Monitoring and assessment of mental health activities in the Municipality of Malungon are being undertaken to support the strengthening of integrated local health systems under the Universal Health Care (UHC) framework.

In line with Section 19 and Section 41(d) of Republic Act No. 11223 and Administrative Order No. 2020-0021, the activity evaluates the delivery and integration of mental health interventions, including Health Promotion Programs and Campaigns, with findings informing continuous quality improvement and systems integration at the local level.

Health systems efforts remain directed towards strengthening integrated service delivery through the establishment and functionality of Healthcare Provider Networks (HCPNs), alongside the continuous progression of Local Health System maturity levels within the framework of Universal Health Care (UHC).

These are undertaken as part of UHC implementation through the collaborative engagement between the Department of Health Center for Health Development SOCCSKSARGEN and Sarangani Province, one of the identified UHC and Health Care Provider Network (HCPN) implementation sites. Such efforts ensure alignment across health system components, including governance, financing, service delivery, and human resources for health, contributing to improved system performance and continuity of care.

The Department of Health Center for Health Development SOCCSKSARGEN Region, through the Health Systems Development Cluster, successfully completed the 3-day Integrated Monitoring Activity across the municipalities of Glan, Malapatan, Alabel, Maitum, Kiamba, Maasim, and concluded in Malungon, Sarangani Province.

Conducted in collaboration with the Provincial Health Office (PHO), under the leadership of Dr. Arvin Alejandro, and the Provincial DOH Office (PDOHO), under the leadership of Dr. Shahrir Duldoco, the activity reinforced strong coordination with Local Government Units in advancing Local Health Systems Integration.

The monitoring systematically assessed health system building blocks, including governance and leadership, service delivery networks, health financing, strategic and investment planning, human resources for health, and procurement and supply chain systems, which ensures lignment with the Universal Health Care (UHC) framework.

The activity further facilitated policy alignment, performance monitoring, and provision of technical assistance to Local Government Units, strengthening system coherence, accountability, and integration across all levels of care.

The initiative supports the continuous development of a responsive, efficient, and people-centered health system anchored on integrated service delivery.

The Department of Health Center for Health Development SOCCSKSARGEN Region, through the Health Systems Development Cluster, conducted Day 2 of the Integrated Monitoring Activity in the municipalities of Maitum, Kiamba, and Maasim, Sarangani Province.

Building on the initial assessments from Day 1, the monitoring team further evaluated health system components, including governance mechanisms, service delivery networks, strategic and investment planning, financial systems, human resources for health and procurement and supply chain management.

The activity remains anchored on ensuring alignment of local health plans, policies, and operations with the Province-wide Health System and the Universal Health Care (UHC) framework.

Through sustained engagement and shared accountability, we move closer to a more integrated, efficient, and people-centered health system that delivers equitable and quality care for all.

The Department of Health (DOH) - Center for Health Development (CHD), together with the Provincial DOH and Health Office, succesfully conducted the first day of the Integrated Monitoring Activity in the Rural Health Units of Glan, Malapatan and Alabel, Sarangani Province.

The activity focused on assessing health system components, in support of the implementation of the Universal Health Care (UHC).

Areas monitored included:
i. Service Delivery
ii. Strategic Investment Planning
iii. Financial Management
iv. Human Resource for Health
v. Procurement and Supply Chain Management

The monitoring likewise provided an oppurtunity for collaborative discussions, technical assistance and sharing of best practices, to further improve the local health systems, and ensure responsive, accesible and quality healthcare services for the communities.

We extend our appreciation to the Local Governmrnt Units, Municipal Health Offices and health workers for their continued commitment and support towards a stronger and more integrated health systems.

The members of the Management Support Unit (MSU) convened to discuss the approved extension of the DOH grant and to finalize the agenda for the upcoming Provincial Local Health Board (PLHB) meeting.

The MSU, comprising representatives from the Accounting Office, Budget Office, Treasurer’s Office, Planning Unit, and the Provincial Health Office (PHO), deliberated on the processes related to the Special Health Fund (SHF), which ensures alignment with Commission on Audit (COA) guidelines and Joint Memorandum Circular (JMC) No. 2021-0001. Emphasis was placed on the compliance, fund utilization efficiency and harmonization of financial and health system governance mechanisms in support of Universal Health Care implementation.
