ENSACA Begins 3-Day Review on Enrollment of People Living with HIV into Universal Health Insurance Scheme

The Enugu State Agency for the Control of HIV and AIDS (ENSACA) has commenced a 3-day review meeting on the implementation and enrollment of People Living with HIV into the Universal Health Insurance Scheme.

The review demonstrates the Agency’s commitment to strengthening the state’s HIV response by ensuring that every person living with HIV has access to affordable, equitable, and sustainable healthcare services.

Speaking at the meeting, the Executive Secretary of ENSACA, Dr. Emeh Rita, PT, said that as donor funding for HIV programmes continues to evolve, integrating HIV services into the Universal Health Insurance Scheme is a strategic step toward ensuring long-term sustainability.

"Through this initiative, we aim to reduce financial barriers to healthcare, improve continuity of treatment, and enhance the quality of life of people living with HIV across Enugu State," she stated.

Dr. Emeh further expressed gratitude to *His Excellency, Barr. Peter Ndubuisi Mbah*, for prioritizing the health and well-being of Ndi Enugu.

She also encouraged all eligible persons to come out and get enrolled in the scheme.

Investigates Viral Claim on Alleged HIV Positive Cases in Enugu

The Enugu State Agency for the Control of AIDS (ENSACA) has commenced an investigation into the widely circulated social media reports alleging that over 4,100 people tested HIV-positive in a health facility in Enugu State.

Preliminary findings by the Agency indicate that all efforts to identify the source of the information and the health facility where the alleged tests were conducted have been unsuccessful. Furthermore, the blogger who published the report could not provide any credible evidence or verifiable source to substantiate the claim.

ENSACA strongly condemns the publication and circulation of unverified, misleading, and data-deficient information on HIV/AIDS. Such misinformation is capable of creating unnecessary panic, fueling stigma and discrimination, and undermining ongoing public health interventions.

The Executive Secretary of ENSACA, Dr. Emeh Rita (PT) stated that while HIV remains a public health concern, the dissemination of unverified statistics serves no useful purpose and only creates fear and confusion within the society. She emphasized that all official HIV-related data and statistics should be obtained from the appropriate government agency responsible for HIV control and surveillance.

Dr. Emeh, therefore, urged bloggers, media practitioners, social media influencers, and members of the public to exercise responsibility by verifying information before publication. She warned that anyone found deliberately spreading false or misleading information capable of causing public alarm may be liable under the relevant provisions of the law.

The Executive Secretary further encouraged residents of Enugu State to adopt healthy lifestyles, abstain from risky s*xual behaviours, practise safe s*x, undergo regular HIV testing, and promptly access treatment and support services where necessary. She reassured the public that ENSACA remains committed to providing accurate information, quality HIV prevention services, and evidence-based interventions aimed at controlling the spread of HIV in the state.

ENSACA urges the public to disregard the unverified report currently circulating online and to rely only on information released through official and credible channels.

ENSACA Q2 HIV DATA VALIDATION COORDINATION MEETING

The Enugu State Agency for the Control of HIV & AIDS - Ensaca has organized a 1-day Coordination Meeting on data validation currently holding at De Castle Hotel, Enugu.

Declaring the workshop open, the Executive Secretary/Program Manager of ENSACA, Dr. Emeh Rita, PT, said the exercise is critical to strengthening the quality of HIV programme data across the state and ensuring alignment on all measurable indices.

According to her, “Through this Q2 Data Validation Programme, ENSACA is working with facility and LGA teams to confirm that every HIV test conducted, every client on treatment, and every outcome recorded in Enugu State is accurate, traceable, and can be used to drive results.”

HIV data validation helps to ensure that information such as the number of people tested for HIV, those who tested positive, those on antiretroviral therapy (ART), viral load results, and treatment outcomes are correctly recorded and reported.

Dr. Emeh further expressed appreciation to His Excellency, Governor Peter Mbah, for his sustained support to the Agency in the fight to end HIV in Enugu State. She noted that the Governor’s commitment to health and strong health systems is enabling ENSACA to make measurable progress toward epidemic control.

She emphasized that high-quality, validated data on these indices are essential for tracking progress towards HIV control targets, evaluating programme performance, and making informed public health decisions in line with Enugu State’s agenda under Governor Mbah's leadership.

Ndi Enugu, Welcome To the Month of July!

As we step into a brand new month, I send you warm greetings and my best wishes for health, peace, and progress in every home across our beautiful Coal City State.

This new month is a fresh opportunity to put our health first. At ENSACA, our commitment remains: an Enugu State that is free of stigma, free of new HIV infections, and where everyone living with HIV is supported to live a healthy, productive life.

My message to you this month:

Know your status: HIV testing is free, confidential, and available at all General Hospitals, Cottage Hospitals, and approved Primary Health Care Centres across the 17 LGAs. Knowing is the first step to protecting yourself and your loved ones.

End stigma, show love: HIV is a health condition, not a death sentence or a moral judgment. Let us treat every person living amongst us with dignity, respect, and compassion.

Stay informed, stay safe: Practice safe behaviours, use condoms correctly and consistently, and access Prevention of Mother-to-Child Transmission services (by the use or administration of prep medication) if you are pregnant.

Enugu State can achieve an HIV-free generation if we all work together - government, traditional rulers, faith leaders, youth, women groups, and every Nwa Enugu. Let us support the administration of Governor Peter Ndubuisi Mbah to fight HIV to finish, and end AIDS as a public health threat by 2030.

May this new month bring you good health, protection for your family, and success in all your endeavors.

Dr. Emeh Rita Honoured with an Award for Health Sector Development

Dr. Rita Chinasa Emeh (PT), Executive Secretary of the Enugu State Agency for the Control of HIV/AIDS (ENSACA), was today in Enugu, honoured by the Chartered Institute of Taxation of Nigeria (CITN) with the Distinguished Public Service “Award of Appreciation“ for Health Sector Development.

The award recognizes Dr. Emeh’s outstanding contributions to healthcare delivery and health sector development in Enugu State. Under her leadership at ENSACA, efforts in HIV/AIDS prevention, treatment, and public health outreach have significantly advanced.

Dignitaries at the event commended Dr. Emeh for her exemplary service at ENSACA and her impact on strengthening public health outcomes across the state.

In her remarks, Dr. Emeh dedicated the award to the Governor of Enugu State, Dr. Peter Ndubuisi Mbah , for providing her the platform to showcase her professional experience in the health sector and serve the people of Enugu State.

Gov. Mbah’s Health Agenda Gets Loud Applause at HIV Response Meeting

Yesterday was Day 5 of the 5-day Gender & Human Rights Self-Assessment Meeting on HIV response at Dannic Hotel, Enugu.

The Executive Secretary/Program Manager, Enugu State Agency for the Control of HIV & AIDS - Ensaca , Dr. Emeh Rita (PT), in her final speech, thanked Governor Peter Ndubuisi Mbah for prioritizing the health of Ndi Enugu. She reminded stakeholders how the Governor absorbed ad-hoc staff members who had given many years of service, recognizing their years of experience in the agency.

She noted that the Governor is keen on supporting ENSACA’s research efforts to determine the current HIV prevalence rate in the state.

Dr. Emeh was frank: “If the government can fund a research… Because Donors are withdrawing. If we can fund a research, then that is a good key performance indicator. That is the only way we can say ‘I met it (HIV index) this way and I’m leaving it (the index) this way.’”

After she briefed him on PrEP and test kits, Gov. Mbah immediately indicated interest in funding all their requests.

The hall erupted in loud applause.

Another proof that Gov. Mbah isn’t just talking health - he is backing it with action.

CHAMPIONS GENDER & HUMAN RIGHTS IN ENUGU’S HIV RESPONSE

Enugu State is setting the pace.

Yesterday marked Day 2 of the 5-day Non-Residential Gender and Human Rights Self-Assessment Meeting at Dannic Hotel, Enugu, bringing together key stakeholders committed to a more inclusive HIV response.

Dr Rita Emeh Rita (PT), Executive Secretary/Program Manager of the Enugu State Agency for the Control of HIV & AIDS - Ensaca, participated as a lead from the agency. During the meeting, she excitedly shared that His Excellency, Peter Ndubuisi Mbah, has approved the recruitment of several ad-hoc staff who have served the agency diligently for years. They are now full-time workers of ENSACA - a matter Dr Emeh prioritized immediately upon assuming office.

“Our people are our greatest asset. Regularizing the appointments of these dedicated staff was one of my first priorities because a motivated workforce delivers better services. We thank His Excellency for his support to ENSACA and to the health of Ndi Enugu,” Dr Emeh said.

She assured participants that ENSACA remains committed to ensuring every resident in Enugu State can access HIV services free from stigma, discrimination, and inequality.

“Effective HIV response is not just about medicine. It’s about dignity, equity, and access. By systematically assessing our practices and capacity needs, ENSACA is ensuring no one is left behind - especially women, girls, and other vulnerable groups in Enugu State,” she added.

She appreciates all partners and stakeholders for a successful Day 2.

The meeting was organized in collaboration with the National Agency for the Control of AIDS (NACA) and other partners, advancing the rollout of the Gender and Human Rights Self-Assessment Tool (GHR-SAT) developed by NACA in November 2025.

Today is Day 3 of the Assessment meeting.
