IN PHOTO| Recognizing Excellence and Advancing Equity: Women’s Month

In observance of Women’s Month, the Philippine Navy recognizes the role of women in leading its Medical Service across hospitals, dispensaries, and operational units/command.

At the strategic level, COL LEONOR M BERNABE MC(GSC), The Deputy Chief Surgeon Navy, COL GRACE MARIE V GARCIA MC(GSC), Command Surgeon of the Philippine Marine Corps, and MAJ ABEGAIL P BUCSIT MC as the Philippine Fleet Command Surgeon, supporting fleet-marine medical operations respectively.

COL PHAVEENA R AGUINALDO MC(GSC) leads the Manila Naval Hospital, while COL RACHEL C JUDILLA MC(GSC) heads the Cavite Naval Hospital. In the Naval Forces, LTC JOSEPHINE NONATO MC (NIF-NL), LTC JASMIN A ILIGAN MC (NIF-C), LTC IRIS ANNE S PARCON MC (NIF-ZAM), CPT MONICA ANNE B YAP MC (NIF-SL), and CPT JOBELLE ELLAINE M SINCIOCO MC (NIF-W), oversee and manage medical support in their respective areas of responsibilities. Complementing their efforts, MAJ EUNICE G MOTOS VC (VSU, NIF-CAV) plays a significant role in veterinary service support, contributing to the overall mission readiness of the Philippine Navy.

These female officers continue to serve with professionalism and a heart for naval medicine in support of the Philippine Navy’s mission.

In celebration of Women’s Month for CY 2026, OTCSN proudly embraced the theme “Empowered Women of Faith: Called to Serve with Love and Courage.”

Spearheaded by the Deputy Chief Surgeon Navy, COL LEONOR M BERNABE MC(GSC), on 19 March 2026, the activity honored the invaluable contributions of women in the Philippine Navy, most especially the women of OTCSN, while highlighting their vital role in the profession.

Through a meaningful recollection facilitated by the PN Chaplain Service Officers, MAJ ANDRES T LOMIBAO CHS and P2LT DAVID S BATAN CHS, participants were guided toward deeper spiritual awareness and personal reflection that strengthening their faith, purpose, and commitment to service.

Together, we stand as women of faith, called to serve with love, lead with purpose, and uplift one another.

IN PHOTOS | Medics to Medics (M2M) Talks

The Chief Surgeon Navy, COL DINO ANTHONY P FLORES MC(MNSA), actively participated in the annual US–PH Medics to Medics Talks last 17–20 February 2026 in Honolulu, Hawaii. The Chief Surgeon is a regular member of Medical Working Group (MWG) composed of key senior officers & medical leaders from partner nations to strengthen professional collaboration and strategic coordination in military health services.

The engagement, between United States Indo-Pacific Command (USINDOPACOM)and AFP Medical Service brought together to design future engagement align with the requirement of both nation to synchronize and reinforce interoperability among allied and partner forces in the region.

The Philippine Navy’s participation underscores the Office of the Chief Surgeon’s commitment in advancing a modern, multi-capable, and interoperable health service support in support to naval operations.

IN PHOTOS | NAVMED on Artificial Intelligence: Adapting the Modern Landscape

On 06 March 2026, the Philippine Navy Medical Service successfully conducted the Training on the Use of the AI-Powered Ultra-Portable X-Ray (UPXR) System at Ogbinar Hall, Philippine Navy Golf Course. The activity was attended by representatives from various Philippine Navy Medical Treatment Facilities (PN MTFs), including physicians, radiologic technologists, and hospitalmen, who gathered to enhance their knowledge and skills in utilizing advanced diagnostic technologies in support of naval medical operations.

The activity was graced by COL DINO ANTHONY P FLORES MC (MNSA), Chief Surgeon, Philippine Navy, who emphasized the importance of strengthening the diagnostic capabilities of naval medical units through the adoption of modern, mission-ready medical technologies.

The training also highlighted the recent donation of five (5) Ultra-Portable X-Ray units from the Philippine Charity Sweepstakes Office (PCSO) to the Philippine Navy. The activity was conducted to ensure that these systems are utilized effectively, safely, and responsibly by the end users, thereby maximizing their capability and potential to provide rapid and accessible diagnostic imaging, particularly in remote, maritime, and operational environments.

The training featured esteemed resource speakers—Dr. Paulyn Jean Buenaflor Rosell-Ubial, Dr. Abundio Balgos, Dr. Antonio Alvarez, and Mr. YG Kim—who shared their expertise on the system’s capabilities, proper operation, safety protocols, clinical applications, as well as relevant regulatory and legal considerations in the use of AI-powered portable radiography.

Through comprehensive lectures and live demonstrations, participants were able to appreciate the system’s potential to enable faster medical assessment, enhance diagnostic capability, and support efficient patient management in both routine and operational settings.

This initiative underscores the Philippine Navy Medical Service’s continuing commitment to strengthening medical readiness and enhancing healthcare delivery through the adoption of innovative and mission-ready medical advancements.

IN PHOTOS | Ceremonial Handover of five (5) Portable X-Ray Machines from PCSO

In a ceremonial handover graced by VADM JOSE MA AMBROSIO Q EZPELETA PN, Flag Officer in Command, Philippine Navy, the Philippine Navy formally received five (5) portable X-ray machines from the Philippine Charity Sweepstakes Office, led by its General Manager, Hon. Melquiades A. Robles. These portable X-ray units are the first of their kind in the Armed Forces of the Philippines, marking a significant advancement in naval medical capability.

This initiative was made possible through the leadership of VADM JOSE MA AMBROSIO Q EZPELETA PN, Flag Officer in Command, Philippine Navy, in collaboration with The Chief Surgeon Navy, COL DINO ANTHONY P FLORES MC(MNSA) who was represented during the ceremony by COL LEONOR M BERNABE MC(GSC), Acting Chief Surgeon Navy.

The portable X-ray machines will be distributed to various Philippine Navy Military Treatment Facilities and sickbays. These assets will support mobile recruitment activities, the conduct of annual physical examinations, humanitarian assistance and disaster response (HADR) operations, operational medical support, and the continued delivery of medical care to Philippine Navy personnel and their dependents.

The Philippine Navy extends its sincere appreciation to PCSO for its continued support in strengthening naval medicine and in enhancing access to reliable healthcare for sailors and marines, wherever duty may call.

HILOM 2026 | The First Philippine Navy Medical Service Leadership Forum

The Philippine Navy Medical Service conducted its first Leadership Forum (HILOM 2026) on 29 January 2026 at the MNH Gazebo, Manila Naval Hospital, Naval Station Jose Francisco, Fort Bonifacio, Taguig City. The forum focused on Health, Innovation, Leadership, Oversight, and Mission Readiness, providing a strategic platform for discussion, collaboration, and organizational alignment.

PN Medical Service units presented their issues and concerns, while the key initiatives and accomplishments of PNMS 2025 were reviewed and discussed. The forum fostered open dialogue, strengthened operational oversight, and reinforced the Service’s commitment to excellence, professionalism, and mission-ready healthcare across the Naval Force.

REAFFIRMING OUR MISSION | PN Medical Service Personnel renders Traditional New Year's Call to The Chief Surgeon Navy

The Philippine Navy Medical Service (PNMS) rendered Traditional New Year's Call to The Chief Surgeon Navy, COL DINO ANTHONY P FLORES MC(MNSA) on 29 January 2026 at BNS Mess Hall, Naval Station Jose Francisco, Fort Bonifacio, Taguig City.

PNMS Officers, Enlisted Personnel, and Civilian Human Resource gathered in unity and solidarity to express gratitude for the accomplishments of 2025 and to reaffirm their collective commitment to the mission and vision of the Service for the year ahead. Also in attendance were Commanding Officers of Military Treatment Facilities (MTFs), Commanding Officers of Veterinary Service Units (VSUs), Command Master-at-Arms (CMAAs), and CHR Supervisors—reflecting the shared responsibility and cohesion that strengthen our organization.

In his guidance, The Chief Surgeon Navy set the direction for 2026, inspiring all personnel to uphold the highest standards of professionalism, integrity, and excellence in delivering responsive and mission-ready medical support to the Fleet and the Force.

WELCOMING NEW LEADERSHIP | Turn Over Ceremony of Chief Veterinary Corps, Philippine Navy

The Philippine Navy Veterinary Corps marked a significant Transition of Command on 27 January 2026 at the Office of the Chief Surgeon Navy, NSJF, Fort Bonifacio, Taguig City.

The ceremony honored the dedicated service and leadership of COL PETER TOM T ALANGUI VC(GSC) as outgoing Chief Veterinary Corps and formally welcomed COL FELIX M ABAY II VC(GSC) as the newly installed Chief Veterinary Corps, Philippine Navy. Presided over by The Chief Surgeon Navy, COL DINO ANTHONY P FLORES MC(MNSA), the occasion underscored the unwavering commitment of the PN Veterinary Corps to service excellence, professionalism, and mission readiness in support of naval operations.
