About Fleming Fund:

The Fleming Fund is a global £265m UK aid programme building global partnerships. It aims to:
** Improve AMR (Anti-Microbial Resistance) surveillance
** Share the best of UK and international expertise to strengthen national public health capabilities in surveillance.
** Enable countries to improve the collection and use of AMR data in line with their National Action Plans to

inform policy and delivery of healthcare. In Pakistan, it kicked off at Pakistan’s National Institute for Health in September 2019. The Fleming Fund is a £265 million UK aid investment to tackle antimicrobial resistance in low- and middle-income countries around the world led by Mott MacDonald. The Pakistan country programme is managed by DAI-Pakistan in collaboration with its consortium partners Indus Hospital & Health Network , Health Security Partners and Liverpool School of Tropical Medicine , to support government of Pakistan in curtailing AMR holistically. 🐔 🌍🌱 👨‍👩‍👧 💧

We are proud to share Stories of Impact: Fleming Fund Country Grant Pakistan — a collection of stories that reflect how partnerships, data, innovation, and collaboration are strengthening Pakistan’s response to antimicrobial resistance (AMR).
From engaging the private sector in AMR surveillance, to strengthening laboratories, launching South Asia’s first Track & Trace system for antibiotics, improving hospital antimicrobial stewardship, and turning AMR awareness into a provincial movement — these stories show that real change happens when institutions, experts, and communities work together.
This publication is not just a report — it is a reflection of the people, partnerships, and systems working behind the scenes to build stronger surveillance, better diagnostics, smarter antimicrobial use, and evidence-based policy in Pakistan.

Today, March 24, we join the global community in observing World TB Day 2026. This year’s theme, “Yes! We Can End TB: Led by countries, powered by people,” is a powerful reminder that ending the TB epidemic requires local leadership and collective action.

At the DAI Fleming Fund Country Grant Pakistan, we recognize that the fight against Tuberculosis is inextricably linked to the broader challenge of Antimicrobial Resistance (AMR). Multidrug-resistant TB (MDR-TB) remains a critical threat to health security, demanding robust surveillance and innovative diagnostic solutions.

Strengthening data-driven responses to antimicrobial resistance (AMR) is essential to safeguard public health.

The National Institute of Health Pakistan, in collaboration with the Fleming Fund, convened a Coordination Meeting of National AMR Surveillance Sentinel Sites, coupled with a training session on the AMR Dashboard.

The meeting brought together representatives from sentinel surveillance sites and key stakeholders to review national AMR surveillance data findings, discuss the National Priority Pathogen List (PPL – 2025), and strengthen coordination for a more robust national surveillance system.

A key highlight of the event was the introduction and hands-on training on the AMR Dashboard, designed to enhance data visualization, interpretation, and evidence-based decision-making. Strengthening the capacity of surveillance teams to effectively use digital tools will play a vital role in improving the timely reporting and analysis of antimicrobial resistance trends in Pakistan.

Through continued collaboration and capacity building, partners remain committed to strengthening Pakistan’s AMR surveillance ecosystem and supporting informed policy and public health action.

🌍 Advancing One Health Solutions to Combat Antimicrobial Resistance (AMR)

Dr. Qadeer Ahsan, Team Lead, DAI Fleming Fund Country Grant Pakistan, participated in the Cefas Antimicrobial Resistance (AMR) One Health Conference held in Bangkok, Thailand (2–4 February 2026).

The conference brought together global experts from human health, animal health, environmental, fisheries, and aquaculture sectors to advance collaborative, cross-sectoral responses to AMR through a One Health approach.

Convened by the UK’s FAO Reference Centre, the event was organized in collaboration with Mott MacDonald, the Food and Drug Administration of Thailand, the Thailand Department of Livestock Development, Chulalongkorn University, Singapore NParks, and the FAO Regional Office for Asia and the Pacific.

As a panelist and speaker, Dr. Ahsan delivered a presentation titled:
“Sustaining One Health AMR Surveillance Beyond Donor Funding: Pakistan’s Transition Journey”, sharing Pakistan’s experiences, lessons learned, and pathways toward nationally owned and sustainable AMR surveillance systems.

This engagement reflects the Fleming Fund Country Grant Pakistan’s continued commitment to strengthening sustainable, integrated One Health AMR surveillance and contributing to global dialogue and learning.

Strengthening sustainable responses to antimicrobial resistance (AMR) requires leadership, collaboration, and long-term commitment.

The Country Roundtable on Sustainability of Antimicrobial Resistance, Use & Consumption (AMR/U/C) Surveillance in Pakistan brought together senior government leadership, technical experts, and development partners to reflect on progress and define the way forward for integrated AMR surveillance systems.

The event was honoured by the participation of Dr. Malik Mukhtar Ahmad Bharath, State Minister for National Health Services, Regulations & Coordination, whose closing remarks reaffirmed the Government of Pakistan’s commitment to sustaining AMR surveillance through policy alignment and multisectoral coordination. The roundtable also featured remarks by Tine Knott, President & CEO of DAI, highlighting the importance of national ownership, data-driven decision-making, and long-term sustainability of AMR initiatives.

Through strategic presentations and panel discussions, stakeholders from human health, animal health, environment, and regulatory sectors engaged in evidence-based dialogue under a One Health framework, reinforcing collective action to safeguard the effectiveness of life-saving medicines.

On World Leprosy Day | 26 January 2026, DAI Fleming Fund Country Grant Pakistan reaffirms its commitment to eliminating leprosy and ensuring timely, equitable access to quality care for all.

Although leprosy is curable, its control in Pakistan continues to face serious challenges—delayed diagnosis, persistent stigma, and the growing threat of antimicrobial resistance (AMR).

Leprosy treatment relies on effective multi-drug therapy. The emergence of resistance, particularly to rifampicin, risks treatment failure, prolonged transmission, and preventable disability. This makes strong AMR surveillance, laboratory capacity strengthening, and rational use of antibiotics critical to sustaining leprosy control efforts.

Through the Fleming Fund, DAI supports Pakistan in building robust AMR surveillance systems, strengthening laboratories, and developing a skilled workforce—contributing to early detection of resistance and protecting life-saving medicines.

On this day, we call for continued collaboration to:
Integrate leprosy within national AMR strategies
Tackle stigma through awareness and inclusion
Safeguard effective treatment so no one is left behind
