๐ฅ๐ PASIG CITY STRENGTHENS SAFE, SECURE, AND INTEGRATED HEALTH DATA MANAGEMENT!
The Pasig City Local Government, through its partnership with the Ateneo de Manila UniversityโInstitute of Philippine Culture (ADMU-IPC), the Department of Science and TechnologyโOffice of the Secretary (DOST-OSEC), and the Department of Science and TechnologyโPhilippine Council for Health Research and Development (DOST-PCHRD), has developed the Safe Data Environment and Exchange Policy (SDEEx)โa first-of-its-kind local policy that strengthens the secure, responsible, and ethical use of health information to help improve mental health services under Universal Health Care.
This initiative is institutionalized through Executive Order No. PCG-24, Series of 2026, entitled โAn Executive Order Instituting a Safe Data Environment and Exchange Policy for the City-Wide Health System of Pasig, and for Other Purposes.โ
The Executive Order establishes the SDEEx Policy as the mandatory regulatory policy for city-managed health data, with the Smarter and Integrated Local Health Information System (SMILHIS) serving as the foundational technology-governance system for Pasigโs City-Wide Health System.
Through this initiative, Pasig City aims to:
๐ Consolidate health data and citizen registries into a reliable and integrated database;
๐ก Support data-driven decision-making among city health officials; and
๐ฅ Improve the speed and quality of health service delivery for all Pasigueรฑos.
At the heart of the SDEEx is the internationally recognized โFive Safesโ Framework, which promotes the responsible and secure handling of health information:
๐น Safe Settings โ Health data is accessed through secure digital spaces with encryption and strict access controls.
๐น Safe Data โ Appropriate safeguards are applied to protect health information.
๐น Safe People โ Only authorized and appropriately trained individuals may access health data.
๐น Safe Projects โ Data use must serve the public good, particularly for health-related research and service improvement.
๐น Safe Outputs โ Data and research outputs are reviewed to ensure that information released is aggregated and non-identifiable.
The policy further reinforces compliance with the Data Privacy Act of 2012, ensuring that sensitive personal and health information is processed, stored, accessed, and exchanged with appropriate safeguards.
The SDEEx also provides a framework for responsible data sharing among relevant offices and health service providers, including appropriate agreements, access controls, confidentiality measures, and privacy safeguards.
Together with its partners, Pasig City continues to work toward a health system where data is used responsiblyโnot only to protect the privacy of every Pasigueรฑo, but also to support better decisions, stronger mental health services, and more responsive healthcare under Universal Health Care.
