We offer a range of services and support to unpaid adult carers of adults. The Carers IW team provides information, support and advocacy to adults who look after another adult. They might be caring for a parent, partner or friend with physical or mental health needs. Alternatively it may be that the person they care for has for example has a substanc

e misuse problem and needs to be supported on an occasional basis. We work with carers who either live on the Isle of Wight or care for someone living on the Isle of Wight. As a charity, we have supported carers for 30 years. We are here to work with carers to ensure they receive the right support and information at the right time, enabling Carers to carry on looking after their relatives, friends and neighbours. The Carers Passport

The Carers Passport is a scheme enabling the primary carer to be recognised for their caring role. It highlights the role that a carer plays and the wealth of knowledge they have about the person they care for. It connects carers to local support and advice services along with accessing discounts and local concessions to make life a little easier.

Why do I need one?

The Carer Passport is a record which identifies a carer and gives them access to support, services, and other benefits. It gives carers the recognition they deserve for the role they are undertaking. It will help to highlight to health and care professionals that carers have a wealth of knowledge about the person they care for.

Who is eligible?

A primary unpaid carer is someone who cares for a family member, friend, or neighbour, who wouldn’t cope without their help. The Carers Passport is for adults over age of 18 yrs. supporting another adult who would struggle to manage without their support.

Where can I use it?

The Carers Passport can be used across all services including but not limited to St Mary’s Hospital, Adult Social Care, Police, and shops.

Carers Passport – St Marys Hospital

The carers passport allows the carer to visit out of normal visiting hours, to help with meals and drinking and be actively involved in meetings about the patient, with their consent, and be included in any discussions surrounding discharge. If you are the primary carer and have not yet applied for a carer’s passport, then you can ask for a temporary Carers Passport from the Carers Lounge, the ward or main reception.

Carers Passport – Sevenacres Hospital

The carers passport may enable you to be actively involved in meetings about the patient (with patient’s consent) and you should be included in any discussions surrounding discharge where appropriate. If you are a carer and have not yet applied for a carer’s passport, then you can ask for a temporary Carers Passport from the Carers Lounge, the ward or main reception.

Can I use the Carers Passport at St Mary’s Hospital?

Yes, you can, the carers passport allows the carer to visit out of normal visiting hours, help with meals and drinking. Be actively involved in meetings about the patient, with their consent, and be involved in any discussions surrounding discharge. The Carers Passport also offers free parking at St Mary’s Hospital for the primary carer. For free parking at St Mary’s Hospital, you will need to register your car with either the main reception or the Carers Lounge in person. Free parking will be issued for up to 1 year, you will need to show your Carers Passport. We are unable to renew or issue free parking by telephone.

What if I need to support the person I care for, in hospital and do not have a Carers Passport.

A temporary Carers Passport can be issued by the Carers Lounge at St Mary’s hospital. The temporary Carers Passport will enable you to visit out of normal visiting hours. Help with meals and drinking. Be actively involved in meetings about the patient with their consent and be involved in any discussions surrounding discharge. To gain access to the full Carers Passport with its additional benefit, simply register with Carers IW when the person you care for has been discharged from hospital.

* A Carers Passport is an offer of support not an entitlement. It can be withdrawn without notice at staff discretion, or if the patient withdraws their consent.

The Carers Passport does not affect your basic rights as a carer. At the point of hospital discharge, you have a right to be consulted as a carer and have an assessment of your needs. This is true of all carers, whether you have a Carers Passport or not.

Please note: The following groups are not eligible for the Carers IW passport card: Foster parents, care workers/paid workers, kinship carers/ parent carers caring for an under 18yr. Cost of replacement/renewal cards will be ÂŁ10. Please ring our Carers Centre 533173 or go to their website for the drop in dates to have your photo taken and register for your Carers Passport. (Please note it may take a few weeks to finalise, dependent on uptake).

If you’re a carer, a carer’s assessment is a chance to discuss your needs with your local council. You can talk about anything during your carer’s assessment.
The assessment will help identify what support you may need to help you provide care for someone else and the impact on your own health and wellbeing.

Disability Related Expenditure is the extra costs that arise as a result of disability. It requires disabled people to spend money on goods and services because of their impairment or long-term health condition, (as identified in their care assessment of needs).

Free bus passes for older and disabled residents

If you live on the Isle of Wight and meet certain criteria, you may be eligible for a free bus pass or discounted bus travel under the English National Concessionary Travel Scheme (ENCTS). This pass allows you to travel for free or with a discount on local buses during off-peak hours.

The English National Concessionary Travel Scheme also enables eligible residents of the Isle of Wight to travel on buses anywhere in England at certain times.

How to apply for a bus pass or concession

You must apply in person at a designated location. To save time, you can download and complete the application form before you visit us.

What you will need

Bring the following evidence with you

a recent full colour passport photograph of yourself on a light background

proof of your address in your own name not older than three months for example a utility bill, bank statement or any other official letter

if you are applying for a senior person pass, please provide proof of age

if you are applying for a disability pass, please provide proof of disability not older than 12 months

Guidance notes for new applications on the basis of disability

When applying please ensure that you provide specific evidence of your disability, as specified below, for the category under which you believe you qualify. Please note that the evidence must confirm that the disability is likely to last a minimum of 12 months from the date of application.

The seven statutory categories of disabled person include anyone who

Category A - blind or partially sighted

contact the Sensory Service, Wight Sense who will assist you with your application, or,
supply a signed letter on headed paper from a medical professional confirming the statement above
Category B - profoundly or severely deaf

you have a signed letter on headed paper from a medical professional confirming the statement above
Category C - without speech

you have been awarded personal independence payment (PIP), with eight points or more against the 'communicating verbally' activity, or,
you have a signed letter on headed paper from a medical professional confirming the statement above
Category D - a disability, or has suffered an injury, which has a substantial and long-term adverse effect on his ability to walk'

you are in receipt of the higher rate mobility component of disability living allowance, or,

you have been awarded personal independence payment (PIP), with eight points or more against the 'moving around' activity, or,

you are in receipt of war pensioners mobility supplement, or,

you are in receipt of a disabled person's parking permit (blue badge) if issued prior to 30 August 2019, or,

you have a signed letter on headed paper from a medical professional confirming the statement above

Category E - does not have arms or has long-term loss of the use of both arms

you have a signed letter on headed paper from a medical professional confirming the statement above.
Category F - has a learning disability, that is, a state of arrested or incomplete development of mind which includes significant impairment of intelligence and social functioning

you have a signed letter on headed paper from a medical professional confirming the statement above, or,

you have a signed letter on headed paper from a Childrens or Adults Social Care worker confirming the statement above

Category G - would, if he or she applied for the grant of a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, have his or her application refused pursuant to section 92 of the Act (physical fitness) otherwise than on the ground of persistent misuse of drugs or alcohol

a signed letter on headed paper from a medical professional confirming the statement above, or,

a copy of your licence revocation from the DVLA, including the letter detailing the medical reason, should accompany your application

The 'New Islander Card' Local Concessionary Travel Scheme

In addition to the English National Concessionary Travel Scheme, the Isle of Wight Council offers the New Islander Card to

residents with a severe and enduring mental health condition

residents who cannot use public bus services without a travelling companion

The Travelling Companion concession is solely available to island residents who have been issued an English National Concessionary Travel Scheme Concession Scheme bus pass on the grounds of disability, or a New Islander Card issued on the grounds of having a mental health problem.

When can you use your pass?

Island residents who hold an age-related English National Concessionary Bus Pass and non-Island residents who hold an English National Concessionary Bus Pass, free travel is available on eligible public bus services between:

Monday to Friday: 9:30am - 11:00pm
Weekends and Bank Holidays: All day

For Island residents who hold an English National Concessionary Bus pass issued on the grounds of disability or a New Islander Card you can travel free:

Any time on any day of the week on eligible local public bus services and Islandline Services

Carers IW are celebrating Carers Week with the following activities:
Wednesday 10th June: Self Care Café are decoupaging 10-1pm carers only.
Thursday 11th June: Our Social Group are going to Butterfly World meet there or at Carers Centre by 1230 for carers, former carers and cared for.
Friday 12th June: Mental Health Carers Group welcomes you to join their crafting and peer support with tea and cake 10am - 12midday for carers only.
Friday 12th June: is our Seasonal Day at Gurnard - 10-3pm bring a plate of food to share lunch, relaxation, crafts, therapies - must book by calling 533173 for carers only.

Home Responsibilities Protection

Home Responsibilities Protection (HRP) was a scheme to help protect parents’ and carers’ State Pension. National Insurance credits replaced HRP in 2010.

You should have received HRP automatically if between 6 April 1978 and 5 April 2010 you were awarded:

Child Benefit for a child under 16
Income Support because you were looking after a sick or disabled person and were not available for work
You may have missed out if your National Insurance number was not linked to your Child Benefit claim at the time. This could lead to underpayment of your State Pension.

You can still apply for HRP if you think it’s missing from your National Insurance (NI) record.

This guide is also available in Welsh (Cymraeg).

If you did not qualify automatically for HRP

You may still need to apply for HRP if, for full tax years (6 April to 5 April) between 6 April 1978 and 5 April 2010, you were either:

sharing the care of a child under 16 with a partner you lived with and they were awarded Child Benefit instead of you - you may be able to transfer their HRP
caring for a sick or disabled person
You may also need to apply if, for a full tax year between 6 April 2003 and 5 April 2010, you were either:

a foster carer
caring for a friend or family member’s child (‘kinship carer’) in Scotland
If you reached State Pension age on or after 6 April 2010

Any HRP you had for full tax years before 6 April 2010 was automatically converted into National Insurance credits, if you needed them, up to a maximum of 22 qualifying years.
