هل السلامة مجرد متطلب إضافي؟ أم هي جزء من جودة التفتيش؟
في أعمال جهات التفتيش (Inspection Bodies)، لا يقتصر دور المفتش على التحقق من مطابقة المنتج أو المعدة للمواصفات، بل يمتد ليشمل تقييم الجوانب التي قد تؤثر على سلامة الأشخاص والممتلكات والبيئة.
ورغم أن ISO/IEC 17020 لا يضع متطلبات سلامة فنية تفصيلية لكل مجال تفتيش، إلا أنه يُلزم جهة التفتيش بأن تمتلك الكفاءة الفنية اللازمة، وأن تستخدم أساليب وإجراءات مناسبة لإصدار نتائج وقرارات يمكن الوثوق بها.
لذلك، عند تفتيش الرافعات، والمصاعد، وأوعية الضغط، والمنشآت الكهربائية، والمركبات، وغيرها من الأنشطة ذات المخاطر، فإن متطلبات السلامة (Safety Requirements) تصبح جزءاً لا يتجزأ من عملية التفتيش، حتى وإن وردت في المواصفات الفنية أو التشريعات الوطنية وليس في ISO/IEC 17020 نفسها.
التفتيش الجيد لا يثبت المطابقة فقط.. بل يساهم في منع الحوادث قبل وقوعها..

Is Safety Just an Additional Requirement ? or an Essential Part of Inspection Quality?
In the work of Inspection Bodies (IBs), the inspector's role goes beyond verifying whether a product, installation, or piece of equipment complies with applicable requirements. It also includes assessing aspects that may affect the safety of people, property, and the environment.
Although ISO/IEC 17020 doesn't prescribe detailed technical safety requirements for every inspection discipline, it requires inspection bodies to demonstrate technical competence and to apply appropriate methods & procedures to produce reliable inspection results & sound professional judgments.
Therefore, when inspecting cranes, elevators, pressure vessels, electrical installations, vehicles, & other high-risk systems, safety requirements become an integral part of the inspection process. These requirements may be defined in technical standards, industry codes, or national legislation rather than in ISO/IEC 17020 itself, but they are essential for ensuring competent & credible inspections.
