Agency Reviews System Gaps, Sharpens Priorities and Strengthens Annual Operational Planning

The Kano State Contributory Healthcare Management Agency (KSCHMA) has commenced a two-day workshop to review and finalise its Situation Analysis (SITAN), reinforcing its commitment to evidence-based planning, strategic priority-setting and improved institutional performance.

The workshop, held from 3rd to 4th August 2026 at Global Luxury Hotel, Kano, brings together KSCHMA departments, programme officers and development partners to critically assess health system gaps and operational challenges affecting the Agency, with a view to establishing a validated basis for targeted interventions.

Speaking at the opening of the workshop, the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, said the exercise was essential to ensuring that the Agency’s programmes and interventions are guided by credible evidence, clearly defined priorities and realistic resource requirements.

She stressed that effective planning begins with a clear understanding of existing challenges and their underlying causes, noting that a comprehensive SITAN would enable the Agency to identify critical gaps, prioritise interventions and develop practical solutions capable of delivering measurable results.

“We cannot plan effectively without a clear understanding of where we are, the gaps confronting us and the factors responsible for those gaps. This workshop provides an opportunity for us to critically examine our situation, prioritise what matters most and translate our findings into actionable plans,” Dr. Rahila said.

The Executive Secretary charged participants to approach the exercise with commitment, objectivity and a results-oriented mindset, urging departments to develop realistic, measurable and costed Annual Operational Plans (AOPs) aligned with Kano State’s health priorities.

The workshop also seeks to strengthen the technical capacity of Departmental Programme Officers in deploying the Web-Based AOP tool for improved planning, budgeting, implementation and performance monitoring.

Participants are engaging in practical sessions on SWOT and Root Cause Analysis, departmental SITAN development, presentations, group reviews and refinement of findings.

The exercise is expected to provide KSCHMA with a stronger evidence base for priority-setting, resource mobilisation, programme implementation and performance management, further advancing the Agency’s commitment to effective, efficient and sustainable contributory healthcare delivery across Kano State.

KSCHMA RAPID RESPONSE TEAM MOVES SWIFTLY TO SECURE SPECIALIST CARE FOR INFANT WITH HYDROCEPHALUS

Agency enrols infant into Contributory Healthcare Scheme and facilitates specialist referral

The Kano State Contributory Healthcare Management Agency (KSCHMA), through its Rapid Response Team (RRT), has facilitated timely access to specialist healthcare for an infant diagnosed with hydrocephalus, following the child’s enrolment into the State Contributory Healthcare Scheme.

The intervention was undertaken under the directive of the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, as part of the Agency’s commitment to ensuring that vulnerable residents, particularly children requiring specialised medical attention, receive timely and appropriate care without unnecessary delays.

Following identification of the case, the RRT facilitated the infant’s enrolment into the Scheme and coordinated referral to Sir Muhammad Sunusi Specialist Hospital, Kano, for comprehensive clinical assessment, specialist consultation and further management.

The referral will enable the appropriate specialists to assess the child’s condition and determine the most suitable course of treatment based on clinical findings and professional medical advice.

The intervention demonstrates the patient-centred approach of the Rapid Response Team, which goes beyond referral by ensuring that vulnerable patients are connected to appropriate specialist services and followed through the continuum of care.

Speaking on the intervention, Dr. Rahila reaffirmed KSCHMA’s commitment to expanding access to quality healthcare for vulnerable residents across Kano State, particularly children requiring timely specialist attention.

She noted that the intervention is in line with the healthcare priorities of His Excellency, Governor Abba Kabir Yusuf, under the Kano First Agenda, which places the wellbeing of citizens and inclusive access to healthcare at the centre of people-oriented governance.

Dr. Rahila also appreciated the management and medical personnel of Sir Muhammad Sunusi Specialist Hospital, particularly the Zonal Medical Director, Dr. Usman Tijjani Aliyu, for their continued cooperation, professionalism and dedication to providing specialist care to patients referred through the KSCHMA Rapid Response Team.

KSCHMA will continue to monitor the infant’s case in collaboration with the hospital and facilitate appropriate follow-up as medically required.

The intervention further reinforces the Agency’s commitment to early intervention, coordinated specialist care and equitable access to quality healthcare for vulnerable residents across Kano State.

Agency Takes Essential Healthcare Services to Chedi Ward, Targets Improved Access and Community Health Coverage

In furtherance of the Kano First – AbbaCare agenda of the Kano State Government, the Kano State Contributory Healthcare Management Agency (KSCHMA) has commenced a Free Medical Outreach to provide essential healthcare services to residents of Chedi Ward and surrounding communities in Kano Municipal Local Government Area.

The outreach is being held at Darma Primary Healthcare Centre, Chedi Ward, from 8:00 a.m., as part of the Agency’s ongoing efforts to bring quality healthcare closer to the people and expand access to the State’s Contributory Healthcare Scheme.

The initiative reflects the commitment of His Excellency, Governor Abba Kabir Yusuf, to an inclusive healthcare system where residents, particularly vulnerable and underserved populations, can access essential medical services without financial barriers.

Services being provided during the outreach include enrolment into the Contributory Healthcare Scheme, dental care, screening and management of skin diseases, medical referrals, eye care with free eyeglasses, hypertension care and management, de-worming of children, diabetic care and management, and paediatric services, among others.

Speaking on the initiative, the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, reaffirmed the Agency’s commitment to translating the State Government’s healthcare policies into tangible interventions that directly improve the wellbeing of residents.

She noted that community-based outreaches provide an important platform for early detection and management of health conditions, health education, enrolment into sustainable healthcare coverage and timely referral of cases requiring further medical attention.

Dr. Rahila further emphasised that KSCHMA will continue to strengthen community engagement and innovative approaches to healthcare delivery in line with the Governor’s vision of an inclusive and accessible healthcare system for all residents of Kano State.

KSCHMA RAPID RESPONSE TEAM RESTORES HOPE AS ISMA’IL ABDULLAHI DISCHARGED AFTER SUCCESSFUL SURGERY

The Kano State Contributory Healthcare Management Agency (KSCHMA), through its Rapid Response Team (RRT), has recorded another positive outcome with the successful treatment and discharge of Isma’il Abdullahi, a vulnerable child who underwent a surgical procedure at Sir Muhammad Sunusi Specialist Hospital, Kano.

The intervention was coordinated under the directive of the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, as part of the Agency’s sustained commitment to ensuring that vulnerable residents, particularly children in need of specialised care, receive timely, coordinated and quality healthcare services.

Following his referral and admission to the hospital, Isma’il received specialist assessment, necessary investigations and appropriate medical management. He subsequently underwent the required surgical procedure successfully and remained under close medical supervision throughout his recovery.

Following satisfactory clinical improvement, the medical team discharged Isma’il from the hospital, marking another encouraging outcome of the Agency’s Rapid Response intervention and its commitment to ensuring continuity of care for vulnerable patients.

The Executive Secretary expressed appreciation to the Zonal Medical Director of Sir Muhammad Sunusi Specialist Hospital, Dr. Usman Tijjani Aliyu, the Consultant Orthopaedic Surgeon, Dr. Musa, and the entire medical team for their professionalism, dedication and continued collaboration with KSCHMA’s Rapid Response Team.

Dr. Rahila noted that the successful outcome demonstrates the importance of effective collaboration between KSCHMA and healthcare facilities in ensuring that patients requiring urgent or specialised care receive appropriate attention without unnecessary delays.

She reaffirmed that the Agency’s Rapid Response interventions remain aligned with the healthcare priorities of His Excellency, Governor Abba Kabir Yusuf, under the Kano First Agenda, which places the health and wellbeing of citizens, especially vulnerable populations, at the heart of people-oriented governance.

Agency Participates in Q2 2026 Strategic Peer Review Meeting on BHCPF 2.0, Data Quality, M&E and Institutional Strengthening

The Kano State Contributory Healthcare Management Agency (KSCHMA) has participated in the Two-Day Q2 2026 NHIA–SSHIA Strategic Peer Review Meeting, reaffirming its commitment to data-driven decision-making, effective performance monitoring and continuous improvement in the implementation of the Contributory Healthcare Scheme in Kano State.

The meeting, held from 31 August to 1 September 2026 at Ajuji Greenwich Hotel, Apo District, Abuja, brought together Directors of Planning, Research and Statistics (PRS) and Monitoring and Evaluation (M&E) Officers from State Social Health Insurance Agencies (SSHIAs), alongside officials of the National Health Insurance Authority (NHIA).

The strategic engagement provided a platform for participating agencies to review programme implementation, exchange experiences, identify operational challenges and develop practical solutions to strengthen health insurance coverage, reporting and service delivery.

Key areas of focus included BHCPF 2.0 implementation, health insurance coverage, data management, reporting quality, service-utilisation submissions, M&E systems and institutional coordination.

A major highlight was the Q2 2026 BHCPF Data Quality Clinic, which focused on improving the accuracy, completeness and consistency of programme data. Participants reviewed anonymised records to identify data gaps, formatting inconsistencies and validation errors, while exploring corrective measures to strengthen data quality and reporting.

The meeting also examined challenges associated with the NHIA Data Management Platform and the impact of frequent M&E staff turnover on institutional memory. Participants shared experiences and practical approaches for strengthening knowledge retention, institutional continuity and effective programme monitoring.

Zonal groups further presented operational challenges affecting service-utilisation submissions, examined their root causes and proposed actionable solutions. Lessons were also shared on the effective management and uploading of Encounter Registers.

KSCHMA’s participation underscores the Agency’s commitment to continuous learning, evidence-based planning, accountability and strategic collaboration with the NHIA and sister state health insurance agencies.

The meeting concluded with the validation of key resolutions, responsibilities and follow-up actions aimed at improving data quality, reporting, service-utilisation submissions and performance monitoring.

KSCHMA will continue to leverage strategic peer-learning opportunities and emerging best practices to strengthen the Kano State Contributory Healthcare Scheme, improve programme efficiency and contribute to expanded access to quality and sustainable healthcare for residents of Kano State.

The enrollment exercise was conducted at Daiba Mosque, Rijiyar Lemo, where the beneficiaries were formally registered under the Scheme and sensitised on the importance of healthcare coverage and effective utilisation of available health services.

Speaking during the exercise, the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, commended the Kano State Zakkat and Hubsi Commission for its partnership and commitment to improving the wellbeing of residents through increased access to healthcare.

She described the collaboration as a significant step towards strengthening social protection and ensuring that more people, particularly vulnerable and underserved residents, benefit from the state’s Contributory Healthcare Scheme.

In a strategic intervention to improve maternal and newborn health outcomes and accelerate efforts to reduce preventable maternal deaths, the Kano State Contributory Healthcare Management Agency (KSCHMA) has directed the immediate enrolment of pregnant women across 63 healthcare facilities in Kano State.

The directive, issued by the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, covers 36 secondary healthcare facilities and 27 primary healthcare facilities across the State and is in line with the Kano First Healthcare Agenda.

The initiative is aimed at removing financial barriers and expanding access to essential maternal healthcare services, including antenatal care, skilled delivery, emergency obstetric care and postnatal services.

Dr. Rahila said the intervention reflects the Agency’s commitment to ensuring that pregnant women receive timely and quality healthcare throughout pregnancy and childbirth.

“Every pregnant woman deserves timely access to quality healthcare, regardless of her financial circumstances. This directive is part of our commitment to ensuring that women across Kano State can access the care they need before, during and after delivery, while contributing meaningfully to the reduction of preventable maternal deaths,” she said.

She also charged healthcare providers to maintain the highest professional standards and provide respectful, compassionate and patient-centred care, stressing that quality service delivery is critical to improving maternal and newborn health outcomes.

KSCHMA will continue to strengthen collaboration with healthcare providers and relevant stakeholders to expand healthcare coverage, improve service utilisation and advance Universal Health Coverage across the State.

KSCHMA Backs Strategic Partnership with Kannywood to Promote Health Awareness Through Creative Storytelling

Agency Advocates Entertainment-Education to Advance Contributory Healthcare, PHC and Positive Health-Seeking Behaviour

The Kano State Contributory Healthcare Management Agency (KSCHMA) has reaffirmed its commitment to innovative health communication through strategic engagement with the Kannywood film industry to promote awareness, access to healthcare and positive health-seeking behaviours among the public.

The Agency made this known at the two-day orientation programme for Kannywood motion picture producers on Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH), Primary Health Care (PHC), small and sick newborn issues, Contributory Healthcare Schemes and the integration of health themes into creative content, held from 30–31 August 2026 at FABs Hotel, GRA, Zaria.

The programme was organised by the Kano and Kaduna States Ministries of Health in partnership with the EngenderHealth Consortium partners — ISMPH. Its theme, “Harnessing Entertainment and Creative Storytelling to Promote RMNCAH, Primary Health Care and Positive Health-Seeking Behaviour,” underscores the influential role of entertainment in shaping public attitudes, perceptions and social norms.

Representing the Executive Secretary of KSCHMA, Dr. Jamila Mustapha participated in the engagement on behalf of the Agency, contributing to discussions on Contributory Healthcare Schemes, including enrolment, benefits, financial protection for families, misconceptions and opportunities for using entertainment to increase uptake.

Dr. Mustapha stressed the importance of collaboration between the health sector and creative industry, noting that Kannywood possesses a powerful platform capable of reaching millions of people in culturally relevant and relatable ways.

She encouraged producers and other creative professionals to incorporate accurate and responsible health messages into storylines, characters and everyday situations, particularly those that can encourage timely healthcare-seeking, strengthen awareness of available health services and promote enrolment in contributory healthcare schemes.

According to the programme organisers, the orientation is designed to equip Kannywood producers and entertainment influencers with a better understanding of priority health issues while enabling them to translate technical health information into compelling, culturally appropriate narratives.

The programme also provides for practical creative story development, technical review, development of a Kannywood Thematic Integration Plan, producer commitments and follow-up mentorship to facilitate the integration of priority health themes into films and other creative content.

KSCHMA views the initiative as an important opportunity to deepen health communication beyond conventional approaches and leverage the reach and influence of Kannywood to promote informed health decisions, greater utilisation of Primary Health Care services and increased awareness of the benefits of the Contributory Healthcare Scheme.

The Agency further reaffirmed its readiness to collaborate with relevant stakeholders and the creative sector in advancing accessible, equitable and sustainable healthcare for the people of Kano State.

KSCHMA DRIVES MAJOR DRUG PROCUREMENT REFORM TO GUARANTEE MEDICINES AVAILABILITY FOR ENROLLEES

The Kano State Contributory Healthcare Management Agency (KSCHMA) has intensified efforts to strengthen access to essential medicines and improve healthcare service delivery through the implementation of a Centralized Drug Procurement Reform.

The Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, chaired the 2nd meeting of the Centralized Drug Procurement Reform Implementation Committee, where members reviewed key strategies and modalities for the effective implementation of the reform.

The initiative is aimed at ensuring sustained availability of medicines and medical consumables for KSCHMA enrollees by introducing a centralized procurement and distribution mechanism. Under the proposed arrangement, the Agency will collaborate with the Drug Management and Supply Chain Agency (DMCSA) to centrally procure and deliver drugs and consumables to engaged healthcare facilities.

The 15-member committee has been tasked with developing comprehensive implementation modalities that will promote efficiency, accountability, transparency and sustainability in the procurement and distribution process.

Beyond medicines availability, the committee will also develop a clearly defined and costed benefit package for both Primary and Secondary Healthcare Services. This will provide greater clarity on the services covered under the Contributory Healthcare Scheme and strengthen consistency in service delivery.

The committee is further mandated to develop a standardized fee schedule covering consultations, medical procedures, laboratory services and preventive healthcare services across both Primary and Secondary levels.

The reforms are expected to strengthen strategic purchasing, improve supply-chain management, promote standardized healthcare costs and enhance the overall quality and responsiveness of services provided to enrollees.

The initiative reflects KSCHMA’s continued commitment to institutional reforms that place enrollees at the centre of healthcare delivery, while strengthening collaboration with sister agencies and other stakeholders to build a more efficient, accountable and sustainable Contributory Healthcare Scheme.

The reform also supports the Kano State Government’s commitment to expanding access to quality and affordable healthcare in line with Governor Abba Kabir Yusuf’s Inclusive Healthcare Policy.
