Upon the arrival of the Worthy Deputy Commissioner, Sh. Syeed Fakhrudin Hamid, IAS, he was warmly welcomed at the entrance of the auditorium by Dr. Khalid Parvaiz (CMO Anantnag) and Dr. Umar Yasin Balti (DTO Anantnag), who presented him with a bouquet as a mark of respect and commitment to the health cause.

"Honorable Chairman and pillar of our District Administration, Sh. Syeed Fakhrudin Hamid, IAS, Worthy Deputy Commissioner, esteemed Principal of GDCW, my colleague Dr. Umar Yasin Balti,(District Tuberculosis Officer Anantnag & all our dedicated Block Medical Officers (BMOs), our invaluable Nikshay Mitras, Panchayat representatives, and the bright students of this college. Good morning and a very warm welcome to you all.
Today, we are not just holding a meeting; we are cementing a partnership. The fight against Tuberculosis, as envisioned by the honorable Prime Minister in the TB Mukt Bharat Abhiyan, is a race against time for a healthier India. This fight cannot be won by the Health Department alone. It requires the power of Jan Bhagidari—people’s participation.
That’s why this gathering is so crucial. We have our BMOs, the tireless foot soldiers of our health system; the Nikshay Mitras, who bring the vital support of nutrition and empathy; and the Panchayat leaders, who bring ownership right down to the grassroots.
I welcome each of you, especially our compassionate Nikshay Mitras and our honored Panchayat representatives. Your commitment is what truly makes our goal of a TB Mukt Anantnag achievable. Let us learn from each other today, commit to our targets, and move forward as one unified force. Thank you."
Following the felicitation of the 'TB Mukt Panchayats' and the DTO’s detailed report, the Worthy Deputy Commissioner Anantnag Sh. Syeed Fakhrudin Hamid, IAS, delivered his keynote address, which included the following precise directions:

"The dedicated officers from Health and Administration, our esteemed Nikshay Mitras, and especially the bright young minds of GDCW Anantnag,
We have gathered today for a purpose that transcends routine administration: the mission to make our beloved district, Anantnag, entirely TB-free by 2025.
"Our focus must be on early detection and ensuring 100% treatment adherence—this is where social support from the community and family is indispensable."
*Directives to All District Officials*
"I am directing every District Official present here today—the CMO, the DTO, and specifically All Block Medical Officers (BMOs)—to work together on a war footing for TB elimination:
* Block-Level Accountability: BMOs, you are the focal points. Ensure your block meets the Standard for the TB Mukt Panchayat criteria. Your performance will be personally reviewed.
* Convergence of Schemes: Ensure every TB patient is automatically linked to the Nikshay Poshan Yojana for government financial support and to a Nikshay Mitra for crucial nutritional and psycho-social support.
* Active Case Finding: Stop waiting for patients to come to the hospital. Initiate proactive screening drives in high-risk areas identified by the DTO, utilizing mobile screening vans and targeting vulnerable populations."
Specific Appeal to GDCW Anantnag
"I now turn to the Principal of Government Degree College for Women, Anantnag, and the esteemed faculty here.
I formally request you to join the Nikshay Mitra Abhiyan and adopt a minimum of two TB patients for the full course of their treatment. This symbolic act will send a powerful message of community leadership across the district. Furthermore, I urge every faculty member to adopt at least one TB patient. Your commitment will inspire the students and set a social service benchmark for all educational institutions in Anantnag. Let this college be the nucleus of social change in our district."

The directives you’ve issued today, especially the mandate for BMOs to ensure 100% Nikshay coverage, will be implemented with immediate effect and utmost priority.
To our BMOs and their teams: the challenge is clear. Let the felicitation of our 'TB Mukt Panchayats' be the standard for every block. Let’s intensify our screening and leave no presumptive case un-tested.
And to our Nikshay Mitras: you are the heart of this campaign. Your promise to provide nutritional support is a promise of life. Your presence here inspires confidence. We thank you for stepping forward and embodying the spirit of community care.
We leave GDCW today, not just with certificates and speeches, but with a renewed collective resolve. The mission is fixed: TB Mukt Anantnag by 2025. Let’s make it happen.
