The answer is yes, it is a form of cosmetic tattoo.

HOWEVER, it is not like a regular tattoo. Even though SMP and tattoos both involve the application of pigments to the skin, SMP utilises specialised techniques, pigments, and uses different depth and permanence that can be achieved by experienced and trained professionals only.
