“BASYANG” INTENSIFIES INTO A TROPICAL STORM
• Location of Center (10:00 PM)
The center of Tropical Storm BASYANG was estimated based on all available data at 560 km East of Hinatuan, Surigao del Sur (8.6°N, 131.4°E).
• Intensity
Maximum sustained winds of 65 km/h near the center, gustiness of up to 80 km/h, and central pressure of 1000 hPa
• Present Movement
Westward at 15 km/h
• Extent of Tropical Cyclone Winds
Strong to gale-force winds extend outwards up to 300 km from the center

Heavy Rainfall Outlook

Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
The surge of the Northeast Monsoon will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Most of Luzon, Visayas, Davao Region, Zamboanga Peninsula, Northern Mindanao, and Lanao del Norte.
• Tomorrow (05 February): Metro Manila, Apayao, Abra, Batanes, Babuyan Islands, northern portion of mainland Cagayan, Central Luzon, most of Southern Luzon, Visayas, and most of Mindanao
• Friday (06 February): Batanes, Babuyan Islands, northern portion of mainland Cagayan, Ilocos Norte, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Visayas, and most of Mindanao.
Coastal Flooding
There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 48 hours over the low-lying or exposed coastal communities of Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, Davao Oriental, Misamis Oriental, Camiguin, Southern Leyte, and Bohol. HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the eastern seaboards of Visayas and Mindanao. Refer to Gale Warning No. 3A issued at 11:00 PM today.

24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 5.5 m: The seaboard of Surigao del Sur.
• Up to 5.0 m: The eastern seaboards of Dinagat Islands, Siargao-Bucas Grande Islands, and northern Davao Oriental
• Up to 4.5 m: The eastern seaboards of Northern Samar and Eastern Samar,
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The eastern seaboards of Catanduanes, Albay, and Sorsogon; the northern seaboard of Northern Samar; the remaining eastern seaboard of Davao Oriental; the remaining seaboard of Eastern Samar.
• Up to 3.5 m: The northern seaboards of Camarines Norte, Camarines Sur, and Catanduanes; the eastern seaboard of Davao Occidental.
• Up to 3.0 m: The seaboards of Isabela, Aurora, and northern Quezon; the northern and eastern seaboards of Polillo Islands.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboards of Batanes, Babuyan Islands, mainland Palawan, Kalayaan, Cuyo Island, Cagayancillo, Calamian Islands, Agusan del Norte, Misamis Oriental, Camiguin, Southern Leyte, Bohol, Cebu, Siquijor, Negros Oriental, Negros Occidental, Guimaras, Iloilo, Capiz, Aklan, Antique; the remaining seaboards of Dinagat Islands and Suriao del Norte.
• Up to 2.0 m: The remaining seaboards of mainland Cagayan; the northern seaboard of Ilocos Norte; the seaboards of Lanao del Norte, Misamis Occidental, and Sarangani; the western seaboard of Occidental Mindoro; the remaining seaboards of Eastern Visayas.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have forecast wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• BASYANG will move generally westward for the next 24 hours before turning west northwestward beginning tomorrow (05 February) evening. On the forecast track, the center of BASYANG will make its initial landfall over eastern Mindanao between tomorrow evening and Friday (06 February) early morning. Afterwards, it will traverse the landmass of northeastern Mindanao and Central and Western Visayas and emerge over Sulu Sea by Saturday (07 February) morning. By Saturday afternoon or evening, BASYANG will cross the northern portion of Palawan, then re-emerge over the West Philippine Sea.
• BASYANG has intensified into a tropical storm and is forecast to gradually intensify while over the Philippine Sea. After its initial landfall, it will weaken into tropical depression while traversing Visayas and will be downgraded to low pressure area by Sunday (08 February).
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
