minister, professional degree programs with appellations like Bachelor of Science or Master of Science will not be validated until these clear distinctions and corrections are firmly implemented.

STATUS OF HND
This ministerial directive formally cements the HND as a legally recognized, state-validated credential. Far from being phased out or downgraded, the HND is officially recognized as the primary prerequisite for specialized, higher-level professional bachelor's and master's degrees in Cameroon.

Students, parents, and educational stakeholders are urged to disregard social media misinformation and rely strictly on official state documentation, , which guarantees the academic and professional mobility of all HND graduates.

Court Orders OPMS to Register Private University Paramedical Graduates in Cameroon

In a landmark legal decision that ends years of bitter controversy, a court in Bafoussam has ordered the Cameroon Order of Medical and Health Professions (OPMS) to lift its long-standing blockade and immediately register 2025 graduates from private higher education institutions on the Professional Roll.

According to an official press release issued on June 1, 2026, by the National Association of Private Higher Education Institutions (NAPHEI),
Summary Ruling No. 50/RHHH/26 effectively protects the professional rights and futures of thousands of Cameroonian students.

Over the years,a friction lingered between the Ministry of Higher Education and the Ministry of Public Health over the training of Paramedical personnel with the later ministry claiming monopoly frustrating graduates of the former through exclusion and discrimination in employment and recruitment.

In this light,the court has mandated that OPMS cease its refusal to register paramedical personnel trained under the supervision of the Ministry of Higher Education (MINESUP).

The ruling explicitly states that any individual holding a State-issued HND (Higher National Diploma)BTS (Brevet de Technicien Supérieur), or Bachelor’s degree is legally entitled to register with the Professional Order.

This breakthrough decision resolves a multi-year jurisdictional tug-of-war regarding the non-recognition of private university medical graduates, clearing the path for thousands of qualified young professionals to legally enter the Cameroonian healthcare workforce.
