LBCC Infant and Toddler Tribal Intervention Program We serve tribal Head Start, Early Head Start, and FACE Programs.

The Tribal Intervention Program would like to do an introduction of our wonderful staff for the 2026-2027 year!

Dr. Morgan Deaver is the Director of Infant and Toddler Tribal Intervention and the College's Audiologist! She provides hearing, developmental, and other screenings, as well as special education and speech services. Dr. Deaver also serves the Lower Brule Community College as an adjunct professor. In her free time, she chases her own babies and dogs! She looks forward to watching the Program continue to grow! 🦻🏽🔡

Misty Brown is the Health and Education Consultant. She performs mental health and behavioral assistance, as well as teacher coaching for the program. Her favorite part of the Program is sharing her experience and beliefs about early childhood and education with others. We are grateful she has returned to us for another year! 🫂

Dr. Kyle Brouwer is the Program's Speech-Language Pathologist. He continues to oversee speech services with Dr. Deaver. When he's not working for the Intervention Program, he can be found teaching college classes, or spending time with his kids, grandkids, or dog. His favorite thing about the Program is seeing all the kids! His knowledge in mental health and speech is so helpful! 🗣️

Lynn Harrison is the Crow Creek Family Enrichment Office Manager. She is also the longest standing member of the program! Lynn is in charge of the "rummage", assists with scheduling, and provides communication, advocacy, and services to the children and families. Her favorite thing about the Program is helping the people of her Tribe. She continues to be the glue that holds us all together! 🧑‍🧑‍🧒‍🧒

Janelle Stewart is the Early Childhood Specialist for the Program. She oversees and provides developmental screenings for children Birth to 5-years-old. Janelle has been with the Program for over 16 years. She is a wonderful asset to the team. Her favorite thing about the program is the kids. When she's not doing screenings, Janelle loves spending time with her kids and grandkids. 📋

Calling new and expecting Tribal families!!

We’re so excited to offer infant bundles for newborns that join our Program. Schedule your baby for a developmental or hearing screening and receive these goodies!

Schedule a developmental screening with the:
-Lower Brule Child Development Program: the first three Wednesday’s of every month at the CHR Office in Lower Brule
-Crow Creek Family Enrichment: various days and times Monday through Friday at the Head Start Administration Building in Fort Thompson

Our Program is appreciative of the SDCF’s support!

South Dakota Community Foundation (SDCF) has awarded a $20,000 South Dakota Fund grant to Lower Brule Community College (LBCC) due to the loss of federal funding. Funding will assist LBCC to continue the Infant and Toddler Tribal Intervention Program (Program), which provides services for children on the Lower Brule Sioux and Crow Creek Sioux Reservations, aged birth through five, who have a disability and who may require additional assistive services. Since 2019, the Program has served thousands of children and their families, ensuring no Tribal child is left unserved.
