In 2017, Thomas Silvera and Ondina Hawthorne, parents of Elijah-Alavi Silvera, experienced an unimaginable loss. Their son, three-year-old Elijah-Alavi, was given dairy at daycare despite his documented allergies and was not given epinephrine or emergency care. What happened to Elijah was preventable, and the grief his family carried could have ended there. Instead, they chose to turn their pain into purpose. Through the Elijah-Alavi Foundation, the Silveras have fought tirelessly to build the protections Elijah never received.
Today, their commitment helped bring real change to New York City. The NYC Council unanimously passed Int. 895, a new ordinance that requires every school and childcare program to stock epinephrine and ensure staff are trained to recognize anaphylaxis and respond quickly. This law closes a critical safety gap and strengthens protections for children across the city.
FARE is grateful to Thomas Silvera, Ondina Hawthorne, and the Elijah-Alavi Foundation for leading this life-saving work, and to Council Member Julie Menin for championing the ordinance. This is how we build a safer, more prepared future for children with food allergies.

Advocacy win for children with food allergies!

The U.S. Senate has passed the Protecting Children with Food Allergies Act, a bipartisan bill that will require school food service staff to be trained to prevent and respond to allergic reactions.

AAFA is proud to have worked with Sens. Durbin and Fischer and our partners across the allergy and pediatrics community to move this bill forward.
