National Reference Laboratory - STD AIDS Cooperative Central Laboratory This structural facility was renovated and completely equipped thru the assistance of JICA. Finally, in June 1997, SACCL started to be fully operational.

Kit [email protected] In November 1995, the National Science and Technology Council and the Department of Health under the leadership of Dr. Evelyn Grace Gacad as HIV

Program Manager, identified the need for a central facility for STD and HIV/AIDS. Consequently, a Memorandum of Agreement was signed in March 1996 by the Philippine Secretary of Health, Dr. Carmencita Reodica and Japan International Cooperation Agency (JICA) Chief of Project Support Committee, Dr. Akira Oya for a 5 year project - Technical Assistance to the Government of the Philippines with the main objective to strengthen the prevention and control of STD and HIV/AIDS in the Philippines. Since one of the components of the project is the establishment of a central laboratory for STD’s and HIV/AIDS, the STD AIDS Cooperative Central Laboratory (SACCL) was established in October 1996 at the former US Naval American Research Unit (NAMRU) building, San Lazaro Hospital Compound. Local SACCL personnel were sent to Japan for training while Japanese experts came to SACCL to assist the local staff in setting up the laboratory facility. Before the project ended in 2001, SACCL was designated as the National Reference Laboratory for HIV/AIDS and other STIs (Department Order No. 393-E s.2000) with the following mandates:

1. Confirmatory Services
2. Training
3. External Quality Assurance Program
4. Kit Evaluation
5. Surveillance

On September 8, 2014, the National Reference Laboratory-San Lazaro Hospital/STD AIDS Cooperative Central Laboratory (NRL-SLH/SACCL) was accredited by the Philippine Accreditation Bureau of the Department of Trade and Industry as compliant with the PNS ISO 15189:2013 (AMEL-1-0914-006A).

The SLH-NRL SACCL will conduct the HIV Proficiency Training (Full Course) on July 10 and 13(online) and July 14-16, 2026 (face to face). This training is strictly recommended for RMTs from Medical Facilities for Overseas Workers and Seafarers (MFOWS). There are only 20 slots available for this training, so be sure to reserve yours. ATTENTION: ALL NEQAS PARTICIPANTS

Please be informed that the registration deadline for the 2026 NEQAS for Serology is on May 31, 2026.

Participants are advised to complete all registration requirements on or before the deadline to avoid unsuccessful enrollment.

Please take note of the following:
1. Payment of registration fees must be completed on or before May 31, 2026.

2. Uploading of proof of payment through the registration portal must also be completed on or before May 31, 2026.

3. For Rejected registrations, all noted deficiencies and required corrections must be complied with before the deadline. Failure to comply within the prescribed period will result in unsuccessful registration and may lead to non-participation in the 2026 NEQAS for Serology.

Participants are highly encouraged to submit their registration requirements at the earliest opportunity to allow sufficient time for review and resolution of any issues prior to the deadline. Please note that due to the high volume of participants, verification of registrations and payments may take up to seven (7) working days.

Participants who have already submitted their registration are advised to regularly check their registered email address for any confirmation or rejection notice after the processing period. The status of registration may also be viewed by logging in to the participant account in the registration portal.

The Department of Laboratories – NRL SACCL successfully conducted two HIV Viral Load Testing training sessions using Cartridge-Based Nucleic Acid Test in March 2026, reinforcing laboratory capacity for HIV diagnostics.

An in-house training held on March 9–13 at San Lazaro Hospital, was facilitated by the Molecular and Genomics Core Team and focused on strengthening the competencies of Medical Technologists in molecular-based HIV viral load testing. This was followed by an external training on March 16–18 at the Manila Grand Opera Hotel, conducted in collaboration with the Department of Health – Disease Prevention and Control Bureau (DOH-DPCB) and CHD Region IV-A, highlighting efforts to standardize practices across regions.

These sessions, representing the 2nd and 3rd batches of trainees, equipped participants with essential knowledge and technical skills in confirmatory and monitoring tests for HIV using cartridge-based platforms. The training also introduced the Dried Blood Spot (DBS) method, an innovative and practical approach for specimen collection in remote and resource-limited settings.

Aligned with the mandate of NRL-SACCL, the initiative strengthens quality-assured HIV testing nationwide. Through these efforts, San Lazaro Hospital continues to play a vital role in advancing HIV diagnosis, treatment monitoring, and overall patient care.
