Dehydrated skin is a condition, and it can happen to anyone, even oily skin types. It is lacking water rather than oil, so it responds best to hydrating ingredients like humectants, layered under your moisturiser.
The good news is that dehydrated skin is very common and very responsive once you give it what it needs. A good hydrating serum can make a real difference here, and the right one depends on your skin.
