PNP, FDA CRACK DOWN ON SALE OF UNREGISTERED CONSUMER PRODUCTS IN ISABELA; CHINESE NATIONAL ARRESTED
The Philippine National Police (PNP), under the leadership of Chief, PNP, Police General Jose Melencio C. Nartatez Jr., arrested a Chinese national for selling unregistered consumer products during a joint operation with the Food and Drug Administration (FDA) on July 1, 2026, in Barangay District 1, Cauayan City, Isabela, leading to the confiscation of 937 pieces of assorted aerosol insecticides, mosquito coils, and other consumer products with a total estimated value of ₱100,972.00.
The operation was carried out by the Criminal Investigation and Detection Group (CIDG) Isabela Provincial Field Unit, together with representatives of the Food and Drug Administration (FDA), and in coordination with territorial police units.
Arrested was alias “Jin,” a Chinese national, female, and businesswoman-owner of the establishment, who was allegedly caught selling aerosol insecticides and other consumer products without the required Certificate of Product Registration (CPR) issued by the FDA, in violation of Republic Act No. 9711, or the Food and Drug Administration Act of 2009.
Authorities said the confiscated items consisted of assorted aerosol insecticides, mosquito coils, and other consumer products that were not registered with the FDA. Under Republic Act No. 9711, the manufacture, importation, sale, offering for sale, distribution, and transfer of health and consumer products require a valid Certificate of Product Registration to ensure compliance with government standards on safety, quality, and efficacy. The sale and distribution of unregistered products circumvent regulatory safeguards and expose consumers to potential health and safety risks.

The operation advances the key priority on Enhanced Managing Police Operations by strengthening the enforcement of regulatory laws that protect public health, uphold consumer safety, and hold violators accountable.
Police General Jose Melencio C. Nartatez Jr. underscored the PNP’s commitment to supporting government efforts against the proliferation of unregistered consumer products that may endanger the public.
“The PNP remains committed to enforcing laws that protect consumers and ensure that products offered in the market comply with government regulations. Those who disregard these standards will face the full force of the law,” he said.
“Hindi natin hahayaan na kumalat ang mga produktong walang sapat na pagsusuri at maaaring magdulot ng panganib sa publiko. Patuloy nating pananagutin ang sinumang lalabag sa batas,” the PNP Chief added.
As the PNP strengthens its campaign against unlawful trade practices and violations of consumer protection laws under the directive of President Ferdinand R. Marcos Jr., the PNP assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”
