TOMAK Timor-Leste TOMAK is an agriculture livelihoods program funded by the Australian government.

TOMAK works with government, NGO, and private sector partners to improve agriculture and nutrition for farming families in Baucau, Bobonaro, and Viqueque. TOMAK (To'os ba Moris Di'ak, or Farming for Prosperity) is an agricultural livelihoods program supported by the Australian Government in Timor-Leste. TOMAK is working closely with government, NGO and private sector partners to sustainably increase market engagement and household nutrition for farming families across the country.

From graduate to growing
A Portrait of Progress

After graduating in agriculture from The National University of Timor-Leste, Maun Carlos returned home determined to keep learning. Through TOMAK’s trainings he adopted improved techniques that helped him expand his shallot plot from 100m² to 700m², recently harvesting around 2,000 kilograms. With TOMAK’s support he connected to buyers in Dili and Maliana, strengthening his market links.

Proud of the partnership with the MALFF Agricultural Extension Workers, he plans to keep growing shallots while diversifying his crops. He has also registered a new agri-inputs business, increasing local access to quality inputs for farmers in his community.

From harvest to wholesome

"As a farmer, I used to think there were no more opportunities to improve my life. But after joining the TOMAK-supported group, everything changed! I’ve learned so much — especially from the collector training." Mana Josefina is one of the many rural women in Timor-Leste turning knowledge into opportunity. After connecting with TOMAK, she joined climate-smart agriculture and food-processing training delivered with the Ministry of Agriculture, Livestock, Fisheries and Forestry and the Ministry of Health.

Equipped with new skills, she returned to her suku and mobilised her wider family to transform the steep hills around her home into productive farmland. Today, Mana Josefina grows a range of nutritious crops, including orange sweet potato (OSP). Her farm provides food for her household and fresh produce for her community. After processing OSP into flour to make snacks and meals for students at the local school, she has even secured a regular supply contract — a milestone that has encouraged her to involve other young women in her suku to meet the growing demand. Mana Josefina is a powerful example of rural women strengthening food security and building resilient livelihoods.

From losses to healthy pigs

As a dedicated pig farmer, Maun Egas knows how important it is to take good care of your livestock. With support from TOMAK, Egas was able to improve his pig pens and he also attended training on raising pigs where he learnt how to prepare nutritious local feed from ingredients like wheat, corn, cassava and jamal leaves.

Equipped with this new knowledge, Maun Egas is raising healthier pigs with confidence and shares what he has learnt with other local farmers. He even has plans to expand his herd, making his dream of leaving the city and farming for prosperity a reality!

Mana Luciana is a TOMAK success story, as a youth farmer from Baucau, she participated in TOMAK's Climate-Smart Agriculture training in Raihun-Hera where she learnt about good agricultural practices such as terrace farming, compost preparation and much more.

After successful crops of orange fleshed sweet potato (OSP) from her terraced farm, she was able to put her newly acquired food-processing skills to work making OSP flour for sale and sweet potato cakes for the local school lunches. From diverse crops to nutritious food and healthier diets - Mana Luciana is farming for prosperity!

“For me personally, what I have learned from this program can inspire my friends and other persons with disabilities… we can learn together, and I will share with them the materials and knowledge I have gained.”

Maun Antonino, himself a person with disability, is helping open new pathways in agriculture for people with disabilities. Through TOMAK’s support, he learned to manage hydroponic vegetable production - a lighter, water-based system well suited to farmers with mobility challenges. Now harvesting multiple cycles in Bobonaro, Maun Antonino shares his knowledge widely, motivating others and proving that modern, climate-smart farming techniques can be accessible to all. His leadership is helping more people with disabilities gain skills, confidence and income through this innovative approach.

Mana Hermínia works closely with farming groups to gather, sort, and store their produce, helping them present consistent, high-quality products to larger buyers. She prepares, cleans, and organises each delivery with care, applying improved storage and packaging practices that protect freshness and reduce losses -
techniques she learned through TOMAK.

By strengthening quality at the collection point, she helps farmers negotiate with more confidence and access better markets as a group. Her role shows how practical skills and trusted relationships can open stronger pathways for farmers to bigger buyers and more reliable income for rural families.

“It is important to consume local products, not imported ones. If we eat local products… we can support our community to grow stronger. Our local products are better than imported ones.” Maun Filipe has become a vital link between farmers in Foho -manu and markets and is a champion of locally grown foods. With support from TOMAK, he learned how to organise together with local producers, improve soil fertility for better harvests and reduce losses by collecting produce – such as rice, wheat and mung beans - in a warehouse ready to sell to larger buyers that TOMAK helped connect him to. As both farmer and collector, he is proud that this work is helping local families earn income for school fees and household needs, while better access to locally produced foods is
helping feed the nation!

Mana Ervina has helped guide TOMAK's direction with her insight, while staying closely connected to the realities in rural communities. Through joint field monitoring, she spent time with farmers, observed activities on the ground and offered clear, practical feedback that strengthened how the program was delivered.

Her leadership is grounded in collaboration. She co-chaired the TOMAK Reference Group meetings and actively supported the regular convening of Ministério da Agricultura Pecuâria Pescas E Florestas’s Development Partners Harmonisation Meetings, creating space for open discussion, shared problem-solving, and better alignment across programs, helping partners work together rather than in parallel, while keeping community needs at the centre of decision-making. Mana Ervina’s commitment reflects the spirit of the TOMAK partnership: government-led, community-focused, and strengthened together.

From separate tasks to shared responsibilities

For Mana Agnesia and her husband, Maun Domingos, joining their local savings and loans group (SLG) Hadia Moris transformed how they work and make decisions as a family.

“We support each other more and work together both on the farm and at home” says Mana Agnesia. Once managing household, farm and livestock tasks separately, they now share responsibilities - from childcare and cooking to feeding chickens and planning farm work. Decisions about buying or selling livestock are made together, strengthening trust and communication.

Through TOMAK’s support, including sessions on household decision-making, Mana Agnesia and Maun Domingos have built a more equal, cooperative household and a stronger foundation for their children’s future.

Sr. Felis leads the Halibur Agrikultor Builo savings and loans group (SLG) in Ossu with determination and passion. Living with a disability has not stopped him from championing innovation and inclusive agriculture, with a quarter of his SLG members also people with disabilities.

Through TOMAK’s Farmer Field School and training support, the group produced over 700kg of orange-fleshed sweet potato and leafy greens in 2025, boosting incomes and improving family nutrition. From inclusive leadership to resilient livelihoods — Sr. Felis is farming for prosperity!

Mana Felicidade worked as a nutritionist at the Atabae Health Centre. She strengthened her skills through TOMAK’s Nutrition Sensitive Agriculture training delivered with the Ministry of Health through the National Institute of Public Health to over 300 health workers.

Mana Felicidade used TOMAK-developed tools like the food availability calendar and the three food group system to help families plan nutritious diets year round – such as making better use of locally available foods across seasons and offering practical
guidance for achieving a more balanced diet. Committed to sharing her improved knowledge, Felicidade empowered her community while deepening her own expertise — a true champion of a healthier Timor-Leste!
