The question isn't whether risks exist.

The question is whether they have been identified and planned for.

An effective Service Proposal should consider:

✅ Changes in support availability ✅ Health and wellbeing changes ✅ Changes to housing arrangements ✅ Social isolation and connection risks

The NDIS wants to see that risks have been identified and that practical strategies exist to manage them.

Good risk planning creates confidence.

Strong risk planning supports sustainability.

That's why monitoring and adjustment services are a critical part of an ILO arrangement.

A good proposal explains:

✅ Who monitors the arrangement ✅ How issues are identified early ✅ How reviews occur ✅ How changes will be implemented

These services are often overlooked, but they are essential to keeping an arrangement stable and sustainable.

A strong ILO arrangement also includes supplementary supports.

These are the supports that strengthen the arrangement and help it remain sustainable over time.

Examples may include:

✅ Family members ✅ Friends and neighbours ✅ Drop-in support workers ✅ Community groups ✅ Allied health professionals

Many proposals focus only on primary supports and forget to explain how supplementary supports contribute to the participant's life.

That's a missed opportunity.

Primary supports are the people and arrangements that help someone live safely and sustainably in their home.

This might include: ✅ An ILO Host ✅ A Housemate Arrangement ✅ A Paid Support Arrangement ✅ Informal support that is critical to daily living

The NDIS wants to understand:

• Who is providing the support • What support is being provided • How often support is needed • Why the arrangement works

If this section is unclear, the participant's support needs can be underestimated.
