- *میں۔ رسمی شکایت*: مجوزہ انضمام پر تشویش کا اظہار کرتے ہوئے صدر پاکستان، وزیراعظم، چیئرمین سینیٹ، اسپیکر قومی اسمبلی، اور چیف آف آرمی اسٹاف سمیت اعلیٰ حکام کو تحریری شکایت جمع کرائی گئی ہے۔
- * II اسٹیک ہولڈر کی مصروفیت*: انضمام پر نظر ثانی پر تبادلہ خیال کرنے اور نرسنگ اور مڈوائفری کے پیشوں کی سالمیت کے تحفظ کے لیے بامعنی مکالمے میں مشغول ہونے کے لیے اسٹیک ہولڈرز کے ساتھ ملاقاتوں کا اہتمام کریں۔
- *III۔ عوامی آگاہی اور احتجاج*:
- الیکٹرانک میڈیا، سوشل میڈیا، اور پرامن مظاہروں کے ذریعے احتجاج ریکارڈ کروائیں۔
- اسٹاف نرسیں اور طالب علم نرسیں انضمام کے خلاف یکجہتی اور غم کا اظہار کرنے کے لیے بینڈ پہنیں گی۔
- ہنگامی خدمات کے علاوہ صحت کی سہولیات کو روکیں تاکہ مسئلے کی فوری ضرورت پر زور دیا جا سکے۔

- ڈی جی این سے درخواست کریں کہ وہ متعلقہ حکام سے بات چیت کے لیے وزیراعلیٰ پنجاب، سندھ، کے پی، بلوچستان کے ساتھ ملاقات کا اہتمام کریں۔
- مسائل کی سنگینی اور انضمام کے ممکنہ نتائج پر تبادلہ خیال کریں۔
- * وی. جاری وکالت*:
- انضمام پر دوبارہ غور کرنے کے لیے سوشل میڈیا مہمات اور ذاتی رابطہ سمیت تمام ضروری ذرائع استعمال کریں۔
- نرسنگ کمیونٹی کے حقوق اور مفادات کے لیے لڑنا جاری رکھیں۔
- *VI. بین الاقوامی تعاون*:
- بین الاقوامی این جی اوز اور اقوام متحدہ کی ایجنسیوں جیسے WHO، UNFPA، UNICEF، اور ILO کے ساتھ تعاون کریں تاکہ انضمام کے خلاف کیس کو مضبوط کیا جا سکے۔
- ڈاکٹر لو ڈپینگ (WHO)، ڈاکٹر لوئے شبانہ (UNFPA)، محمد یحییٰ (UN ریزیڈنٹ کوآرڈینیٹر)، اور عبداللہ فادیل (UNICEF) جیسے نمائندوں سے رہنمائی حاصل کریں۔

*Action Plan for Reconsideration of Merger*

- *I. Formal Complaint*: A written complaint has been submitted to the highest authorities, including the President of Pakistan, Prime Minister, Chairman Senate, Speaker National Assembly, and Chief of the Army Staff, expressing concerns over the proposed merger .
- *II. Stakeholder Engagement*: Arrange meetings with stakeholders to discuss the reconsideration of the merger and engage in meaningful dialogue to protect the integrity of the nursing and midwifery professions.
- *III. Public Awareness and Protest*:
- Record protests through electronic media, social media, and peaceful demonstrations.
- Staff nurses and student nurses will wear bands to show solidarity and grief against the merger.
- Halt health facilities, except emergency services, to emphasize the urgency of the issue.
- *IV. Strategic Meetings*:
- Request the DGN to arrange a meeting with the CM Punjab to negotiate with concerned authorities.
- Discuss the gravity of the issues and potential consequences of the merger.
- *V. Ongoing Advocacy*:
- Utilize all means necessary, including social media campaigns and personal liaisons, to reconsider the merger.
- Continue to fight for the rights and interests of the nursing community.
- *VI. International Support*:
- Collaborate with international NGOs and UN agencies like WHO, UNFPA, UNICEF, and ILO to strengthen the case against the merger.
- Seek guidance from representatives like Dr. Luo Dapeng (WHO), Dr. Luay Shabaneh (UNFPA), Mohamed Yahya (UN Resident Coordinator), and Abdullah Fadil (UNICEF).
- *VII. Engagement with UN Entities*:
- Reach out to other UN entities in Pakistan, such as OCHA, WFP, and FAO, to explore potential support and partnerships.

The Provincial Nurses Association (PNA) Sindh has already expressed strong reservations over the proposed merger, citing concerns that it would divert attention from specific issues of nursing and midwifery professions . By working together with international organizations and local stakeholders, we can protect the unique identity and representation of nurses and midwives in Pakistan.

پاکستان کے نرسنگ اور مڈوائفری لیڈرز الائیڈ ہیلتھ پروفیشنلز کونسل (AHPC) کو PNMC میں ضم کرنے کے کابینہ کے فیصلے کی شدید مذمت کرتے ہیں، نرسنگ اور مڈوائفری پروفیشنلز، قومی معیشت، صحت کی دیکھ بھال کے نظام اور پاکستانی عوام پر سنگین نتائج کا حوالہ دیتے ہوئے ڈاکٹر سلیمہ والانی نے پیشے پر پڑنے والے نقصان دہ اثرات پر زور دیا۔

*اہم خدشات:*

- *مشاورت کی کمی*: پاکستان نرسنگ فیڈریشن اور PNMC سمیت بڑے اسٹیک ہولڈرز سے انضمام کی بات چیت میں مشاورت نہیں کی گئی۔
- *عالمی معیار*: عالمی سطح پر، نرسنگ اور مڈوائفری کونسلز، نیز الائیڈ ہیلتھ کونسلز، الگ الگ مقاصد، کام کے دائرہ کار، اور پیشہ ورانہ معیارات کی وجہ سے آزاد ادارے ہیں۔
- *شناخت اور بااختیار بنانا*: انضمام سے PNMC کی شناخت اور بااختیاریت کو نقصان پہنچے گا، نرسنگ اور مڈوائفری پیشہ ور افراد کو پسماندہ کیا جائے گا۔

شرکاء پاکستان کے معزز وزیر اعظم، سیکرٹری کابینہ، اور وفاقی وزیر سے درخواست کرتے ہیں کہ وہ اس فیصلے پر نظر ثانی کریں اور پاکستان میں نرسنگ اور مڈوائفری کو محفوظ رکھنے اور بڑھانے کے لیے متبادل تلاش کرنے کے لیے تعمیری بات چیت میں مشغول ہوں۔

*بے عملی کے نتائج*

اگر خدشات کو نظر انداز کیا جاتا ہے تو، نرسنگ کمیونٹی ملک بھر میں احتجاج کرنے پر مجبور ہو جائے گی، ممکنہ طور پر صحت کی دیکھ بھال کی خدمات کو متاثر کرے گی، اور تمام صوبوں اور اسلام آباد میں قانونی کارروائی کی جائے گی۔

The Provincial Association Sindh/Pakistan Nurses Federation and Leaders of Nursing and Midwifery Pakistan convened an emergency meeting today to address the proposed merger between the Allied Health Professionals Council and the Pakistan Nursing and Midwifery Council (PNMC). The meeting commenced with the recitation of the Holy Quran by Mr. Rizwan, President of PNA Karachi Division.

*Strong Condemnation of the Merger*

The Nursing and Midwifery Leaders of Pakistan strongly condemn the cabinet decision to merge the Allied Health Professionals Council (AHPC) with the PNMC, citing severe consequences on nursing and midwifery professionals, the national economy, healthcare system, and the people of Pakistan. Dr. Salima Walani emphasized the detrimental impact on the profession.

*Key Concerns:*

- *Lack of Consultation*: Major stakeholders, including Pakistan Nursing Federation and PNMC, were not consulted in the merger discussions.
- *Global Standards*: Globally, nursing and midwifery councils, as well as Allied Health Councils, are independent entities due to distinct aims, scope of work, and professional standards.
- *Identity and Empowerment*: The merger would undermine PNMC's identity and empowerment, marginalizing nursing and midwifery professionals.
- *International Recognition*: PNMC will lose its distinct recognition from the International Council of Nurses (ICN) and International Confederation of Midwives (ICM), affecting overseas employment and economic contributions.
- *Practical Challenges*: Merging two unwilling partners will lead to discord, inefficiency, and conflicts.

*Request for Reconsideration*

The participants request the Honourable Prime Minister of Pakistan, Secretary of Cabinet, and Federal Minister to reconsider this decision and engage in constructive dialogue to find alternatives that preserve and grow nursing and midwifery in Pakistan.

*Consequences of Inaction*

If concerns are ignored, the nursing community will be forced to protest nationwide, potentially disrupting healthcare services, and pursue legal action in all provinces and Islamabad.
