Emory University Center for Entitlement Reform The CER was established in 2008 with a grant from the Peter G. Peterson Foundation. The Center is one of only a few university-based research centers in the U.S.

focusing on federal health care entitlement reform. To address the unsustainable upward spiral of U.S. health care spending, the Center for Entitlement Reform is committed to developing short- and long-term solutions for bending the cost curve. We are in the process of formulating innovative, evidence-based and detailed approaches and recommendations for:

1. Preventing the rising rates of obesit

y and chronic illness;

2. Building evidence-based care management interventions;

3. Lowering the cost of administering health care through the standardization of care management protocols and reporting;

4. Creating strong financial incentives for efficient and effective treatment through payment reforms and gain sharing in Medicare, Medicaid and the private sector.
