Dublin DPO (Disabled people’s Organisation) Statement of Solidarity with Disabled Ukrainians at Citywest.

The Dublin DPO is very concerned to hear that disabled Ukrainians at Citywest are to be dispersed outside of Dublin, away from the supports they currently have and access to services. As a DPO, we see disability as matter of rights to be realised and respected. Furthermore, the vast majority of us believe, everyone no matter who we are, where we come from, the colour of our skin, how we pray, who we love, or our ability, we all should have the right to secure safe accommodation with services and supports that meet all our needs.
This proposed move can and will have detrimental impacts on disabled peoples health and well being. We call on the Minister for Justice Jim O Callaghan to pause the dispersal, that the people affected have their needs assessed ensuring they will have access to the necessary key workers, social care, social supports and services, ensuring all have reasonable accommodations.
Our Ukrainian disabled family need compassionate care and their human rights respected, not chaos and uncertainty. As a DPO we see disability as matter of rights to be realised and respected and we are recognised under the CRPD as human rights defenders.
We in the Dublin DPO, as people with the lived experience of disability, understand the fear our community in Citywest, Co. Dublin are going through. The Irish state has a responsibility to all disabled people in Ireland to realise our rights under the UNRCPD and the National Strategy on the Human Rights of Disabled People.
The Dublin DPO is the representative organisation for disabled people in Dublin City and County. We are governed, led, and directed by disabled people with a mandate and constituted under the UNCRPD. Under Article 4(3) and Article 33 of the UNCRPD, governments have a legal and human rights obligation to actively consult and closely involve DPOs when developing legislation, policies, and decision-making processes concerning disabled people.
We demand no one is left behind in the realisation of our human rights.
