The National Nutrition Council Region I successfully conducted the Regional Monitoring and Evaluation of Local Level Planning and Implementation (MELLPI) on May 5-6, 2026 for the City of Candon and City Nutrition Action Officer Mr. Brando Castro, and on May 7, 2026 for Barangay Patpata 1st and the Barangay Nutrition Scholar (BNS) Ms. Erlinda Galus.
The activity started with a courtesy call to the Chairman of the City Nutrition Council (CNC) and City Mayor Hon. Eric D. Singson, to the Vice Chairman of the CNC and City Vice Mayor Hon. Kristelle Singson, as well as to the Candon CNC members. The courtesy visit highlighted the strong support and commitment of the local government in strengthening nutrition programs and services for the community.
The Regional Nutrition Evaluation Team (RNET) was headed by Mr. Kendall Pilgrim Gatan, Officer-in-Charge of the National Nutrition Council (NNC) Region I; Mr. Shamrock Bas-ilan, Nutrition Officer II-NNC R1; Ms. Shara Cindy Xu, Nutrition Officer II-NNC R1; Mr. Bench Allen, Administrative Aide V-NNC R1; Mr. Arthur Aubrey A. Alviar, Senior Science Research Specialist -DOST Ilocos Sur Field Office; and Ms. Rubielyn Ignacio, Member- Nutritionist-Dietitians' Association of the Philippines who facilitated the evaluation and validation activities.
Present during the Learning Discussion were Hon. Dr. Oseas Diasen, City Councilor and Committee on Health and Sanitation; the members of the City Nutrition Committee; Nutrition External Partners; Candon City Nutrition Team; City BNS Federation Officers, and the City BHW Federated President.
The monitoring and evaluation activity aimed to assess the implementation of nutrition programs, strengthen local nutrition governance, and ensure the continuous delivery of quality nutrition services at the city and barangay levels. The participation and collaboration of all stakeholders reflect the cityโs dedication to promoting better nutrition and improved health outcomes for every constituent.
Based on the tentative assessment results, Candon City and Barangay Patpata 1st made a significant leap in performance this year compared to last yearโs evaluation, reflecting the collective efforts and strengthened commitment of the city government, nutrition workers, and partner stakeholders in advancing nutrition governance and program implementation. The official results, however, will still be announced after the deliberation of the National Nutrition Council Region I.
