Data from federal regulators shows Mission Hospital scores lowest on patient experience ratings of the four hospital systems applying for CON beds

(July 29, 2026) –

Reclaim Healthcare WNC has researched and analyzed data available from the Centers for Medicare and Medicaid (CMS) for the four hospital systems applying for beds as part of this year’s upcoming Certificate of Need (CON) process.

The HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) is a survey taken by hospital patients from across the country, including WNC. The survey measures patient experiences with specific, valued aspects of their hospital care, such as responsiveness of hospital staff, communication with doctors, whether the patient would recommend the hospital to others, communication about medication, cleanliness of environment, and clear discharge information. The results are then combined and summarized into a single one-to-five star rating scale that is produced annually. This survey is standardized across hospitals, national in scope and publicly reported on “Care Compare” at Medicare.gov. Survey responses are confidential (individual patient responses are not shared with the hospital) and collected by a neutral third party.

The Reclaim Board of Directors determined that it would be informative to research the scores of the four CON applicants– Advent Health, Novant, UNC Health and HCA/Mission-- given the upcoming NC DHHS CON hearing in August to award 92 hospital beds.

"Healthcare experts and federal regulators support use of these data to achieve fair comparisons between hospital systems, incentivize quality, and enhance accountability and transparency. We agree and want to do our part, by sharing these results," says Nina Vinson, data analyst on Reclaim's Data Team.

“These data represent the patients’ own experiences here in NC. We think it is critically important to amplify the patients’ voices by sharing these data,” says Miriam Schwarz, vice chair for the Reclaim Board of Directors.

The chart below shows the HCAHPS summary star ratings for Advent Health, Novant, UNC Pardee and HCA Mission hospitals from 2018-2024, with star scores of one-to-five listed on the left hand side of the graph and the years across the bottom of the graph. Each hospital is color-coded (see the legend), with Mission always the last bar in each yearly grouping and in bright yellow.

Compared with the other CON applicants, Mission had the worst ratings (two stars out of five) from 2020-2024. (Complete 2025 data is not yet available.) HCA purchased Mission Hospital in 2019.

Among CON applicants, Advent saw the highest and most consistent ratings over time (four stars out of five across all seven years) and UNC Pardee and Novant saw ratings of three and four stars out of five over the seven years.

Despite being a Fortune 100 company with record profits, HCA has reduced staffing levels at Mission since purchasing the Western North Carolina hospital system in 2019. The Centers for Medicare and Medicaid Services (CMS) have placed Mission Hospital in Immediate Jeopardy status four different times that we know of since HCA’s purchase of the hospital in 2019 and three times in the past three years. Immediate jeopardy is the most severe citation a hospital can receive from regulators.

“In recent years, Mission had the lowest experience ratings by patients, among the four CON applicants,” says Julie Mayfield, Chair of Reclaim Board of Directors. “Our community needs alternatives to Mission, and NC DHHS should award these beds to HCA’s competitors.”

Dear Reclaim Healthcare WNC supporters,

NC DHHS will hold a public hearing on August 19 at 10 a.m. at A-B Tech’s Ferguson Auditorium on the 2026 Certificate of Need (CON) applications for 92 beds that are up for grabs. Once again, Advent, UNC Health, Novant and HCA have all submitted applications for these hospital beds, and each hospital system would put the beds in Buncombe County.

We hope you will join us at the hearing and let decision makers know who you think should be awarded these beds. If you can’t make it to the hearing, you can submit a written comment by email.

Reclaim has been asked by many community members about the recent UNC Health news. Yes, UNC Health has purchased Westgate Plaza in Asheville. And no, they do not yet have approval to build a hospital on that site or anywhere in WNC. This is undoubtedly a bold move.

Here is some brief information about each of the four proposals:

Novant Health plans to add 20 beds to the 34 beds they were awarded earlier this year, to be at a new facility in Arden. The project is expected to cost $100.6 million and would be completed in January 2031.

UNC Health West proposes to build a new hospital in Asheville — with all available 92 beds. The project is expected to cost $747.3 million and would be completed in July 2032.

AdventHealth proposes to add all 92 beds to their hospital currently under construction in Weaverville. The project is expected to cost $272.7 million and would be completed in January 2030.

HCA proposes to add all 92 beds to Mission Hospital in Asheville. The project is expected to cost $66.8 million and would be completed in January 2032.

Reclaim continues to take no position on which hospital system should be awarded the beds, other than to say that we need alternatives to Mission Hospital under HCA's ownership.

With three findings of Immediate Jeopardy in the past three years, HCA hasn’t yet shown it can safely manage the beds it already operates.

Reclaim and Nurses Union Hold Event Honoring Mission Health Staff on June 16th at Grey Eagle

In appreciation for their extraordinary dedication and perseverance under challenging conditions, Reclaim Healthcare WNC and the National Nurses Organizing Committee/National Nurses United will be honoring retired and current Mission Health staff at a celebratory event on Tuesday, June 16 at the Grey Eagle in Asheville, N.C.

Entitled “People Behind the Care: Honoring Mission Health Employees Past and Present!,” the event is scheduled from 6:30-8:30 p.m. and is free and open to the public. Live music from Eleanor Underhill will start off the evening. Eleanor is a banjo-picking, singer/songwriter, band leader, and producer from Asheville. Molly Zenker, a leader in the nurses union, who was wrongfully terminated by Mission Hospital will be one the individuals honored.

“As a community, we think this is a great way to express our appreciation to nurses, physicians and staff for their tireless work,” said Sen. Julie Mayfield. “The staff at Mission do their best day in and day out to provide quality patient care in spite of the conditions surrounding them.”

“The staff at Mission go above and beyond to serve their community. Nurses are happy to work with Reclaim to honor our current and past employees for their dedication and hard work taking care of patients in a tough environment,” say NNU member Lori Hedrick, RN.
