ConMohammed Safana Jakadan Safana Elected Chairman of Forum of CEOs of State Social Health Insurance Agencies of Nigeria.

The Forum of CEOs of State Social Health Insurance Agencies (SSHIAS) has elected Mohammed Safana, Director General of the Katsina State Contributory Healthcare Management Agency, as its new Chairman.

Safana, a technocrat with 22 years of experience in healthcare financing, began his career at the then National Health Insurance Scheme (NHIS) as Officer II (GL 8) and rose to the rank of Assistant Director (GL 15).

Over the years, he has served in multiple capacities, including the NHIS/MDGs Maternal and Child Health Project in Sokoto, where 100,000 pregnant women and children under five were provided free healthcare.

He was part of the NHIA delegation that visited State Legislative Assemblies in Sokoto, Kebbi, Kano, and Katsina to present the blueprint for establishing State Social Health Insurance Schemes (SSHIS).

This effort successfully decentralized health insurance implementation in Nigeria. Safana later provided technical support to the newly established Kano State Contributory Healthcare Management Agency, overseeing its successful take-off.

On May 31, 2019, he was appointed by then-Governor Aminu Bello Masari as the pioneer Director General of the Katsina State Contributory Healthcare Management Agency. Under his leadership, Katsina State won the Nigerian Healthcare Excellence Award for Best State Health Insurance Scheme in 2022, and repeated the feat in 2024 and 2025.

Safana is a Fellow of the Institute for Health Insurance and Managed Care of Nigeria, the African Institute of Public Health Professionals, the Institute of Corporate Executives, and the Institute of Corporate Administration. In May 2023, following his reappointment by Governor Dikko Umar Radda, he was elected National Vice Chairman of the Forum of CEOs of SSHIAS. He now serves as its Chairman.

He has attended international workshops and exhibitions in the Netherlands, Nepal, Cyprus, Kenya, Egypt, Rwanda, and South Africa, focusing on community-based health insurance, healthcare financing, leadership development, health economics, artificial intelligence, and sustainable healthcare financing toward universal health coverage.

Vision as Chairman:

In his inaugural address titled “Building a Healthier Nigeria Through Insurance for All”, Safana outlined his priorities:

* Full rollout of formal, informal, equity, and student health insurance programs (TISHIP).
* Expansion of health insurance uptake nationwide.
* Implementation of a portability framework for seamless coverage across states.
* Domestic resource mobilization to counter declining donor funding.
* Convening a Health Insurance Summit to foster collaboration and chart a roadmap for universal health coverage.
* Advocacy visits to states lagging in formal sector adoption.

Closing Note: Safana emphasized that his election is not just a title but a call to action: “Let us be remembered as the generation that transformed health insurance in Nigeria. Together, we will build a healthier Nigeria.”

On behalf of the Katsina State Contributory Healthcare Management Agency, I, Mohammed Safana, extend heartfelt New Year greetings to His Excellency, Mallam Dikko Umar Radda, Governor of Katsina State, and to the good people of our state.

The year 2025 was a landmark year for the health sector in Katsina State under the visionary leadership of His Excellency. His dedication to strengthening healthcare delivery was recognized nationally, as the Nigerian Healthcare Excellence Award (NHEA) honored him with the Special Recognition Award. In addition, KTSCHMA was proudly named State Health Insurance Agency of the Year for the third consecutive time — a clear testament to the Governor’s unwavering support and commitment to accessible, affordable, and quality healthcare for all.

As we welcome 2026, we reaffirm our resolve to build on these achievements and continue advancing healthcare services that meet the needs of every citizen. Guided by His Excellency’s leadership, we look forward to another year of progress, innovation, and service to humanity.

A delegation from the Borno State Contributory Healthcare Management Agency embarked on a study tour to Katsina State to learn from the Katsina State Contributory Healthcare Management Agency's (KTCHMA) experiences and successes.

The visit aims to equip Borno State with insights and best practices to inform the implementation of their own contributory healthcare management agency. The delegation is keen to understand KTCHMA's strategies and approaches to healthcare financing, coverage, and quality improvement.

During the visit, the delegation engage with KTCHMA officials, discuss best practices, and explore opportunities for collaboration and knowledge sharing. This study tour demonstrates Borno State's commitment to improving healthcare access and quality for its citizens.

The Commissioner of Health, Hon.Hon Musa Adamu Funtua reiterated the state government's commitment to improving healthcare delivery, emphasizing the importance of contributory healthcare management agencies in achieving universal health coverage.

At General Hospital Katsina, the team received a warm welcome and was briefed on the hospital's services and some KATCHMA challenges. The managing Director of General Hospital Medical Director, Abdurrahaman Muhammad highlighted the hospital's achievements and challenges,

The Director-General of KATCHMA, Dr Jakadan Safana shared the agency's successes in increasing healthcare access and improving quality, while the Executive Secretary of the Drug and Medical Supplies Agency, Pharmacist Fatima Sha’aibu discussed strategies for ensuring sustainable drug supply chains.

On behalf of the team the Executive Secretary of Borno State Contributory Healthcare Management Agency, Dr sale Abba expressed heartfelt appreciation to the Katsina State Contributory Healthcare Management Agency (KATCHMA) for hosting the study tour.

The Executive Secretary also thanked the Commissioner of Health, the Medical Director of General Hospital Katsina, and the Executive Secretary of the Drug and Medical Supplies Agency for sharing their expertise and experiences with the visiting team.

He expressed confidence that the insights gained from the visit would be invaluable in shaping the implementation of Borno State's contributory healthcare management agency, ultimately benefiting the people of Borno State.

As part of ongoing efforts by authorities to strengthen the healthcare system through support and strategic initiatives in Nigeria, the Yobe State Contributory Healthcare Management Agency (YSCHMA) paid a two-day study visit to the Katsina State Contributory Healthcare Management Agency (KTSCHMA).

The visit, led by the Executive Secretary of YSCHMA, Dr. Babagana Tijjani, alongside a special delegation, focused on knowledge exchange, understanding of operational frameworks, and learning from the robust system that KTSCHMA has developed over the years.

The delegation was warmly received at the KTSCHMA headquarters in Katsina city under the leadership of the Executive Secretary, Dr. Muhammad Ibrahim Safana. The visit was attended by senior officials from both agencies, including the Directors of Programmes, Finance and Accounts, and Administration and Supplies from Yobe and Katsina States.

Detailed presentations were made on how KTSCHMA implements its contributory healthcare scheme, especially the approaches used to make healthcare accessible and affordable to low-income earners through financial support and structured care.

The YSCHMA representatives expressed satisfaction with the level of organization and professionalism in KTSCHMA’s operations, noting that the lessons learned will greatly contribute to improving their own healthcare system in Yobe State. Discussions also covered areas such as funding mechanisms, community sensitization strategies, and solutions to challenges affecting programme implementation in the health sector.

DAY TWO: BORNO HEALTHCARE AGENCY CONCLUDES STUDY TOUR IN KATSINA

The Borno State Contributory Healthcare Management Agency (BOSCHMA), led by its Chairperson, Hajiya Mairo Bunu Lawan, has concluded a two-day study tour to the Katsina State Contributory Healthcare Management Agency (KTSCHMA).

On the final day, the delegation embarked on a facility visit to the General Hospital Katsina, where they observed firsthand how the health insurance scheme is being implemented. The team commended the high level of organization, professionalism, and the use of modern technology in healthcare service delivery under Katsina’s insurance program.

As part of the activities, the delegation, under the leadership of Hajiya Mairo Bunu Lawan, also paid a courtesy visit to the Honourable Commissioner for Health, Hon. Musa Adamu Funtua. Discussions focused on strengthening collaboration between Borno and Katsina States to enhance health insurance systems and promote quality, affordable healthcare for all citizens.
