Public Update: Clinic Closure & Administration Process:
The Directors of West Coast Health Alliance provide the following update regarding the closure of the clinic and the ongoing administration process.
1. Outcome of the Closure:
The closure of the clinic represents the worst‑case outcome for all parties involved. It occurred only after all viable operational, financial and partnership options had been exhausted.
2. Administrator’s Preliminary Report:
The preliminary Administrator’s Report has been received and reviewed. The Directors have submitted a full and formal response addressing each finding and providing additional context on the decisions made and the information available at the relevant points in time.
The report is extensive and draws on all available information from the Company’s records and systems.
3. Efforts to Sustain the Business:
The Administrator’s Report and the Directors’ response outline extensive efforts made to sustain the clinic, including attempts to secure Doctors, additional staff, external funding, partnerships and federal support. The documentation reflects a significant number of delayed decisions, unfulfilled commitments and assurances from external parties that did not materialise, included promises not honoured.
The Administrator’s preliminary observation finds:
“Based on our investigations to date, I have not identified any evidence suggesting dishonesty, fraud, deliberate misconduct, or any criminal conduct on the part of the directors. Rather, the information presently available to me suggests that the Company was a genuine business venture that experienced financial difficulties and ultimately failed to secure sufficient working capital to continue trading successfully. Unfortunately, this is a common factor in the failure of many start‑up and growth‑stage businesses.”
4. Creditor Position:
The Administrator’s Report clearly identifies the main creditors as the shareholders and Directors. Collectively, shareholders have lost over $1.3 million invested directly into establishing and operating healthcare services for veterans in the northern suburbs of Perth.
This investment funded the fit out, clinical service delivery, staffing, infrastructure, operational systems and the development of veteran‑focused programs that did not launch.
No external profit was derived from these funds; they represent personal capital contributed to start and sustain the organisation over several years.
Two of the four of the shareholders are veterans who invested their own capital and savings to give this project a life.
5. Final Report, Winding Up, and Employee Entitlements:
The final Administrator’s Report is scheduled for release on 10 October. Following its completion the entity will be formally wound up in accordance with legislative requirements and the Administrator’s recommendations.
Once the winding‑up process is complete, any outstanding employee entitlements and benefits will be reconciled through the administration process in line with statutory provisions.
6. Staff, Patients, and Ongoing Administration Process:
The Directors acknowledge the disruption caused to patient care as a result of the clinic’s closure. Staff provided dedicated care and compassion throughout the clinic’s operation and their professionalism during a challenging period has been important to the continuity of patient care.
The administration process remains ongoing. A final update will be provided once the final Administrator’s Report is released and the winding‑up process is concluded.
