❤️ WORLD HEART DAY 2026

The Capiz Provincial Health Office (PHO), in partnership with the Department of Health (DOH) and the World Health Organization (WHO), celebrates World Heart Day with a shared commitment to prevent NCDs and achieve our vision of Healthiest Capisnon.

This initiative is part of the priority health agenda of Gov. Fredenil H. Castro, whose commitment to improving the health and well-being of every Capisnon continues to guide our efforts.

The celebration was carried out by the Capiz PHO under my leadership, with PA Atty. Arthur John Biñas representing Gov. Castro, in partnership with DOH CHD VI Regional Director Dr. Mar Wynn Bello and WHO Representative Tyrone Aquino. Our Program Manager at the Capiz PHO, Jay Agarrado, led the event preparations and implementation, together with our dedicated PHO team, contributing greatly to the success of this celebration and strengthening our collective efforts in the prevention, early detection, treatment, and control of noncommunicable diseases (NCDs).

Our message is simple:

Know your numbers!
Know your risks!
Take action for your heart!

Hypertension and diabetes can silently affect our health. Through our 80-80-80 NCD approach, we aim to ensure that 80% of Capisnons aged 21 years and above are diagnosed, 80% of those diagnosed are provided appropriate maintenance medications and 80% achieve controlled blood pressure and blood sugar levels.

We encourage every Capisnon to be aware of their risk factors, including high blood pressure, high blood sugar, unhealthy diet, physical inactivity, smoking & harmful alcohol use and to visit and avail of the screening, consultation, treatment and follow-up services available through our Primary Care Facilities across the province.

Under my leadership, the Capiz PHO remains committed to bringing healthcare closer to our communities, strengthening prevention and early detection and empowering every Capisnon to take charge of their health.

Because every healthy heartbeat brings us closer to our vision of Healthiest Capisnon.❤️

To***co Control Leadership in Action: Red Orchid Awards Validation in Sigma

As Head of the Capiz PHO, I had the opportunity to receive and welcome the Regional Validation Team at the Capiz PHO prior to their visit to the Municipality of Sigma for the To***co Control Leadership (Red Orchid Awards) Validation.

Sigma LGU submitted its intent to undergo the validation following its strengthened implementation of the Anti-Smoking Program and Comprehensive Smoke-Free Ordinance.

Prior to the validation, our Capiz PHO team had been providing technical assistance to Sigma LGU, supporting its efforts to strengthen to***co control policies, implementation, documentation, and compliance with smoke-free standards.

The PHO team likewise accompanied the Regional Validators to Sigma during the evaluation, continuing to provide technical support and coordination throughout the validation process.

This collaborative effort reflects our continuing commitment to strengthen to***co control initiatives across the province and advancing our vision of a Healthiest Capisnon toward a healthier, safer and smoke-free Capiz!

Small Group Discussion on the Proposed Web-Based Hospital Extensive Consignment System

As part of our continuing efforts to strengthen hospital systems and advance the priority agenda of Gov. Fredenil H. Castro, I directed my Capiz Provincial Health Office (PHO) team to initiate a Small Group Discussion on the proposed Web-Based Hospital Extensive Consignment System (HECS) for the Capiz Provincial Government Hospitals, identified as one of the PHO’s priority initiatives.

The discussion brought together key stakeholders from the PHO, Bids and Awards Committee (BAC) Secretariat, Accounting Office and Budget Office, together with representatives from two Level I provincial hospitals (BDH & SGRMDH), to discuss the development of a more streamlined, transparent and efficient digital platform for managing consigned medicines, medical supplies and other hospital requirements.

Among the areas discussed were improved coordination among hospitals and concerned offices, real-time visibility of consigned stocks and utilization, more efficient monitoring and reporting and strengthened accountability throughout the consignment process.

This initiative forms part of our commitment to advance Gov. Fred’s priority agenda for stronger and more responsive healthcare services in Capiz. Ultimately, these efforts are geared toward providing better, more efficient and more responsive healthcare services for every Capisnon.

Manic Monday at Capiz PHO: Partnerships into Action for Better Health

A productive and action-packed Monday at the Capiz PHO, as I led a series of meetings focused on strengthening partnerships and advancing important health initiatives for Capiz.

I had the opportunity to meet with the DOH Regional Office DRRMH Team for continuing coordination on disaster risk reduction and management in health and other priority concerns requiring stronger inter-agency collaboration for the Province-Wide Health System.

I also met with Operation Smile Philippines, led by Cliff Japhet Cafe, together with Joerine Tan of PSWDO and our Provincial Administrator, Atty. John Arthur Biñas, to discuss preparations for a proposed surgical mission this November.

The planned initiative will focus on children and individuals with cleft lip and cleft palate, beginning with screening and assessment activities in October to identify and prepare qualified beneficiaries for the November surgical mission in Cebu, with expenses to be shouldered by Operation Smile Philippines! Beyond surgery, the initiative also looks at providing speech therapy sessions, recognizing that comprehensive cleft care goes beyond the surgical procedure and includes continued support for speech and overall functional recovery.

We also discussed the Capiz Wellness Center by Capiz PHO, particularly the proposed requirements and necessary documents for its opening. Ensuring that all documentary, operational and coordination requirements are properly addressed is an important step toward making the facility fully functional and responsive to the needs of Capisnon.

As Head of the Capiz PHO, I remain committed to bringing the right partners together, translating meetings into concrete programs, and ensuring that every opportunity to improve access to healthcare becomes a meaningful service for every Capisnon.

From planning to implementation, from screening to treatment and continuing care, we keep moving forward toward our vision of a healthier Capiz and Healthiest Capisnon!

2026 9th Provincial Health Board Meeting

On behalf of PHB Chairman Gov. Fredenil H. Castro, I had the honor of presiding over the 9th Provincial Health Board (PHB) Meeting as Vice Chairperson of the Capiz Province-wide Health System. Together with our Provincial Health Board members and health partners, we deliberated on important health concerns, reviewed the province’s current health situation and provided direction on policies, programs and initiatives to further strengthen our health system.

The PHB remains an important venue for collaborative health governance, bringing together key stakeholders to address emerging health needs, strengthen coordination among health institutions and local government units, and ensure that health programs and services remain responsive to every Capisnon.

As we move forward, we remain committed to achieving the vision of the Healthiest Capisnon through good health governance, accessible and quality health services and meaningful action for Capisnon.

Together, we will turn this vision into reality and achieve the Healthiest Capisnon!

GUGMA in Action for the Healthiest Capisnon 81st Deployment: Bringing Healthcare Closer to Barangay Manhoy, Dao, Capiz

The 81st GUGMA Medical & Dental Outreach Program in Barangay Manhoy, Dao, once again brought essential healthcare services closer to our people through the leadership of the Capiz PHO, in partnership with the five Capiz Provincial Government Hospitals, Dao Primary Care Facility, the Municipal Government of Dao led by Mayor Jose “Jimbo” Barruela, the Board Members of the Second District and our dedicated barangay officials and partners, with the continued support of Gov. Fredenil H. Castro.

As the lead implementing agency of Governor Castro’s flagship GUGMA Outreach Program, the Capiz PHO continues to translate his vision of “Reaching Every Barangay” into concrete health services for our communities. GUGMA brings the promotive, preventive and curative aspects of healthcare closer to the people, from health promotion and education, screening and early detection, to medical and dental consultations, laboratory and X-ray services, pharmacy assistance and appropriate referral and treatment.

The activity was graced by Vice Gov. James Magbanua, Board Members Celio Fecundo, Gilbert Ardivilla, Aying Fundal, Aldwin Cruz-am and Inday San Felix, Deputy Provincial Administrator Ricky Martin, together with Barangay Captain Leo Bigno .Their presence, support, and cooperation further strengthened this continuing effort to bring essential health services closer to our people.

As the Provincial Health Officer of Capiz, I am deeply honored by the trust and confidence of Gov. Fredenil H. Castro in entrusting the Capiz PHO with the implementation of his flagship program. Through the collective efforts of our healthcare workers and partners, we are able to bring healthcare beyond our health facilities and directly into the communities we serve.

From one barangay to another, we remain committed to Reaching Every Barangay, bringing healthcare closer and ensuring that no Capisnon is left behind of our vision of Healthiest Capisnon!
