本協會名稱為社團法人臺南市啟能揚善身心關懷協會，「啟能」意即啟發潛能「揚善」意即發揚善行善念，這兩個目標即為籌備會運作的目標。鑑於身心障礙個案之家屬對於個案對復健或療育的無助感，而建立協會這個平台。
協會目前提供啟能工作坊日間作業設施和啟能揚善永康社區式日間照顧服務。
