The reason you can't do crow probably isn't your arms.
To balance on your hands, your weight has to be over your hands. Not near them. Over them. Which means leaning forward past the point where it genuinely feels like you're about to land on your face.
Most people arrive at that exact edge, decide against it, and then try to hop their feet up instead. It never works, because the weight is still behind the hands and there's nothing to balance on.
The feet aren't something you lift. They get light on their own once you've gone far enough forward.
So the pose isn't really asking how strong you are. It's asking whether you'll commit to the bit that feels like falling.
