💼 Position Title - Medical Officer
Department - Medical Officer
Report To - Senior Medical Officer/ MOIC
Internal Relations (Departments) - All departments
📄 Overall Responsibility A medical officer is the team leader of a patient unit as assigned by the MOIC and is responsible for maintaining the best standard of care of patients within the assigned patient unit. A medical officer is mainly, but not solely, responsible for various clinical duties related to patient care, communication, liaison within the clinical team and with both internal and external parties in daily clinical practice. Moreover, a medical officer is also responsible for assisting the MOIC in some of his or her administrative and management duties, including but not restricted to, preparation of reports and returns, disease surveillance and reporting, participation in quality improvement projects and continuing professional development activities.
The duty period and location to be covered by a medical officer depends on the duty assignment by the MOIC. The duty location, includes but not restricted to, all patient care units within the hospital premises, the ambulance or out-stationed patient care units for clinical activities organized outside the hospital premises.
For issues directly related to patient care, a medical officer may consult either the senior medical officer or the MOIC but the decision of the MOIC should take preference in case of conflict of opinions. For administrative matters, a medical officer should consult the MOIC directly and, in the absence of the MOIC or in case the MOIC is not available for immediate consultation when required, the medical officer should consult the senior medical officer assigned to the same patient unit(s).

📑 Other Key Accountabilities
For each duty period, duties and responsibilities of a medical officer are as follows.
1. Patient care and care-related management
a) Ethical clinical practice of promotive, preventive, curative and rehabilitative patient care in in-patient, out-patient, ambulatory and emergency settings according to established clinical guidelines and under supervision of senior medical officers, the MOIC and resident or visiting consultants
b) Care-related patient management in terms of clinical communication with patients, relatives and attendants; clinical documentation; and communication with other departments regarding issues related to patient care
c) Timely decision-making regarding escalation of care as and when necessary
2. Operation Theater MO
a. Report OT in charge for customer complaint (if required).
b. Report man power, materials to OT in charge.
c. Received & Signed OT inform form
d. Arrange the operation plan
e. Check the patient’s conditions and vital signs, patient’s record chat informed consent as soon as patient arrive to OT
f. Instruction given to instrument nurse, circulation nurse, anesthetist nurse and GW for specific operation (30 min before operation)
g. Check the Anesthetist machine, Central line (oxygen, vacuum) diathermy (30 min before operation)
h. Assist to surgeon during operation
i. Monitor vital signs and treatment given under supervision of surgeon
j. Instruction given and explain about patient’s condition to EMO, Ward MO or Ward Nurse, before resend patient from OT to Ward
k. Supervise the all health care person and GW during transporting the patients from OT to Ward
l. View and signed the day and night report after sending to MD office Daily
m. Supervise and instruction given to all theater stuff during sterilization and disinfection process
n. Prepare the plan for fumigation.
3. HD MO
a) Checking HD machines, RO machines and other medical equipment every morning.
b) Supervise in preparation of HD machines.
c) When new patient arrived, HD Medical officer is responsible to take patient history, previous investigations, consent, pre dialysis vital signs and body weights and inform to consultants or nephrologists via medical officer.
d) All HD patient’s records will be daily update.
e) Arrange patient transfer to Ward and HD department.
f) Arrange blood donor for HD patients.
g) Arrange internal training for HD staff.
h) Inform to MOIC/EMO immediately when intradialytic medical complication occurs.
i) Inform to Bio-medical engineering team if any complications occur in HD machines.
j) Ensure that HD staff are working in accordance with laying down SOPs.
k) Arrange the process of sending RO water sample and checking HD machine electrolyte.
l) Prepare and maintain ISO documents related to HD department.
m) Incident report to Assistant Medical Director and HD Manager
4. Runner MO
a) Mainly responsible for the care of admitted patient at HDU and ICU.
b) If patients in HDU and ICU are stable, runner MO have to round HD for 2 times, for morning and evening section each. If ill, inform to MOIC to arrange to round HD.
c) If there is no patient or only a few numbers of stable patients in HDU/ICU, runner MO have to help the second floor and third floor assigned MO or as needed.
5. Peri-procedural Management
a) Thoroughly plan and organize for a clinical procedure once assessed as required depending on a patient’s condition or once recommended by the consultant (e.g., scheduling surgical procedures with the OT, planning and arranging the manpower and materials for pleural aspiration, etc.)
b) Pre-procedural assessment and preparation, intra-procedural clinical care and post-procedural monitoring and further clinical management. Examples of procedures include, but not restricted to, normal labor, bed-side procedures such as urethral catheterization, pleural aspiration, wound dressing, etc.; surgical operations; and preparation of patients for special imaging or lab tests, etc.
c) Liaison with related departments for peri-procedural patient care and management
d) Pre procedure assessment for ESWL procedure, counselling about the procedure and monitor of the patient during procedure
6.Health Screening and Patient Education
a) Arrange and organize appropriate health screening elements for patient’s relatives or disease contacts or attendants or hospital customers as per request or as and when necessary
b) Impart health knowledge to patient’s relatives or disease contacts or attendants or hospital customers on request or as and when necessary
c) Health screening of voluntary blood donors according to current hospital and government rules and regulations and guidelines
7.Clinical Documentation (on paper and/or in the electronic medical records and/or in the electronic format)
a) Thorough documentation containing appropriate clinic.
