AutismCare Nepal Society (ACNS), in joint collaboration with Organizations of Persons with Disabilities (OPDs) and representative organizations—Self Help Group of Cerebral Palsy (SGCP-Nepal), Parents Federation of Persons with Intellectual Disability (PFPID Nepal), Down Syndrome Association Nepal (DSAN), National Autism Care Center Nepal (NACCN), and Society of Deaf Blind Parents (SDBP)—presented a Formal Policy Submission entitled:
📘 “Strengthening Inclusive Education and Lifelong Educational Support for Children, Youth and Adults with Neurodevelopmental Disabilities in Nepal.”
The policy submission was presented to the Government of Nepal, Ministry of Education and Sports, during an important national dialogue on strengthening inclusive education.
PT. Surendra Bajracharya, Director of AutismCare Nepal Society, delivered a detailed presentation of the policy proposal and formally presented the document to Hon. Education Minister Mr. Sasmit Pokharel and Hon. Member of Parliament Ms. Sarita Mahato.
The proposal calls for a shift from a one-size-fits-all education system toward an equitable, accessible, individualized, specialized and lifelong education system for persons with Autism Spectrum Disorder, Intellectual Disability, Cerebral Palsy and other neurodevelopmental disabilities.
🔑 Key Highlights of the Policy Submission
The joint submission has proposed 20 priority policy recommendations, including:
1️⃣ National disaggregated NDD education data system linked with EMIS
2️⃣ Provincial Neurodevelopmental Disability Resource and Support Centres in all seven provinces
3️⃣ Development of a multidisciplinary human resource system
4️⃣ Creation of sanctioned specialized positions in schools and resource centres
5️⃣ Equitable access to government scholarships
6️⃣ Support-needs-based teacher–student ratios
7️⃣ Reform and strengthening of resource classes
8️⃣ National guidelines for curriculum adaptation and modification
9️⃣ Promotion of Universal Design for Learning (UDL)
🔟 Accessible teaching-learning materials
1️⃣1️⃣ Access to assistive devices and educational technology
1️⃣2️⃣ Universal Design for Assessment (UDA)
1️⃣3️⃣ A lifelong education and transition framework
1️⃣4️⃣ Parent education and Parent–Child Training Programmes
1️⃣5️⃣ Respite care and care-for-carers services
1️⃣6️⃣ Vocational learning and education centres
1️⃣7️⃣ Continuous monitoring and evaluation
1️⃣8️⃣ Strong inter-ministerial coordination
1️⃣9️⃣ Employment and supported employment pathways
2️⃣0️⃣ Home-based education and peer learning
The proposed national service continuum envisions support from early identification and assessment → Individualized Education Plan (IEP) → inclusive education → specialized support → functional and life skills → vocational education → employment → independent living → lifelong learning and support.
🤝 A Collective Call for Action
This initiative represents a strong collective voice of persons with disabilities, parents, caregivers, professionals and representative organizations calling for meaningful, sustainable and rights-based reform in Nepal's education system.
