L-G VK Saxena approves notification to allow medical practitioners registered under National Medical Register, to practice in Ladakh

Leh, June 08: In a significant decision aimed at deregulating the public health sector and addressing the healthcare challenges in Ladakh, Lieutenant Governor, Shri Vinai Kumar Saxena has approved the draft order/notification, making all medical practitioners, registered under the National Medical Register, to practice in Ladakh, without requiring any additional approval or NOC.
As per the government regulations, registration of a medical practitioner is mandatory with the respective State/UT Medical Council, where the practitioner intends to practice. But since, the UT of Ladakh does not have a Medical Council and Dental Council of its own, LG, Shri Saxena directed to issue an order that would make aa medical practitioners, registered under the National Medical Register, eligible to practice in UT Ladakh. Lg has also directed to provide clarity to applicants and the general public in this regard.
The decision forms part of the Administration’s ongoing Deregulation 2.0 reforms and is expected to substantially improve the availability of healthcare professionals, including medical officers and doctors, particularly in remote and underserved areas of Ladakh.
Ladakh has been facing an acute shortage of doctors and specialists for several years, with many sanctioned posts remaining vacant. Consequently, the healthcare system has had to rely heavily on contractual doctors/medical officers/specialists engaged under the National Health Mission (NHM), often affecting the availability of specialised medical services in far-flung areas.
“Quality healthcare is a fundamental necessity for every citizen. This reform will help attract more qualified medical practitioners to Ladakh, thereby, addressing the shortage of doctors and specialists, and strengthening healthcare delivery, particularly in remote and difficult areas. It is a major step towards ensuring better access to healthcare services for the people of Ladakh while also advancing the objectives of Deregulation 2.0 and ease of professional practice,” said LG, Shri Saxena.
Under the approved framework, all medical practitioners whose names are duly entered in the National Register maintained under the National Medical Commission Act, 2019, shall be eligible to practice as medical practitioners in the Union Territory of Ladakh, subject to the provisions of the Act and rules and regulations framed thereunder.
The approval follows extensive deliberations under Priority Area 19 (Healthcare) of Deregulation 2.0, which seeks to simplify the process for medical practitioners registered in any State, Union Territory or the National Medical Register to practice in another Union Territory without requiring additional approvals or No Objection Certificates (NOCs).

Dr. Poonam Sethi, Director Health Services, Jammu, accompanied by Dr. Rashmi Sharma, Epidemiologist, Directorate of Health Services Jammu, visited Community Health Centre (CHC) Surankote today.
During the visit, the Director conducted a detailed inspection of the facility accompanied by Dr Mohd yousf BMO Surankote expressed high appreciation for the overall functioning and quality of service delivery. She particularly commended the exemplary **infection control practices**, strict **maintenance of hygiene standards**, and effective **implementation of clinical protocols** within the institution.
Dr. Poonam Sethi specially acknowledged the successful conduct of **Laparoscopic Surgical Services** at Sub-District Hospital (SDH) Surankote, describing it as a significant and commendable advancement in specialized healthcare delivery at the peripheral level. Director Health Services Jammu, *Dr. Poonam Sethi* today paid a comprehensive visit to PHC Thannamandi and inspected the functioning of various sections of the healthcare institution.

During the visit, the Director inspected the Casualty, General Ward, Emergency Ward, Ultrasound Section, X-Ray Unit, ECG Services, Laboratory, Dispensary and other patient care facilities. She reviewed the availability of healthcare services, functioning of medical equipment, patient management, maintenance of records and overall hospital administration.

The Director also interacted with patients and attendants to obtain firsthand feedback regarding the healthcare facilities being provided at the institution. She emphasized the importance of quality patient care, punctuality, cleanliness, efficient service delivery and a patient-friendly approach in all sections of the hospital.

Dr. Poonam Sethi appreciated the efforts of the district health administration under the leadership and direct supervision of *Dr. Manohar Lal Rana* for strengthening healthcare services and ensuring better patient welfare. Prof. Attri Calls for Responsible Integration of Clinicians,Data Scientists,AI and Biomedical Research for discovering New Drugs for Cancer a deadly disease at IUST Awantipora : A Mission Towards Viksit Bharat @2047 by ICMR Delhi .

Srinagar, June 8, 2026:
Prof. (Dr.) M. R. Attri, a Prominent Laparoscopic Surgeon of the country and Professor & HOU of Surgery department at Government Medical College Srinagar,who was the ‘Guest of Honour’ at the valedictory function of the Advanced Workshop on “AI-Driven Drug Discovery in various cancers and In Vitro Validation for Translational Research: Towards Viksit Bharat @2047”, conducted by ICMR (Indian council of Medical Research)Delhi in collaboration with IUST Awantipora emphasised the transformative role of artificial intelligence in revolutionizing healthcare and biomedical research focusing upon Anticancer drugs .

Addressing participants at the Islamic University of Science and Technology (IUST), Awantipora ,Kashmir, Prof. Attri congratulated the Watson-Crick Centre for Molecular Medicine, School of Health Sciences and the Organising Committee Lead by Dr Muzzaffer Ahmed Macha at Watson-Crick Centre for Molecular Medicine (WCCMM), School of Health Sciences, IUST for successfully conducting such a workshop with active support from the Indian Council of Medical Research (ICMR).

Highlighting the evolving landscape of modern medicine, Prof. Attri noted that artificial intelligence is accelerating drug discovery by enabling rapid analysis of biological data, prediction of molecular interactions, identification of therapeutic targets, and development of novel therapies. He stressed that technological advancements must ultimately serve humanity by improving patient outcomes and strengthening public health systems by bringing in new Anticancer molecules to bed side of these patients after thorough research and innovations as this is a long costly and uncertain process being quickened by use of Artificial Intelligence.

Drawing from his vast experience of over 35 years as a surgeon especially of Cancer patients Prof. Attri underscored the importance of interdisciplinary collaboration among clinicians, scientists, engineers, and data experts. He emphasized that the future of healthcare lies in strong collaborative ecosystems capable of translating scientific discoveries into real-world solutions.

Speaking on the significance of translational research, he remarked that innovation achieves its true value only when validated and implemented responsibly. “Without validation, innovation remains a possibility; with validation, it becomes healthcare,” he observed.

Prof. Attri encouraged young researchers to use AI as a tool to enhance human intelligence, address real societal challenges, and contribute meaningfully to national development. He noted that achieving the vision of Viksit Bharat @2047 would require sustained scientific excellence, innovation, and collaborative research efforts as nothing can be achieved in isolation.

He also highlighted Kashmir’s growing potential as a hub of scientific excellence and called upon participants to build enduring research partnerships that can contribute to both national progress and global scientific advancement especially in management of cancer patients which is so common in Kashmir.

Concluding his address, Prof. Attri stated, “The future of medicine will not be shaped by technology alone; it will be shaped by the wisdom with which we apply technology in service of humanity.” He urged participants to carry forward the spirit of collaboration, innovation, and societal responsibility as they pursue future research endeavors.

The workshop brought together scientists, academicians, clinicians, and researchers from diverse disciplines from
all over India thus providing a platform for advancing AI-enabled biomedical research and fostering collaborations aligned with India’s vision of becoming a developed nation by 2047.

DNO & ZLO Jammu Division Dr.Jatinder Kour conducted monitoring visit to monitor the field implementation and ongoing activities under National Leprosy Eradication Programme (NLEP) at UPHC Talab Tillo of District Jammu.

The staff of UPHC including Female Multipurpose workers and ASHA Workers gave the detailed report of their activities under NLEP which included House to house survey for finding suspect cases especially among migrant labourers at slums follow up for treatment completion and referral for managing complications to prevent onset of Grade 2 Disabilities.

Dr.Deepika Dewan(MO Leprosy) along with PMAs Sh.Krishan Kumar & Sh. Subash Chowdhary of District Jammu sensitized the staff about field implementation of National Leprosy Eradication Programme (NLEP)
as a initiative Towards 'Zero Leprosy 'as zero infection and disease,zero disability and zero stigma and discrimination and elimination of Leprosy by 2030.

Emphasis was given on the fact that timely and complete treatment Multi Drug Therapy (MDT) can cure Leprosy and prevent the onset of Grade 1 and Grade 2 Disabilities and other complications.

They were briefed about their roles and responsibilities in early identification of suspects, follow up adherence , treatment completion and imparting awareness in community regarding Leprosy and the stigma and discrimination associated with it.

Guidelines regarding annual ABSULES survey, ASHA incentives in detecting new of leprosy and follow up till treatment completion were also discussed with them.

ZLO mam concluded the programme with emphasis on contact tracing, administration of Single Dose Rifampicin (SDR )
to eligible contacts and complete treatment and follow up of Leprosy patients.

DNO also discussed the implementation of other Nutritional programmes like Anaemia Mukt Bharat, Deworming, testing of beneficiaries for Hb especially children and Pregnant women and Iron folic acid supplementation.

In a high-level review meeting held today at District Hospital Poonch, **Dr. Poonam Sethi**, Director Health Services, Jammu, along with Dr. Rashmi Sharma**, Epidemiologist, Directorate of Health Services Jammu, conducted a comprehensive assessment of the health sector functioning in Poonch district.
Dr. Parvaiz Ahmed Khan**, Chief Medical Officer, Poonch, presented a detailed review highlighting significant achievements across all major national and state health programmes.

Consistent high patient turnout with improved service delivery, drug availability, and patient satisfaction at District Hospital Poonch and all peripheral health institutions.

Steady progress towards making Poonch TB-free through robust active case detection, treatment adherence, and Nikshay portal management.

- **Rashtriya Bal Swasthya Karyakram (RBSK)**: Successful screening of thousands of children with timely referrals and interventions.

Health Employees Demand Restoration of Allowance, Warn of Renewed Protests in J&K

Jammu, June 8, 2026: The Joint Action Committee of Health and Medical College Employees on Monday held a press conference at the Press Club Jammu, demanding the restoration of an allowance equivalent to two-and-a-half days' salary that has been withheld from several categories of non-gazetted employees.
Employee representatives said the issue arose after a Finance Department order issued on January 20, 2026, which led to the discontinuation of the allowance for certain non-gazetted staff working in health institutions across Jammu and Kashmir. The decision triggered protests and strikes by employees throughout the Union Territory.
According to the employees' representatives, Health Minister Sakina Itoo had assured agitating workers that the matter would be resolved quickly. However, they alleged that despite six months having passed, no satisfactory solution has been reached.
Speaking at the press conference, JKMEF Chairman Sushil Sudan criticized the government for failing to address the issue despite several meetings with the Chief Secretary, the Health Commissioner, and the Health Minister. He also expressed dissatisfaction with a committee headed by Dr. Asutosh, Principal of Government Medical College, stating that it had failed to resolve the matter and had instead complicated the issue.
Arun Sharma, President of GMC Jammu, warned that employees would intensify their agitation and resume token strikes if the government does not take immediate steps to resolve the dispute.
Jaswinder Singh, President of the Jammu and Kashmir Medical Employees Federation (JKMEF), appealed to the Health Minister to consider replacing or updating SRO 91 of 1982 with SRO 334 of 2022, arguing that such a move would help address the employees' grievances.
Several employee union leaders attended the press conference, including representatives of the Lab Technicians Association, X-Ray Technicians Association, Dental staff, and other health employee bodies from across Jammu province.
The employees have urged the government to take swift action, warning that continued inaction could lead to renewed protests across health institutions in Jammu and Kashmir.
