PNP SAFER CITIES DRIVE NETS OVER 68,000 VIOLATORS IN FIRST WEEK ACROSS NCR

The Safer Cities initiative under the Safer Metro Manila Plan, guided by Department of the Interior and Local Government (DILG) Secretary Juanito Victor C. Remulla, completed its first week of implementation with strong results, as police units across Metro Manila intensified visibility operations and sustained enforcement of local ordinances in public areas.

From April 6 to April 12, a total of 68,257 violators were recorded, with the Southern Police District (SPD) posting the highest number at 24,879, followed by the Northern Police District (NPD) with 12,723, Quezon City Police District (QCPD) with 12,323, Eastern Police District (EPD) with 9,300, and Manila Police District (MPD) with 9,032.

On April 12 alone, police recorded 6,708 violators across Metro Manila. These included 1,900 cases of drinking and smoking in public places, 262 individuals roaming without shirts, 557 curfew violators—mostly minors, 68 karaoke-related violations, and 3,921 other local ordinance breaches.

Of the total apprehensions for the day, 3,943 individuals were issued warnings and released, 2,584 were fined, while 181 were charged in court following validation of cases on the ground.

Across the week, the most common violations were drinking and smoking in public places with 20,804 cases, followed by roaming without shirts with 6,156, curfew violations with 5,789, and karaoke-related violations with 1,344, while other ordinance breaches totaled 34,164.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the campaign is aimed at strengthening discipline alongside enforcement of laws.

He emphasized the importance of consistency in shaping public behavior, noting that sustained police visibility and coordination with local government units are key to the campaign’s effectiveness.

PGEN Nartatez also observed a slight decline in violations after the initial days of implementation, which may indicate early public adjustment supported by continued visibility operations and coordination with local government units.

The initiative is part of the Safer Metro Manila Plan, aligned with the PNP Focused Agenda under Enhanced Managing Police Operations, and supports President Ferdinand R. Marcos Jr.’s directive for safer communities, advancing the vision of a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”

SILG ORDERS MOVES TO REFINE SAFER CITIES ROLLOUT

The Department of the Interior and Local Government (DILG) leadership has acknowledged the need to refine the implementation of the Safer Cities initiative launched on April 6, 2026, following public feedback and field observations in parts of Metro Manila.

In a press briefing, DILG Secretary Juanito Victor Remulla cited the need for clearer guidance, noting the importance of addressing implementation issues. He said the intent of the initiative was to improve peace and order in urban areas but recognized that some enforcement actions reflected misinterpretation on the ground.

He said the program will continue but will be refined to ensure clearer understanding and more consistent implementation. He added that a full assessment will be conducted at the end of April to evaluate early results and compare crime trends with previous years.

He also extended an apology to individuals affected by initial enforcement actions and emphasized that improvements will be made to ensure proper application moving forward.

The Philippine National Police (PNP) said it supports the directive to refine implementation under the Safer Cities initiative, which is aligned with the PNP Focused Agenda under Enhanced Managing Police Operations, and the broader public safety direction of President Ferdinand R. Marcos Jr..

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the PNP remains committed to ensuring that all operations are properly guided, rights-based, and consistent across all units.

He added that police units have been reminded to strengthen coordination with local government units and barangay officials to ensure that enforcement remains appropriate, proportionate, and focused on maintaining public safety without unnecessary conflict.

PGen Nartatez further said that police commanders nationwide have been instructed to recalibrate enforcement strategies and ensure that operations are clearly understood at the field level to avoid inconsistent application.

The PNP also emphasized that a comprehensive review of early implementation results will be conducted to guide further improvements in strategy and ex*****on.

As adjustments are being put in place, the PNP assured the public of its continued commitment to disciplined, professional, and community-centered policing, anchored on the vision of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PNP NABS FOUR IN ₱102.5-M COUNTERFEIT MEDICINE BUST IN MAKATI

Four individuals were arrested by operatives of the Philippine National Police in an entrapment operation targeting the sale of counterfeit medicines inside a hotel in Makati City on April 10, 2026.

The operation, conducted by the CIDG Anti-Fraud and Commercial Crimes Unit (AFCCU) in coordination with the Southern Police District, resulted in the arrest of four adult suspects who are now under police custody.

Seized from the suspects were 400 pieces of counterfeit cancer medication labeled as Keytruda 100mg/4ml, with an estimated market value of ₱102,577,500.00. Authorities said the items violate Republic Act No. 8293, or the Intellectual Property Code of the Philippines.

Police General Jose Melencio C. Nartatez Jr., Chief Philippine National Police, commended the operating units for the successful operation and stressed the gravity of the offense.

We will not allow these illegal activities to thrive,” he said.

He also issued a reminder to the public and a stern warning to those engaged in similar illegal activities. “Sa ating mga kababayan, be cautious and discerning when buying products, lalo na kung may kinalaman sa kalusugan. Huwag basta magtitiwala sa mga kahina-hinalang transaksyon. At sa mga gumagawa nito, this is our warning—hindi kayo makakalusot. Mananagot kayo sa batas.

The operation is part of the PNP’s intensified efforts under its Focused Agenda, particularly on Enhanced Managing Police Operations, to curb illegal trade and protect public health and safety, in support of the administration of President Ferdinand R. Marcos Jr. in ensuring consumer protection and public welfare.

The PNP assures the public of its continued commitment to decisive and responsive policing, in line with Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the figures reflect the continuing impact of visible and consistent enforcement on public behavior. “Makikita po natin na habang tuloy-tuloy ang presensya ng pulisya sa komunidad, unti-unti ring tumataas ang pagsunod sa mga ordinansa,” he said.

He added that the initiative supports the PNP Focused Agenda under Enhanced Managing Police Operations and is aligned with the peace and order direction of President Ferdinand R. Marcos Jr. The PNP also acknowledged the support of the Department of the Interior and Local Government in strengthening coordination with Local Government Units and barangays.

The Safer Cities Initiative continues to focus on addressing common ordinance violations through coordinated enforcement with LGUs and barangays, reinforcing discipline and community order.

Authorities reminded the public to strictly observe local ordinances to avoid penalties and inconvenience as enforcement operations remain sustained nationwide.

The PNP said the initiative will be expanded nationwide as part of its continuing commitment under “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”
