Meaningful collaborations begin with meaningful conversations.

Today, I had the privilege of paying a courtesy call to the Office of Tayabas City Mayor Anthony “Piwa” Lim, through the Office of Councilor Ana Obispo, to discuss a prospective partnership between the University of the Philippines Manila College of Allied Medical Professions and the City Government of Tayabas.

Our discussion centered on establishing collaborative initiatives for the upcoming supervisory placement of UP Manila Speech Pathology interns during the next academic year. Through this partnership, we hope to expand opportunities for clinical education while delivering accessible, evidence-based speech-language pathology services that will directly benefit the people of Tayabas City.

Among the initiatives discussed were community seminars, workshops, and screening programs that the interns, together with our clinic, may help facilitate. These include:

* Dysphagia awareness, screening, and education for adults at risk for swallowing disorders.
* Cognitive-communication screening and education for individuals with neurological conditions.
* Vocal hygiene seminars for employees of the City Government of Tayabas to promote healthy voice use and prevent voice disorders.
* Parent and community education on speech and language developmental milestones, as well as the early recognition of communication “red flags” to encourage timely referral and intervention.

We also discussed the potential participation of parents from Tayabas City in the development of the Tagalog-English Communicative Development Inventory (CDI). With the support of the local government, this initiative seeks to strengthen community participation in research while contributing to the development of culturally and linguistically appropriate assessment tools for Filipino children.

As both an alumnus and lecturer of UP Manila, it is especially meaningful to help build bridges between the university and our local community—creating opportunities where education, research, and public service come together for the common good.

I am grateful to Mayor Anthony “Piwa” Lim and Councilor Ana Obispo for their warm reception, openness, and shared commitment to initiatives that prioritize the welfare of our constituents.

As a gesture of appreciation, I also had the pleasure of presenting copies of my books, My Sporadic Existence and The Art of Staying Put.

Today’s meeting is only the beginning. I look forward to working alongside our partners as these collaborative efforts take shape—advancing communication health, education, research, and service for the people of Tayabas City.

The House Committee on Basic Education and Culture has called on the Department of Education (DepEd) to fully implement the key provisions of the Inclusive Education Act or RA 11650, stressing that learners with disabilities should not simply be “mainstreamed”, or placed in regular classrooms without the assessment, individualized support, and multidisciplinary services required under the law.
