How can our Mayor be allowed to avoid development applications or heritage permits?
If Mayor Woodward applied for a 2 storey building with 40+ units and got approval, he should have to stay within those parameters.
I don't understand how a project can receive a heritage permit as a much smaller development (2 storey -40+ units) and then grow into a 76-unit, three-storey building without a new heritage review.
It appears the increased density was approved after the original heritage approval, creating a project far larger than what residents initially understood. Many people are asking whether the rules are being applied fairly when a developer who is also the Mayor stands to benefit from decisions affecting his own properties.
If this concerns you, please share this petition. Fort Langley's historic and quaint downtown core is worth protecting.
One of the biggest projects we are watching very closely is the Glover Rd, Mary St, Church St project in Fort Langley, the birthplace of BC. Referred to locally as GloverMaryChurch as it encompasses all the property between these streets..combined.
It is a huge, open green space in the heart of downtown Fort Langley. It was the location for the popular Fort Langley Night Market up until 2024 hosted by the Fort Langley Project.
📍 What is the issue?
The development project was originally approved as a much smaller development (47 residential units). When the developer (Mayor Eric Woodward) changed the plans from 47 units to 76 units, the Township merely extended the OLD heritage permit instead of requiring a new review for the entirely new plans.
‼️ Did we mention the original plan was a 2 storey building and the new plan is now a 3 storey building? 😳
Residents are very concerned that a larger project should require a new heritage review to ensure Fort Langley’s historic character is properly protected. If this project is allowed to proceed under Mayor Eric Woodward without proper attention to heritage respect and responsibilities, it could set a dangerous precedent for other heritage sites in communities across British Columbia.

We are asking council to:
✅ Revisit the GMC Heritage Alteration Permit
✅ Impose stronger design requirements
✅ Require further independent heritage reviews
