The Honorable Prime Minister of Islamic Republic of Pakistan
Islamabad
*Subject: Request to Increase Federal Employment Quota for Persons with Disabilities Affected by Terrorism to 8%*
*Respected Sir,*
With due respect, I submit that Pakistan has been a victim of terrorism for many years, with Khyber Pakhtunkhwa, the merged tribal districts and Baluchistan being the worst affected. During this period, a large number of highly educated youth, along with the general public, have become disabled. Many young people, including engineers, doctors, teachers, and other professionals, have lost their limbs in bomb blasts, su***de attacks, and security operations.
At the federal level, the current employment quota for persons with disabilities is only 3%, which is negligible compared to the actual number of individuals affected by terrorism. Although physically limited, these individuals are mentally fully capable and have the potential to contribute to national development. However, due to the low quota and weak implementation, these capable youth are facing unemployment and despair.
Therefore, I humbly request that:
1. *The quota for persons with disabilities in all federal, Khaiber Pakhtunkhwa, Baluchistan government jobs be increased from 2% to 8%*, so that youth affected by terrorism can earn a livelihood with dignity.
2. Highly educated persons with disabilities be given priority under this policy so that their skills are not wasted.
3. A monitoring mechanism be established in federal departments to ensure implementation of the quota, with mandatory reporting.
Respected Sir,
This favor to persons with disabilities will not only light up their homes but also allow the nation to benefit from their abilities in its development. This step will serve as practical relief and a message of state patronage for the people affected by terrorism.
I look forward to your immediate attention and positive action.
Muhammad Arif
President, Disabled Welfare Association Pakistan
