CMS’s FY 2027 IPPS Proposed Rule is considering the addition of sepsis to the HRRP, effective FY 2029 if finalized and including Medicare and Medicare Advantage patients. This will require the need for stronger care coordination, early discharge planning, and accurate documentation as readmissions increasingly impact hospital performance.

CMS’s MA 2026 Final Rule aims to strengthen transparency and patient rights, though many Medicare Advantage plans have responded with tighter utilization management and limited appeal pathways. As a result, hospitals, specifically UM may want to play a larger role in supporting patient notifications by facilitating member appeals.

CMS’s FY 2027 IPPS Proposed Rule would remove homelessness and housing instability (Z59) codes from the CC list, eliminating their impact on reimbursement. Hospitals may continue managing the added complexity of care coordination and discharge planning without reimbursement recognition.

Public comments are open through June 9, 2026.

CMS has updated the ABN Form (CMS-R-131) through March 31, 2029, reinforcing the importance of clear and timely patient communication.

Proper ABN use helps providers maintain compliance, improve transparency, and reduce financial risk, particularly in cases where continued stays may not meet medical necessity requirements for hospitalized outpatients.
