MOH-BARMM Conducts Intensive Monitoring of MAIFIPP Implementation in Lanao del Sur

The Ministry of Health – BARMM, through the Malasakit Program Unit (MPU), conducted the 2026 Intensive Annual Monitoring and Evaluation of Funds and Implementation of the Malasakit Program – Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) among partner private hospitals in Lanao del Sur on August 11–13, 2026.

The monitoring activity assessed the implementation and utilization of MAIFIPP funds, reviewed compliance with program requirements, and identified areas for improvement in the delivery of medical assistance to qualified beneficiaries.

The activity also provided an opportunity to strengthen coordination with partner hospitals and address implementation gaps through appropriate recommendations and technical assistance.

The Ministry of Health–Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM), through the Malasakit Program Unit headed by Ms. Baby Norbaina M. Caludtiag, RN, MPA, successfully conducted an Orientation on PhilHealth and MSSD Processes Relevant to the Implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) for Malasakit Program Unit personnel.

The orientation featured distinguished speakers from PhilHealth—Ms. Emily T. Rosales, MPA, Collection Unit Point Person, and Ms. April Karenicka M. Kusin, RSW, MSW, Membership Unit Point Person—as well as representatives from MSSD-BARMM: Racma A. Abdula, RSW, MSW, Chief of the DRRM Division; Muslima G. Zailon, RSW, MSSW, Social Welfare Officer II; and Fatima G. Olis, RSW, Social Welfare Officer II. Through their presentations, participants gained a deeper understanding of the PhilHealth and MSSD policies, procedures, and coordination mechanisms that are integral to the effective implementation of the MAIFIPP Program.

This visit was designed to assess the implementation and impact of the program, ensuring that it effectively meets the needs of those who face financial barriers to accessing medical care.

The team met with hospital administrators, staff, and patients to assess the program’s performance, discussing challenges, successes, and areas for improvement. The visit reinforced the goal of providing equitable healthcare, highlighting the Malasakit Program Unit’s commitment to improving access and quality of services for vulnerable populations in the Bangsamoro region.

The Malasakit Program Team, led by Ms. Baby Norbaina M. Caludtiag, RN, MPA, successfully conducted the 2026 Intensive Annual Monitoring and Evaluation of Funds and Implementation for the Malasakit Program – Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) across the Special Geographic Area (SGA) from May 11–15, 2026.

The monitoring activity was undertaken to evaluate the program's implementation, fund utilization, and overall effectiveness in delivering medical assistance to indigent and financially incapacitated patients. It also aimed to ensure compliance with established policies and guidelines while identifying opportunities to further strengthen program implementation.

2026 Intensive Annual Monitoring and Evaluation of the Malasakit Program – MAIFIPP in Tawi‑Tawi

From June 15 to 19, 2026, the team carried out the Intensive Annual Monitoring and Evaluation of Funds and Implementation of the Malasakit Program – Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) across the Province of Tawi‑Tawi. This vital activity was led by Ms. Baby Norbaina Caludtiag, RN, MPA and Ms. Napla A. Abdulkadir RN. MPA, who guided the thorough review of program performance, resource stewardship, and service delivery to the province’s most vulnerable communities.

The activity was undertaken to verify the proper allocation, release, and utilization of program funds; assess compliance with implementing guidelines; confirm that assistance reaches eligible indigent and financially incapacitated patients; identify gaps in processes; and uphold full transparency and accountability in public service. Over five days, the team reviewed financial records, validated beneficiary transactions, consulted with hospital management and frontline staff, and gathered feedback to ensure the program fulfills its mandate of easing the financial burden of medical care.

We extend our sincere appreciation and warmest thanks to our partner facilities for their exceptional cooperation and hospitality throughout the visit: Datu Halun Sakilan Memorial Hospital, Tuan Ligaddung Lipae Memorial Hospital, and Datu Alawwadin Memorial Hospital. Between June 29 and July 3, 2026, the team carried out the Intensive Annual Monitoring and Evaluation of Funds and Implementation for the Malasakit Program – Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP), covering the Province of Basilan, Lamitan City, and Zamboanga City.

The activity was led by Ms. Baby Norbaina Caludtiag, RN, MPA, and Ms. Napla A. Abdulkadir, RN, MPA, who directed a thorough review of overall program performance, sound financial management, and the delivery of services to the region’s most vulnerable groups.

The assessment was conducted to ensure that program funds are properly allocated, released, and utilized; to measure compliance with official implementing guidelines; to confirm that benefits are received only by eligible indigent and financially incapacitated patients; to identify areas for improvement in processes; and to strengthen transparency and accountability in public service delivery.

Throughout the five-day engagement, the team reviewed financial records, verified beneficiary transactions, discussed matters with hospital management and frontline staff, and gathered stakeholder input to ensure the program effectively meets its goal of reducing the financial burden of medical treatment.

The Malasakit Program Unit – BARMM is pleased to share the successful conclusion of the 2026 Intensive Annual Monitoring and Evaluation (M&E) for the Malasakit Program - Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) in the Province of Lanao del Sur.

Led by our dedicated monitoring team, the week-long initiative evaluated the implementation, compliance, and utilization of MAIFIPP funds across key district hospitals to ensure the highest standard of service for our indigent kababayans.

Consultative Meeting with Southern Philippine Medical Center (SPMC)

The Ministry of Health – BARMM, through the Internal Audit Division, headed by Mohamad Anuar G. G**o, together with the MAIFIPP Team composed of Baby Norbaina M. Caludtiag, RN, MPA, PPO IV - Unit Head of the Malasakit Program Unit; Napla A. Abdulkadir, RN, MPA, Nurse II - Assistant Regional MAIFIP Program Manager; and Julie Ann V. Delelis, RN, Senior Health Associate, conducted a consultative meeting with the Southern Philippine Medical Center (SPMC) to strengthen the implementation of the Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP).

The meeting focused on addressing reporting requirements, fund utilization, documentary compliance, and adherence to program guidelines, while reinforcing coordination to support the efficient, transparent, and accountable implementation of MAIFIPP for Bangsamoro people living outside the BARMM.
