Maryland Voters Approve Cannabis Legalization Initiative. Maryland voters passed adult-use cannabis legalization reforms by a 31% margin during this year’s midterm elections, making it the 20th state to pass the reforms.Unlike most citizen-backed initiatives, Maryland’s adult-use question was proposed by state lawmakers and gives the Legislature the green light to set up the industry. The approval by voters triggers some cannabis-related legislation that was passed by lawmakers during the 2022 session, according to the Baltimore Sun. The legislation impacted includes a bill that starts a transitional period between January 1 and July 1 where some cannabis-related penalties related to possession would be reduced; criminal penalties for possession up to an ounce-and-a-half can be fined $100, while criminal penalties for possession up to two-and-a-half ounces will be replaced with civil citations. It would direct the attorney general to create a commission charged with making recommendations on a regulatory system for ma*****na that models what’s currently in place for alcohol. The senator sees the commission would be created by the legislation as similar to a task force he empaneled when he was Colorado’s governor to steer implementation of legalization at the state level.

Kyle Jaeger - Another recent study is dismantling ma*****na stereotypes, with researchers finding that adult-use legalization is actually associated with decreased levels of obesity despite the fact that cannabis is a well-known appetite stimulator. The study published by the Journal of Health Economics analyzed obesity data in Washington State, one of the first states to legalize recreational ma*****na, from 2002-2018. “Our primary experiment revealed recreational ma*****na legalization, which allowed for recreational ma*****na dispensaries to open, resulted [in] decreases in obesity rates for Washington State,” the authors wrote. “This is somewhat surprising given previous literature finding ma*****na use is often associated with increased unhealthy food consumption and lethargy. Providing a more robust understanding of the relationships between recreational ma*****na use and obesity rates also provides insights for public health policy examining the determinants and behaviors that can increase obesity.”

TG Branfalt - A preliminary study published this month in the Journal of Cannabis Research suggests that active cannabis consumers diagnosed with COVID-19 had better clinical outcomes than non-cannabis consumers, including the decreased need for ICU admission or mechanical ventilation. The cannabis consumers in this study were younger, 62% male and 38% female, 48% were white, 15% were Black, 4% were Asian, and 28% were Latinx. Twenty percent of cannabis consumers also smoked to***co, compared to just 4% of overall patients. “Consistent with known trends, active cannabis users were overall younger than non-users,” the authors said. “However, when adjusting for age, these outcomes remained consistent.”

Regulators on Tuesday also approved 10 more cannabis processor licenses, for a total of 25 that have been approved since last month.They also accepted 19 more cultivator applications from existing h**p businesses under a seeding initiative and legislation that was signed by Gov. SB S8837 would amend state public health and social services statutes to address one of the most significant barriers to patient access to medical cannabis: the out-of-pocket cost of the medicine. It would achieve that by defining medical ma*****na as a “prescription drug,” “covered drug” or “health care service” under the relevant codes so that public health insurance providers, including Medicaid and workers compensation, would be mandated to provide coverage. The estimate comes just weeks after officials awarded conditional cannabis cultivation licenses to more than 50 companies and farmers currently licensed to grow industrial h**p.
