💶 🏥 Exploring Pay-for-Performance and Pay-for-Quality Models at

Mr. Damir Ivanković from WHO Regional Office for Europe at the session 'Financial strategies and payment mechanisms' presented a rapid environmental scan (RES) on Pay-for-Performance (P4P) and Pay-for-Quality (P4Q) models. These models aim to reward hospitals for high-quality care and have gained traction for improving care quality and patient safety.

Key Insights:

💡 P4P/P4Q models show positive impacts on quality and safety, especially patient satisfaction.
💡 Effective design includes clear performance measures, meaningful financial incentives, and robust feedback systems.
💡 Implementation considerations: incentive structure, risk adjustments, and supportive organisational culture.

The RES highlights the importance of well-defined performance metrics and effective measurement systems to avoid unintended consequences and drive meaningful improvements in healthcare.

🎉 Exciting News! EHMA Joins the OnHOME Alliance!

We’re proud to share that EHMA has officially become a member of the Order and Home Delivery of Medicines (OnHOME) Alliance as of July 2024. This alliance unites patient organisations and healthcare stakeholders committed to advocating for better access to prescription medicines across Europe. Our collective goal is to ensure that every patient has the option to order their medicines online and have them delivered directly to their doorstep by registered pharmacies.

🎯 Key Objectives of the OnHOME Alliance:

- Improve patients’ access to healthcare services and medicines
- Support chronic and rural patients
- Enhance treatment adherence
- Ensure preparedness for health threats

As part of this alliance, EHMA is actively working towards policy changes that will expand digital access to healthcare and medicines throughout Europe. We believe it’s crucial to remove unnecessary barriers and prohibitions that hinder patients from accessing the care they need, especially those with mobility issues or living in remote areas.

📢 Our Call to Action:

We urge EU policymakers to take advantage of the ongoing revisions in the General Pharmaceutical Legislation. This is a pivotal moment to promote digital healthcare services and improve patient care across the EU. We also advocate for successful digital health initiatives to be scaled and adopted widely to ensure standardised access to online medicines.

Together, we can make a real difference in healthcare accessibility! 💪🌍

🏥 Enhancing Health System Resilience: Insights from Research at hashtag Conference

Prof Steve Thomas from Trinity College Dublin presented an abstract at the session 'Sustainability in Health and Social Care' at hashtag , emphasising the critical importance of health system resilience in the face of increasing shocks to health systems worldwide.

The abstract titled 'Learning from a Global Review of Health System Resilience' draws from the forthcoming Elgar Handbook for Health System Resilience. It consolidates cutting-edge research from around the globe, providing new insights and lessons from various crises and contexts.

💡 Key Findings:

- Health system resilience is a versatile and appealing concept crucial for addressing a range of health system crises

- Key challenges include the need for better understanding and measurement and incorporating power and equity across different contexts

- Mutual learning is vital: low and middle-income countries offer complex adaptive system research, while high-income countries provide functional, economic approaches

- The nested nature of health system resilience and the importance of "response resilience" — evaluating how health systems cope with poor senior-level decision-making during shocks — are highlighted in the research

- Strategies for managing austerity and the importance of protecting disadvantaged groups are also emphasised

- Innovative research methods such as system dynamic modelling, realist reviews, and scenario-based stress testing provide rich insights

Overall, the study underscores the necessity of continued exploration into definitions, contextual influences, data value, and the dynamic nature of crises. It also highlights the tension and complementarity between top-down and bottom-up approaches to building the required capacity, vital for better health system performance and population wellbeing.
