The WHO Framework Convention on Tobacco Control (WHO FCTC) is the first international treaty negotiated under the auspices of WHO. It was adopted by the World Health Assembly on 21 May 2003 and entered into force on 27 February 2005. It has since become one of the most rapidly and widely embraced treaties in United Nations history. The WHO FCTC was developed in response to the globalization of the

tobacco epidemic and is an evidence-based treaty that reaffirms the right of all people to the highest standard of health. The Convention represents a milestone for the promotion of public health and provides new legal dimensions for international health cooperation.

📣 Youth-oriented marketing of ni****ne products | 🚭

Ni****ne products are often promoted in ways that appeal to young people, including bright, colourful packaging 🎨 and sweet or fruity flavour descriptions 🍓🍬.

Research shows that this type of marketing can make these products more attractive to adolescents and may reduce the impact of health warnings ⚠️.

Flavours such as mint, fruit, candy, and bubblegum—and additives that make products taste smoother or sweeter—are often used to:

• mask the harshness of to***co 😶‍🌫️
• make initiation easier 🧠
• increase appeal among young people 👩‍🎓👨‍🎓

World Health Organization (WHO) warns that these design and marketing strategies contribute to youth uptake and increase the risk of ni****ne addiction ⚠️.

Past , the Secretariat of the WHO FCTC delivered an intervention on Health in the 2030 Agenda for Sustainable Development.

The world remains off track to achieve the health-related by 2030. In this context, implementation of the WHO FCTC is not only a public health priority, but also a powerful accelerator of sustainable development.

Strong to***co control reduces , protects household incomes, safeguards the environment, and supports domestic resource mobilization.
Yet the global to***co epidemic continues to impede SDG progress, claiming more than 7 million lives every year, with a growing burden in LMICs.

It is essential to sustain strong global action to implement the WHO FCTC and the Protocol to Eliminate Illicit Trade in To***co Products.

We urge all governments to prioritize preventing ni****ne addiction among young people.

The Convention Secretariat stands ready to support Parties in accelerating progress towards the SDGs by 2030.

'' Since the WHO FCTC entered into force, to***co use has dropped by one third globally, and continues to decline in 140 countries.

With support from WHO, Maldives became the first country to adopt a generational to***co ban for people born from 2007, and this year the United Kingdom followed suit, banning the sale of to***co to anyone born from 2009 onwards.

Just last week, Zambia’s Parliament approved a landmark comprehensive to***co control bill, after years of work, and strong support from WHO.

Despite progress against traditional to***co products, we face a rapidly changing market of new and emerging ni****ne products, including e-cigarettes and ni****ne pouches.

At World Health Organization (WHO) 's , the WHO FCTC Secretariat highlighted the critical link between to***co control and ending TB.

To***co use increases the risk of TB infection, poor treatment outcomes and mortality — making WHO FCTC implementation essential to achieving the Strategy and SDG Target 3.3.

Integrating to***co control into national TB strategies, financing and health services can save lives and reduce the global TB burden.

📍 In the sidelines of the , the Secretariat of the WHO FCTC presented at the Pharmaceutical Federation (FIP) side event, “Implementing the WHO FCTC & wider prevention targets by integrating the pharmacy workforce.”

🌍 The Secretariat highlighted that, as an international treaty with global reach, the WHO FCTC provides the framework for addressing to***co dependence and cessation through Article 14 and its implementation guidelines. The Convention also recognises the important roles and responsibilities of health workers, including pharmacists, in supporting to***co cessation and broader to***co control efforts.

🤝 The Secretariat also highlighted that the International Pharmaceutical Federation (FIP), as an Observer to the Conference of the Parties (COP) to the WHO FCTC, is an important partner in advancing to***co control efforts globally.

Further we emphasized that:

👩‍⚕️Health workers, including pharmacists, are role models and have a responsibility to set a positive example by remaining to***co-free. Those who use to***co should be supported through access to cessation programmes.

🎓 Strengthening the inclusion of to***co cessation support in the education and curricula of health workers, including pharmacists, remains essential.

📊 Monitoring to***co use and implementation of to***co control policies should also include indicators related to to***co dependence and cessation.

🌐 International collaboration should support the provision of technical, scientific, legal and other expertise for programmes promoting to***co cessation.
