*FCT HEALTH INSURANCE SCHEME (FhIS) CONCLUDES 2 WEEK BASIC HEALTH CARE PROVISION FUND BHCPF ENROLLMENT AND REVALIDATION EXERCISE.*

From the Gurdi village in Abaji where the Gurara rivers separates FCT from Niger state, to the Hills of Karshi in AMAC, teams of dedicated, hardworking and passionate staff of the FCT Health Insurance Scheme FHIS transversed the harsh, rugged, far and hard to reach terrain of the FCT for one purpose, and one purpose only.

Universal Health Coverage for all, was the sole purpose of this enrollment.

For two weeks, from the 10th to the 23rd day of August, 2026 these gallant staff of FHIS under the August rains and heat, day and night, left their comfort zones, their families, their safety and went straight into the hinterlands of the FCT, where the 124 BHCPF accredited Primary healthcare centers are located to enroll 25,000 vulnerable persons free of charge under the Basic Healthcare Provision Fund Programme BHCPF.

The enrollees have been categorised to cover the very vulnerable persons in the community, they include elderly persons, pregnant women, children under 5 years of age, persons living with disabilities, the poor and indigent, sickle cell warriors, persons living with HIV, widows, orphans and many more.

This was not a lean task, but with the commitment of the FHIS Ag. Director, Dr. Salamatu Belgore, the drive of the office of the Permanent Secretary, HSES, overseen by Comrade Ghali D.K, the push from the result-driven and passionate Mandate Secretary, Health Services and Environmental Secretariat (HSES), Dr Adedolapo Fasawe and the Support of the FCT minister, Barr. Nyesom Wike and FCT minister of state Dr Mariya Mahmoud that the FCT should achieve Universal Health Coverage by 2030, the FHIS staff were relentless to the goal.

From the data reported so far, the FHIS team has achieved about 98% of its target.

With these facts, it Is certain that the FCT by extension the FHIS is heading in the right step as it is evidenced in the National Health Insurance Authority Data that placed the FCT as the state with the second highest number of health insurance enrollees in Nigeria.

Speaking on the overall success of the program, the Director FHIS Dr Belgore said the enrollment wouldn't have been a success without the support and collaboration of
National Health Insurance Authority (NHIA) and other partners.

She acknowledged the commitment of sister agencies like the "FCT-PHCB, FACA, HMB, MDs of the General hospitals, HPRS-HSES, Public Health Department, CESTRA, WEWE, IHVN, NEPWAN, ASHWAN, etc for their support towards the mobilization of specific vulnerable groups"

The FHIS Director thanked the Area Council Chairmen whose health departments, through the Directors of PHC, WDC Chairmen of the 62 wards and Mr Geraldine, the Chairman, and the OICs supports were invaluable in the mobilization of the vulnerable persons in their communities.

She specifically acknowledged the MD Abuja Broadcasting Service owners of AMAC radio station Mr. Ibrahim Pam, and his staff for their day to day sensitization and information dissemination, A*o Radio and the NIMC-FEP's who went into the communities as well to provide our enrollees with NIN

From the data collected before the conclusion of the exercise, the FHIS team achieved 90% of its target.

FCTA TRAINS HEALTH WORKERS IN BASIC LIFE SUPPORT TO IMPROVE EMERGENCY CARE

The Federal Capital Territory Administration (FCTA) has commenced a four-day Basic Life Support (BLS) training for health workers from seven FCT hospitals, in line with the National Council on Health’s approval for the implementation of the National BLS Training Programme across the country.

The American Heart Association (AHA) certified training is taking place at the Conference Hall of A*okoro District Hospital.

Health workers from A*okoro, Maitama, Wuse, Gwarinpa, Kuje, Kubwa and Nyanya hospitals are participants in the exercise.

The training is aimed at improving the ability of health workers to respond quickly to emergencies and provide basic life-saving care while further medical intervention is in progress.

The Mandate Secretary, Health Services and Environment Secretariat (HSES), Dr. Dolapo Fasawe, while declaring the training open, said the exercise would improve emergency services across FCT hospitals and help reduce preventable loss of lives.

She explained that the participants would share the knowledge gained with their colleagues and also members of the public, in support of the National Community CPR Initiative.

Dr. Fasawe said the FCTA wants its health workers to remain up to date with global practices in emergency care. She added that the Administration is working towards establishing Code Blue Teams across FCT hospitals to ensure that patients requiring urgent attention receive prompt care.

According to the Mandate Secretary, the training would be extended to other hospitals in the FCT, with the necessary basic equipment and other requirements provided to support emergency response and patient care.

“Our goal is to consistently record success stories from ‘no pulse to resuscitation’. When people know that they can receive timely and proper emergency care in our hospitals, it will also build their confidence and trust in government hospitals to respond swiftly and manage their loved ones.

“Participants will undergo a test at the end of the training to assess their knowledge and understanding of the lessons. Certificates will be presented to participants who successfully meet the required standard,” she said.

The Medical Director of A*okoro District Hospital, Dr. Oluseyi Ashaolu, described the training as necessary and timely for health workers to keep pace with developments in basic emergency care globally.

He said the knowledge and skills acquired would help curb avoidable loss of lives, particularly in situations where immediate and appropriate intervention could make the difference between life and death.

The training coordinator, Dr. Rosemary Nwokorie, a Consultant Anaesthetist, said the exercise is being conducted in batches. The first batch is scheduled for August 21 and 22, 2026, while the second batch will take place on September 4 and 5, 2026.

She added that the training also includes a Stop the Bleeding course, which focuses on helping health workers control severe bleeding in trauma patients prior to definitive medical care.

The team of instructors is led by Dr. Onyedika Godfrey Okoye, a Trauma Surgeon at the Trauma Centre, National Hospital, Abuja.
The FCTA said the training is part of its efforts to improve emergency care and ensure that health workers are better prepared to respond when patients require immediate attention.

BHCPF ENROLLMENT AND REVALIDATION EXERCISE: One Week Down 7 Days To Go

The FCT Health Insurance Scheme FHIS had on the 13 of August 2026, commenced a new Enrollment of poor and vulnerable persons in the FCT in the Basic Healthcare Provision Fund Programme BHCPF.

The team who have been stationed in the 124 accredited Primary Healthcare Centers across the 6 area Councils of the FCT will still be available over the next 7 days for enrollment and revalidation.

Persons over the age of 60, Pregnant women, children under 5, persons living with disabilities, persons living with HIV are encouraged to get enrolled free of charge.

Other categories include Sickle cell warriors, malnourished children as well as persons suffering from tuberculosis.

The only compulsory document one needs to enjoy this program is the National Identification Number NIN

FCT confirms rabies outbreak, urges residents to avoid stray dogs

The Agriculture and Rural Development Secretariat of the Federal Capital Territory Administration (FCTA) has urged residents of the territory to vaccinate their dogs and cats following the outbreak of rabies that claimed two lives.

The two persons, one in Gwagwalada and the other in Kwali Area Councils of the FCT, died from rabid dog bites.

The Director of Veterinary Services in the secretariat, Dr Karnak Dandam, who confirmed the incident in Abuja on Wednesday, said measures were already taken to curb the spread and asked residents to report dog bites.

Dandam described rabies as a “deadly viral disease that attacks the central nervous system” and transmitted through the bite of an infected dog or cat.

He said that the symptoms in humans include fever, headache, fatigue, and pain or tingling at the site of the bite, followed by anxiety, confusion, hallucinations and barking like a dog.

In dogs, he said the symptoms include excessive salivation, difficulty swallowing, hallucination, hanging jaws, aggression to the owner and a severe fear of water referred to as hydrophobia .

He warned that the virus is fatal, adding that once symptoms appear in humans, survival is rare and the immediate remedy after a bite “is to wash the bite areas with soap and plenty of water as first aid and immediately present the victim to medical personnel for treatment”.

The director said that eight cases were recorded, five in Gwagwalada and three in Kwali Area Councils, out of which two persons lost their lives.

He said that the cases were recorded in March and June, adding that samples were taken to the National Veterinary Research Institute (NVRI), Vom, in Plateau for confirmation.

“There are eight confirmed cases of samples taken for testing at the National Reference Laboratory, NVRI, and they came out positive.

“The first samples we took to Vom this year was in March and the result came out the same month. The second samples were in early June and the result came out on June 15,” he said

He explained that the secretariat had carried out vaccination campaigns for dogs and cats across the FCT in December 2025 and January 2026, adding however, that the vaccines could not go round due to shortage of the doses.

The director equally said that the secretariat had intensified its awareness campaigns, advising residents to confine their dogs and cats after vaccination to stop them from straying, as part of measures to prevent the spread of the virus.

“The secretariat is also sensitising residents across the six area councils to take their dogs and cats to designated public and private veterinary clinics for rabies vaccination and certification.

“Everybody has to restrict his or her dog and cats, so that they will not be roaming the streets and become exposed to infected rabid dogs,” he said.

Dandam said that the FCT Administration has taken steps to procure the needed doses of the vaccines and would soon begin a mass vaccination exercise in all villages and towns in the six area councils of the FCT.

This, according to him, is to ensure that all dogs and cats are vaccinated in every community in the territory.

“Anywhere there is a dog and a cat, we will visit, vaccinate and give the owners a certificate of vaccination and license. That's our plan.”

The director also urged residents to pay close attention to sudden changes in the behaviours of their dogs and cats which could be signs of rabies.

“The major clinical sign that the owner will notice is that the dog that has been friendly suddenly becomes apprehensive and aggressive and starts attacking without provocation.

“The first sign is that the dog will seclude itself, lay in a quiet place and will not be interested in any activity.

“When the rabies gradually develops, the dog will suddenly become apprehensive and start attacking any object that it comes across, even the owner will not be spared.

“As the disease advances, the dog will start roaming around with its jaw widely open, which will progress to paralysis and eventual death within 10 days of the onset of clinical signs,” he said.
