Our Mission:
Housing Our Neighbors is a community group comprised of people experiencing homelessness, allies and advocates promoting the human right to housing. We are working to end homelessness in Baltimore City through access to permanent affordable housing for all. We advance the right to housing through education, leadership development, direct actions, political advocacy, and grassroots community organizing. We practice consensus decision making and believe that every voice will be heard and respected. Background:
Housing Our Neighbors started in November 2012 with a group of homeless neighbors, community activists, and students who worked together on National Hunger and Homelessness Awareness Week. We were inspired by the solidarity, demonstration, and dedication we experienced during the National Hunger and Homelessness Awareness Week- Baltimore Sleepout 2012. Following the sleep-out, we committed ourselves and invited others to attend weekly meetings, in order to establish a community of activists dedicated to awareness, advocacy and action to end homelessness in Baltimore. Housing, nutrition, health care, education and a living wage are essential human rights. Housing Our Neighbors will see an end to homelessness in Baltimore City through policies and practices that respect everybody's right to these core values.

This spring, we’ve been busy raising awareness about MOHS' dangerous 90 day shelter limit proposal and building power to improve shelter conditions. Here we are at outreach this month, our April member meeting, the Continuum of Care meeting, and outreach last month. If you haven't signed the petition against shelter limits, today is a great day.

Please help us get out the word: No time limit on shelter stays! The solution is connecting people to more housing options, not kicking them to the curb.

HON mourns the loss of our friend and a powerful advocate in the fight to end homelessness, Logan Hullinger, who passed away on Friday, March 6. Logan was a journalist and harm reductionist who fiercely advocated for the rights of drug users in Baltimore City and beyond. Logan covered issues impacting the homeless throughout his journalism career and started regularly reporting on homelessness in Baltimore City in 2025. During this time, he made important connections between mental illness, substance use, and homelessness, as well as the city’s deadly neglect of both drug users and the unhoused.

In July of 2025, Logan wrote a piece on conditions in city shelters that was so well done, it felt like he was part of our shelter conditions campaign. We were very impressed by his thoughtful and meticulously researched coverage and invited him to cover our speakout on shelter conditions in September. He showed up and the very next day, he included a quote from a lived experience speaker in his weekly newsletter. When the coverage of the speakout came out, we were so grateful for the amazing job he did highlighting findings from our shelter survey and amplifying the voices of our members and allies. In October, his coverage of a contentious MOHS oversight hearing played an important role in drawing attention to a dangerous proposal to limit shelter stays to 90 days. He captured the passionate testimony at the hearing so well, it felt like you were there just reading about it. When we invited him to cover Homeless Person's Memorial Day, he used it as an opportunity to educate the public on the lack of shelter beds and housing options that left people out in the cold, and cited our survey again. Our call for shelter regulations made it on his Christmas wishlist and he drew attention to the city's neglect of homeless residents during the dangerous snow storm in January. We always learned something new when we read Logan’s reporting. His contributions shaped the direction of our work as much as they amplified it.

It’s hard to believe Logan's powerful advocacy for the homeless was just one slice of his work. He was an ambitious journalist who covered serious issues impacting local residents like workplace harassment and police violence. He truly raised the bar when it came to the role journalists can play in advancing local struggles for human rights and we will continue to learn from the incredible body of work he left behind. We are so grateful for the time we had with him and will move forward emboldened by his fearless spirit and compassion for the most vulnerable.

In appreciation for his contributions and the indelible mark he made on our organization, we have decided to recognize Logan as an honorary member of HON. We would also like to amplify his family’s request that donations be made to Baltimore Harm Reduction Coalition and Baltimore Beat in his honor.

NO TIME LIMIT ON SHELTER STAYS!

HON was disappointed to learn that the proposal from a few months ago that would limit how long residents can stay in city shelters is again under consideration by the Baltimore City Continuum of Care. We maintain that the best and most humane policy is to place no limits on city shelter stays.

Sign the petition, and join HON at the Baltimore City CoC meeting this Thursday to share our perspective with Chair Nico Sanders and Vice Chair Jamal Turner. Limits on temporary housing cannot resolve homelessness — only guaranteeing housing as a human right can!

HON was disappointed to hear that HB104, or the Homeless Persons Bill of Rights, will not be making it out of the committee this year. With executive orders and Supreme Court rulings seeking to further criminalize and marginalize those experiencing homelessness, we were hoping that in Maryland, we would protect the right of unhoused folks to engage in life sustaining activities.

While we are disappointed, we wanted to make sure that our voices were heard and that we didn’t go quietly into the night. We sent postcards to the Chair and Vice Chair of the Judiciary committee to let them know that there are people who support this bill and are willing to fight and support our unhoused neighbors.

Please call or email the chair and vice chair to let them know that this bill is important to you and you stand with unhoused people in Maryland. Link in the bio for contact information for the Chair and Vice Chair.

At this past year’s commemoration of Homeless Persons Memorial Day, HON member Miss Dee read aloud this original poem. The poem highlights the everyday moments we share with each other, and how they shape our human experience — whether we are housed or unhoused.

Thank you to volunteer artist for capturing the beauty of Miss Dee’s words in visual form!
