Nagpatawag tayo ng pagpupulong sa pamunuan ng ating mga hospital at concerned departments tungkol sa financial performance at proposed expansion ng Oxygen Generating Plant – Romblon (OGPR). Tinalakay ang historical data mula Agosto 2025 hanggang Setyembre 2026 at ang operating performance ng planta bilang gabay sa pagpaplano at pagdedesisyon natin sa expansion ng serbisyo nito.

Layunin po nating matugunan ang tumataas na pangangailangan sa oxygen ng ating mga provincial hospitals. Sa kasalukuyan, ₱1,000 po ang bawat tangke sa pick-up basis, alinsunod sa unit cost na itinakda sa ordinansa, habang may karagdagang bayad para sa delivery. Pinag-aaralan din ang kapasidad ng planta na makapag-refill ng 12 tangke kada 4–5 oras at ang mga posibleng operating scenarios para sa 2027 upang masiguro ang maayos na distribusyon ng suplay sa bawat ospital.

Maraming salamat po sa Provincial Health Office (PHO) sa presentasyon. Ang mga financial figures at validation priorities ay isasangguni pa sa Office of the Provincial Accountant upang maging maayos ang pagsusuri at pagpaplano para sa pagpapalawak ng serbisyo at patuloy na pagtugon sa pangangailangang pangkalusugan ng ating mga kababayan.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍 | Matagumpay na naisagawa ang 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 𝐨𝐧 𝐈𝐧𝐭𝐞𝐫𝐩𝐞𝐫𝐬𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐂𝐨𝐮𝐧𝐬𝐞𝐥𝐢𝐧𝐠 (𝐈𝐏𝐂𝐂) 𝐟𝐨𝐫 𝐇𝐞𝐚𝐥𝐭𝐡 𝐂𝐚𝐫𝐞 𝐖𝐨𝐫𝐤𝐞𝐫𝐬 noong Oktubre 12–16, 2026 sa Skyluxe Hotel, Odiongan, Romblon.

Pinangunahan ng Department of Health – MIMAROPA Center for Health Development (DOH MIMAROPA CHD), sa pamamagitan ng Health Promotion Unit at katuwang ang PDOHO Romblon at PHO Romblon, ang limang araw na pagsasanay. Lumahok ang mga midwives, nurses, public health nurses (PHN), at barangay health workers (BHWs) mula sa iba’t ibang munisipalidad ng Romblon upang higit na mapaunlad ang kanilang kasanayan sa komunikasyon at counseling.

Sa bawat pakikipag-usap ng health worker sa isang indibidwal o pamilya, mahalaga ang malinaw na paliwanag, maingat na pakikinig, at pag-unawa sa kanilang sitwasyon. Nakakatulong ang mga kasanayang ito upang mapalakas ang tiwala at masuportahan ang mga pasyang may kinalaman sa kalusugan.

Bilang bahagi ng pagsusulong ng Universal Health Care at serbisyong nakasentro sa tao, layunin ng pagsasanay na palalimin ang kasanayan ng mga frontline health worker sa komunikasyon at counseling.

Nagbigay ng pambungad na mensahe si Mr. Ryan Lee Gallus, DOH representative mula sa PDOHO Romblon, sa ngalan ni Dr. Winston Palasi, DMO V. Tinalakay naman ni Ms. Ma. Cresil Ann Fallaria ang Health Promotion Framework Strategy, habang ibinahagi ni Ms. Gerecca Peradilla ang tungkulin ng mga BHW bilang barangay-level health education and promotion officers (HEPOs).

Pinangunahan ni Mr. Cris Anthony C. Gonzales, Creative Pedagogy Specialist, ang IPCC Modules 1–4, kabilang ang one-on-one counseling at pagpapadaloy ng talakayang panggrupo.

Nagbahagi rin si Dr. Deogracias Muleta, PHO I ng PHO Romblon, tungkol sa National Immunization Program at si Ms. Karyle Deoso tungkol sa Nutrition Program, kasama ang paggamit ng IPCC sa mga usapin tungkol sa pagbabakuna at nutrisyon.

Pinangunahan din ni Ms. Ma. Arlene Reyes ang pagbuo ng mga action plan, habang tinalakay naman ni Mr. Gonzales ang supportive supervision.

Sa mga role play, gawaing panggrupo, at return demonstration, naisagawa ng mga kalahok ang mga kasanayan sa pakikinig, pagtatanong, at pagbibigay ng angkop na gabay pangkalusugan. Bumuo rin sila ng mga planong magagamit sa kani-kanilang lugar ng trabaho at komunidad.

Nagbigay rin ng pangwakas na mensahe si Dr. Deogracias Muleta. Nawa’y patuloy na maisabuhay ng mga kalahok ang kanilang natutuhan sa bawat taong kanilang pinaglilingkuran—para sa mas makatao, tumutugon, at de-kalidad na serbisyong pangkalusugan sa Romblon.

STRENGTHENING COMMUNITY-BASED HIV PREVENTION THROUGH PEER EDUCATION AND SCREENING

The Provincial Health Office of Romblon successfully conducted the HIV Peer Educator and Community-Based Screening (CBS) Training – Batch 2 on October 12–14, 2026, at Simple Living Hotel, attended by 35 participants composed of Sangguniang Kabataan (SK) officials, Barangay Health Workers (BHWs), Local Youth Development Office (LYDO) and Provincial Health Office (PHO) staff.

The three-day training aimed to equip participants with the essential knowledge and practical skills needed to become effective HIV Peer Educators and Community-Based Screeners. Through discussions, interactive activities, and practical exercises, participants learned about HIV prevention, accurate health information dissemination, proper HIV testing procedures, and the importance of early diagnosis and linkage to appropriate health services.

By engaging SK officials, BHWs, and LYDO, the training strengthened the role of community leaders and frontline health workers in raising HIV awareness, encouraging individuals to get tested, and helping address stigma and discrimination surrounding HIV.

All 35 trainees successfully completed the training and received their Certificates of Completion, marking an important step toward strengthening community-based HIV education and screening initiatives across the province.
The Provincial Health Office of Romblon remains committed to building the capacity of local advocates and healthcare workers to promote accessible, confidential, and non-discriminatory HIV-related services for all.

PROVINCIAL CAPITOL, ROMBLON — Mas pinalakas pa ng Pamahalaang Panlalawigan ng Romblon ang mga serbisyong pangkalusugan sa lalawigan kasunod ng opisyal na pag-aapruba sa Provincial Ordinance No. 15, Series of 2026.

Sa ilalim ng bagong ordinansang ito, ilalapit at gagawing regular ng ating lokal na pamahalaan ang Human Immunodeficiency Virus (HIV) testing at screening services, lalo na sa mga sektor at komunidad na may mas mataas na banta sa kalusugan.

Ano ang ibig sabihin nito para sa bawat Romblomanon?

MAY SAPAT NA FUNDING: Maglalaan ng nakatutok na taunang pondo ang Pamahalaang Panlalawigan para sa mga testing kit, medikal na kagamitan, awareness campaigns, at training ng mga local health workers.

ABOT-KAMAY NA SERBISYO: Magiging bahagi na ito ng regular na serbisyo sa mga pampublikong ospital at RHU, pati na sa isasagawang Mobile Testing Missions ng Provincial Health Office (PHO) sa mga bayan, paaralan, at komunidad — nang voluntary at striktong confidential.

PREVENTION AT PROTECTION: Ang maagang pagtukoy (early detection) ay agad na iuugnay sa libreng gamutan (ART Treatment Centers) at counseling upang manatiling malusog ang pasyente at mapigilan ang pagkalat ng virus.

Sa pamamagitan ng ordinansang ito, tinitiyak natin na ang ligtas, confidential, at pantay-pantay na serbisyong pangkalusugan ay makakarating sa bawat kababayan.

Sa ating Management Committee Meeting kahapon October 13, tinalakay natin ang disiplina at attendance ng mga kawani, pagpapahusay ng mga sistema sa opisina, kapakanan at pagkilala sa ating mga empleyado, paghahanda sa ‘Very Strong El Niño,’ at pagpaplano para sa mga natitirang gawain ngayong taon.

Ngayong araw, malugod na tinanggap ng San Andres Municipal Hospital (SAMH) si Dra. Maria Teresa M. Tirol, PHO Dentist IV, sa kanyang courtesy visit kaugnay ng paglalaan ng serbisyong dental sa ating ospital.

Tinalakay sa pagbisita ang maayos na koordinasyon at pagsasaayos ng iskedyul ng dentist na itatalaga sa SAMH upang mas mapalawak ang access ng ating mga kababayan sa serbisyong pangkalusugan, partikular sa pangangalaga ng kalusugan ng ngipin.

Ang serbisyong ito ay sa pamamagitan ng suporta at inisyatiba ng ating butihing Gobernadora Trina Alejandra Q. Firmalo-Fabic, bilang bahagi ng patuloy na pagsisikap na mapabuti at mapalapit ang serbisyong pangkalusugan sa mamamayan ng San Andres.

Patuloy ang SAMH sa pakikipag-ugnayan sa mga kinauukulang tanggapan upang maisulong ang mas maayos, episyente, at de-kalidad na serbisyong pangkalusugan para sa lahat.

MIMAROPA HEALTH PROMOTION SUMMIT 2026
Bridging Health, Building Hope: Health Promotion at the Core of Universal Health Care

Held on October 6–9, 2026, the MIMAROPA Health Promotion Summit brought together Local Chief Executives, Health officers, Health Education and Promotion Officers, Barangay Health Workers, representatives from learning institutions and workplaces, and partner agencies across the region.

Through the three strategic directions, Healthy Governance, Healthy Settings, and Health Literacy the summit highlighted the importance of empowering communities, promoting healthy environments, and integrating health promotion into local health systems.

DAY 1 Activity: The summit featured keynote messages, a gallery walk, an interactive health promotion booth, and plenary sessions highlighting the three strategic directions of health promotion: Healthy Governance, Healthy Settings, and Health Literacy.

Discussions focused on participatory action research, empathetic and culturally sensitive communication, health-promoting schools, and workplace mental health, ergonomics, and wellness.

DAY 2 Activity: A plenary discussion highlighted key health promotion priority areas, led by the following speakers who shared their knowledge and insights on each topic:

No. 7: Violence and Injury Prevention (Ms. Renee Joy Batiforra).

The summit also recognized the valuable contributions of local government units and partners in promoting health and well-being, reinforcing the importance of strong partnerships and sustained commitment to disease prevention and health promotion.

The Gabi ng Parangal at Pagkilala celebrated the dedication, commitment, and outstanding contributions of health champions, local government units, and partner institutions in advancing health promotion across the MIMAROPA Region.
