چکوال میں رشوت کا بازار گرم

تحصیل چوک چکوال میں لگے ناکے پر پنجاب ٹریفک پولیس نے عام عوام کا جینا دوبھر کر دیا ہے۔
میں شام 5 بجے وہاں سے گزرا۔ میری موٹر سائیکل کے تمام کاغذات مکمل تھے اور میرے پاس اپنا ہیلمٹ بھی موجود تھا۔ بائیک کے اشارے، شیشے اور باقی تمام چیزیں بھی درست تھیں۔

پولیس والوں نے پہلے شناختی کارڈ مانگا، پھر بائیک کے کاغذات اور لائسنس چیک کیا، جو میں نے فوراً دکھا دیے۔ اس کے بعد انہوں نے موٹر سائیکل کے نقص نکالنا شروع کر دیے اور کہا کہ بائیک کی اگلی لائٹ نہیں چل رہی، اس کا 2000 روپے چالان ہوگا۔

اب ایک غریب آدمی جائے تو جائے کہاں؟ میں نے ان سے درخواست کی کہ آج ہی لائٹ ٹھیک کروا لوں گا، مگر وہ کہنے لگے:
“1000 روپے دے دو اور چلے جاؤ۔”

جب میں نے مزید گزارش کی تو کہنے لگے کہ پھر پورا 2000 روپے جرمانہ ہوگا۔ اسی دوران کالے کپڑوں میں ایک شخص آیا، جو ویڈیو میں بھی موجود ہے۔ میں نے مجبوری میں اسے 1000 روپے دے کر جان چھڑانا بہتر سمجھا، جو اس نے خود رکھ لیے۔

میرے بعد آنے والوں سے بھی اسی طرح مختلف بہانے بنا کر رشوت طلب کی جاتی رہی۔ لوگوں سے ایزی پیسہ اور جاز کیش کے ذریعے بھی رشوت منگوائی گئی۔ حیران کن بات یہ ہے کہ یہ ناکہ اے سی اور ڈی سی آفس سے چند قدم کے فاصلے پر موجود ہے۔

ویڈیو میں خاص طور پر دیکھا جا سکتا ہے کہ جس نوجوان کو بغیر ہیلمٹ روکا گیا تھا، اس سے بھی پیسے لیے جا رہے ہیں۔

ویڈیو موقع پر بنانا ممکن نہیں تھا، مگر موجود ویڈیوز میں پولیس والوں کی نقل و حرکت واضح دیکھی جا سکتی ہے، اور کالے کپڑوں میں موجود وہ شخص بھی نظر آتا ہے جو ایک بائیک والے سے اکاؤنٹ میں پیسے منگوا رہا ہے۔
