The first woman police officer of The Gambia Police Force to be appointed Deputy Police Chief of Operations.
I present to you, UNAMID’s own Madam Sireh Jabang who also served as Chairperson of UNAMID Police Women’s Network from 2018 to January 2021.

Meet the New Deputy Chief of Police Operations of The Gambia Police, Deputy Commissioner Sireh Jabang. The first female Officer to occupy that position in The Gambia Police Force.

DCP Sireh Jabang enlisted into The Gambia Police Force after graduation from the University of The Gambia. She obtained her Master’s Degree in Conflict Resolution/ Management from Uppsala University, Sweden, in 2016.

Sireh Serviced two tours of duty with the United Nations Mission in Darfur(UNAMID), where we met and an other tour of duty in Afghanistan, the most volatile region in the world.

From my vantage point of observing her in Darfur, I had no doubts in my mind that she will make a great and promising officer.

She was the Officer Commanding the Peace Keeping Support Unit for many years. She uses her talents to promote the wellbeing of people especially her female colleagues. She is one of the architects and pioneers of The Gambia Police Women Network, an idea she brought from her Peace Keeping experience.

Sireh Jabang embodies the mission of The Gambia Police Force. She is compassionate and selfless. Commander Jabang is a woman of extraordinary friend to her peers. She is exceptionally caring and always ready to serve and support.

Women Police have made an enormous contributions to Policing in The Gambia. Policing would be far less fair and effective today without their presence.

Remembering the veterans like Aunty Felicity Camara, the late Cicilia Taban, Amie Njie Police and today’s Amie Nyassi, Ndey Mbaye , Aminata Ndure, Aminata Sey, Yamoundow Jagne Joof, Yama Jeng, Yama Samba, Ramou Sambou, Isatou Ndow, Jainaba Bahoum and Binta Ceesay, Gass Sabally, Haddy Jallow Jobe, Jabou Sarr, Mariama Barry, the list goes on.

A Police Officer who is thoughtful beyond expectations. Sireh is someone who has strong work ethics, principled with incredible values. IGP Abdoulie Sanyang, you made no mistake in appointing Mba Sireh, my he**in is a right pick.

TIME TO SAY GOODBYE

UNAMID Police was a model of excellence in Peacekeeping and Peacebuilding. We are leaving a legacy so that others can follow. Since 2008 to 2020 UNAMID Police accomplished success in physical protection of civilians and creating a protective environment. Community Policing framework was implemented in all IDP camps and SGBV was monitored through collocation in FCPUs. In the field of capacity building 272 infrastructure projects were completed, 2,214 trainings were conducted with 28,559 participants.

The cordial relationship between UNAMID Police with Sudanese Police Force (SPF) was enhanced after MOU of 2013. Two Joint Need Assessment and one impact assessment was conducted. Nine (9) SOPs were jointly developed with SPF.

State Liaison Functions (2019-2020) were an effective tool for Transition from Peace keeping to Peace building. UNAMID Police played a very important role in making it a success. Eighty-one (81) infrastructure projects were completed with 182 trainings to 2,065 participants.

On 29 June 2021, SPF leadership bid farewell to the Acting Police Commissioner Dr. Sultan Azam Temuri at airport and on behalf of Director General Sudan Police Forces acknowledged the contribution of UNAMID Police in capacity building and institutional development of Sudanese Police Force.

UNAMID Police Drawdown was also smooth.14 Principals, 570 IPOs and 8 FPUs were repatriated. Mission leadership acknowledges the efficient drawdown of Police component. Guard unit comprising of Indonesian, Pakistan and Nepal FPUs was established to protect El Fasher Logistic Base during Liquidation period.

Ag. PC Dr. Sultan Azam Temuri said that Today I want to extend my gratitude to every Principal, IPO and FPU who contributed in the success of UNAMID Police component. I want to acknowledge the sacrifices of 62 UNAMID Police personnel who laid their lives for bringing Peace in Darfur.

GUARD OF HONOUR FOR ACTING POLICE COMMISSIONER

Guard of honor was given to the Acting Police Commissioner Dr.Sultan Azam Temuri before his departure to Khartoum.

He joined AU-UN Mission in Darfur on 10 December 2018 and served for 2 years 7 months in the mission. After receiving the salute, he met and said goodbye to FPU Coordinator Mr. Irfan Masood Kashfi and FPUs Commanders Colonel Mohammad Fakhari from Indonesia, Lieutenant Col Tahir Iqbal from Pakistan and SSP Surendra Prasad Mainali from Nepal. These three FPUs will constitute Guard unit who will protect the UN personnel and assets at El Fasher Logistic Base.

Acting Police commissioner thanked all the FPUs for their dedication, hard work and professionalism. Ag. PC advised them to continue to work hard with full commitment and professionalism.
At the end Dr.Temuri was presented with a plaques and souvenirs by FPU Coordinator and FPU Commanders.

Acting Police Commissioner attends online end of assignment debriefings

Dr.Sultan Azam Temuri , Acting Police Commissioner attended online end of assignment de-briefing sessions from 23 June to 25 June 2021.
De-briefing meetings covered observations, lessons learned and best practices of the UNAMID Police Component. The end of assignment report was discussed in detail.

During the de-briefing meeting UNPOL Police Advisor Luis Carrilho thanked the Acting Police Commissioner for his outstanding services with UNPOL United Nations Peacekeeping. They discussed the mandated tasks, lessons learned, challenges and way forward and wished him all the best.

Dr.Temuri explained the current security situation, challenges and way forward. He stressed on the need of focusing on the capacity building of Sudanese Police Forces. He explained the cordial relations of SPF with UNAMID Police and capacity building and institutional development of SPF during last 13 years. He thanked Police Division and all the principals at UNHQ for their support and guidance.

The de-briefing sessions were also organized by Elizabeth Obenewaa Viney Mission Manager with ASG ORALSI Mr. Zouev, Christopher Mark Pedersen and team from DPET, Laurence John Carl Dare and Jean Paul Rikir from IOT, all section chiefs from PD, OIC DOS Ms Anne Marie Van den Berg and Michael Mulinge Kitivi and General Faye from OMA.

UNAMID ASG BABACAR CISSE HELD A FAREWELL MEETING WITH UNAMID ACTING POLICE COMMISSIONER AT ELFASHER SUDAN.

UNAMID Ag. Police Commissioner Dr. Sultan Azam Temuri made a courtesy call to the Assistant Secretary General (ASG) Officer in charge of UNAMID, Mr. Mbaye Babacar Cisse at his office. ASG acknowledged the work of Police component during drawdown phase and appreciated the handing over of team sites to Government of Sudan without any untoward incident and timely repatriation of Principals, Individual Police Officers (IPOs) and Formed Police Units (FPUs).

Ag. Police Commissioner thanked ASG Mr. Babacar for his great support to the Police component and appreciated his leadership during drawdown period.

End of mission/assignment interviews of IPOs conducted by Acting Police Commissioner

Acting Police Commissioner Dr. Sultan Azam Temuri conducted end of mission interviews with the IPOs and got their feedback and views about their own performance in the mission and 360-degree performance evaluation of their supervisors.

Acting Police commissioner conducted Interviews of the third batch of IPOs who are departing early that included Ms. Rachel Lashira Ledidi Administrative Assistant to Ag. PC, Sergeant from South Africa, Qualification Bachelor of arts in Education, eighteen years of service in the South African Police Services, working as Skills Development Facilitator under Human resources development and Field Training Officer at Station level.

Ms. Shazia Shahid Administrative Assistant to Ag. PC/ Associated Public Information Officer (PIO) UNAMID, Sub Inspector (SI) from Pakistan. She is qualified Master degree in Political Science (Social Science) and completed second year of LAW Degree. She has nineteen years of service experience in all fields of Police department and mostly worked as Focal person of women & child related issues & head of Sexual and Gender Based Violence (SGBV)/Digital Investigation Cell of R**e cases/ conducted successful investigations on R**e & different cases as Investigation Officer(IO)/ Trainer /Community Policing & Patrolling officer/Human Rights & Resources officer /Admin to (DPO) and performed her duties in Operational & Security departments etc.

Ms. Lillian Mariama Koroma Head of Rotation/Induction, Insp -
from Sierra Leone Police served 15 years , qualified Bachelor degree of education and Development from Njala university, Bo campus, was working at the Family support unit as the line manager at Aberdeen police Division Freetown, before deploying in the mission., during repatriation of IPOs, she performed her duties as acting protocol and welfare officer.

All IPO's thanked to Ag. PC for his support and guidance at any step they needed in performing their professional duties.

Ag. PC noted their feedback and acknowledged their hard work, professionalism and excellent teamwork in the police component specially during the drawdown phase of the UNAMID mission Darfur. Acting Police Commissioner Dr. Sultan Azam Temuri appreciated and gave them plaques & certificates for excellent performance.

UNAMID Acting Police Commissioner Awarded Certificate of Appreciation to the Nepal UNGU members

Acting Police Commissioner Dr. Sultan Azam Temuri awarded Certificates of Appreciation in the presences of Nepal UNGU Commanding Office SSP Surendra Prasad Mainali and Dy Commanding/Operation Officer SP Bhuwaneshwar Tiwari to the nine Nepal UNGU members (female-4, male-5) in recognition of their outstanding performance for the protection of UN personnel and assets. Ms. Issata Fofannah Human Resources Focal Person/ UNAMID Police Administration also attended the ceremony with other IPOs of Police Commissioner Special Drawdown Team.

The Nepal UNGU members have detected and confiscated the UNOE from the possible theft with their excellent duties. The frist Team, During a regular checking at Truck Gate, conducted by Nepal UNGU Security checking team, under the command of Section Commander SI Lal Kumari Khadka, SI Mangale Gurung, ASI Muna Gurung, HC Gayatri KC and HC Lokendra Bahadur KC.

The second incident accured during security checking team was consisted of SI Hari Maya Thapa, SI Mangale Gurung, ASI Jeevan Bhujel Gharti, ASI Manilal Tamang and PC Mohar Lal Chaudhary.
The frist & second incident was immediately reported to the UNDSS security team for the further actions and handed over the confiscated items and the driver to the UNDS representative.

The award ceremony was held at El-Fasher Log Base. Acting Police Commissioner Dr. Sultan Azam Temuri appreciated and encouraged all of them to keep it up the way of hard work & dedication to work in mind with the UN core value Integrity, Professionalism and respect of Diversity. At the end of the ceremony all participents thanked to Ag. PC.

Joint UNAMID / UNITAMS / UNCT Workshop on Sudan State Liaison Functions and Core Programming:
Achievements, Lessons Learned and Recommendations for Next Steps.

UNAMID Acting Police Commissioner, Police Project Officer/Integrated Team Representative Ms. Cecilia Kwiimba and Tolga Omruuzun, Information System Specialist participated in a two days joint workshop between UNITAMS/UNCT, Implementing Partners and the Integrated Team in El Fasher, North Darfur. The workshop aimed to capture the lessons learned from all of UNAMID’s programming - including from both the State Liaison Functions and those carried out with Core Programmatic Funds - as UNITAMS and the UNCT continue engaging in, and scaling up, programmatic and protection related work.

The workshop assessed achievements made through the State Liaison Functions (2019-2020) jointly implemented by the UNCT and UNAMID as well as programmatic activities engaged by both UNAMID and the UNCT in Darfur until today. Specific focus was put on the four SLF pillars, namely Immediate Service Delivery, Durable solutions, Human Rights and Rule of Law – as well as Protection of Civilians as cross-cutting topic, setting the stage for discussions on impact, lessons learned and best practices.

Senior representatives as well as technical experts from all concerned UN entities were in attendance including ASG, UNAMID OiC Babacar Cissè, DSRSG Khardiata Lo N'Diaye, Ms Gillian Sheehan, Mr. Luke Mhlaba, UNAMID Chief of Staff, Mr. Lameck Kawiche, UNAMID Field Office Coordinator among others.
UNAMID OiC Babacar Cissè welcomed all the participants and urged all workshop participants to look at all UNAMID interventions, including the residual projects in terms of their impact since 2008 to the termination of UNAMID mandate, and come up with recommendations for the next steps.

Pillar conveners for UNAMID made their presentations to show their achievements, challenges and possible recommendations moving forward. National Implementing partner representatives from Darfur Peace Initiative Organisation and Auttash Organisation for Peace and Development also had an opportunity to present on project implementation during the SLF, the challenges faced and way forward.

The UNITAMS DSRSG, in her closing remarks thanked all participants, especially UNAMID for their active contributions and continued coordination and support. She highlighted the importance of the workshop as it will enable UNITAMS to take stock of what has already been achieved in Darfur, support prioritization of peacebuilding programming in Darfur and arrive at a better understanding of challenges to ensure that peacebuilding activities are scaled up in both Darfur and other areas.

FAREWELL FUNCTION FOR UNAMID IPOs & FPUs AND AWARDING OF CERTIFICATES

A grand ceremony was organized under the command of UNAMID Acting Police Commissioner Dr. Sultan Azam Temuri at El fasher Logistic Base conference Hall. All the Individual Police Officers (IPOs) of special Drawdown Team attended the ceremony. Nepal Contingent Commander Mr. SSP Surendera Prasad Mainali & Deputy Commander Mr. SP Bhuwaneshwar Tiwary , the seven (7) Formed Police Unit (FPU) officers also attended the ceremony and received their certificates of Commendation by Ag. PC due on their extra ordinary performance in line of their duties.

Ms. Issata Fofannah Human Resources Focal Person/ UNAMID Police Administration. Ag. PC gave opening remarks and appreciated the twelve (12) IPOs from his special Drawdown Team that included Officer Of The Month (OOTH) / Certificates of Commendation to acknowledge their performance during UNAMID Police Advisor Mr. Luis Carrilho and in others field of duties.

The ceremony started with the brief remarks of all the IPOs who expressed their experiences and extended their best wishes for each other. Then the awards were distributed with citations.

The officers who received Officer of the Month Award/ certificates of Commendation were Mr. Muhammad Khan KLO officer , Ms. Shazia Shahid Administrative Assistant to Ag. PC /Associated Public Information Officer (PIO) both from Pakistan, Mr. Tolga Omruuzun Information System Specialist from Turkey, Mr. Kambou Siouroyir FPU Coordination officer from Burkina Faso, Mr. Michael Ruhl Strategy/Budget/Special Assistant to Ag.PC from Germany, Ms. Cecilia Kwiimba Police Project Officer/ Integrated team representative from Zambia, Mr. Bed Vikram Thapa Personnel Administration officer from Nepal, Mr. Anderson Malive Likine Capacity Building/Development Coordination/Focal Person for UNITAMS from Cameroon, Ms. Lillian Rotation/ Protocol officer from Sierra Leone, Ms. Rachel Leshira Ledidi Administrative Assistant to Ag. All the IPOs received successful completion certificates by the Acting PC and Isatta Fofannah.

Acting Police Commissioner Dr. Sultan Azam Temuri appreciated the medal recipients for excellent performance during drawdown phase. He praised their professionalism, dedication to work and immense contribution to protection of civilian and UN assets.

Acting Police Commissioner along with FPU coordinator and Focal person on Human Resources pinned the medals and distributed the certificates to all the IPOs.
