Ohio Association of County Boards of DD We provide advocacy, communications, education, and support to all 88 of Ohio's county boards of DD.

The purpose of OACB is to:

- To work for the interests of persons with developmental disabilities in the State of Ohio.
- To work on behalf of and for the interests of County Boards of DD promoting effective and efficient management and administrative practices and services.
- To standardize, coordinate, simplify, and disseminate basic information to County Boards of DD and to assist in public re

lations efforts.
- To maintain, promote, and improve effective administrative capabilities of Board Members and Superintendents in the county board through in-services, technical assistance, conferences, and research studies utilizing the most cost effective means.
- To monitor legislation at the State and National levels which affects persons with DD and County Boards of DD and to advocate for their interests through efforts of interested citizens, other DD professionals, and lobbying.
- To act as an effective professional resource with the Governor's Office and all state departments and associations promoting the interests of County Boards of Developmental Disabilities.
- To develop an information system to assist County Boards in data processing, information flow, and data standardization.
- To establish and coordinate specialized purchasing for services utilized and requested by our membership.
- To provide legal research and opinions for member County Boards of DD.

To kick off the second day of the 2026 Spring Conference in Columbus, Tim and Bridget Vogt of Starfire explored how strengthening community connections and natural supports can improve quality of life while promoting long-term sustainability within the DD system. Through real-life examples and practical strategies, panelists Achsah Fitzhugh, Greg Greiwe, Nestor and Sophia Melnyk, Alyson Miskimens, and Mike Holmes challenged county boards to view themselves not only as service systems but as community builders that foster belonging, relationships, and shared responsibility. Following the keynote panel, participants attended another 16 breakout sessions, this time focused on Health, Safety, and Wellness, Children and Families, Business Managers, and Communications. OACB welcomed more than 500 attendees, dozens of exhibitors, and partners for the 2026 Spring Conference, held at the Hilton Columbus Downtown. Day 1 opened with keynote Kristin Cox (pictured at right) presenting on the challenging belief that leaders must choose between person-centered supports and operational efficiency, offering a systems-thinking approach to improving outcomes while using resources more effectively. Drawing on her experience transforming large government systems, Kristin shared strategies for identifying where results are breaking down and leading meaningful, lasting change in complex organizations. Following her keynote, participants attended 16 breakout sessions within tracks focused on Early Intervention, Board Leadership, SSA, and Human Resources.

The Ohio Department of Natural Resources recently released its new Accessible Trails Guide, highlighting accessible trails located at state parks, nature preserves, and wildlife areas across the state. The guide includes trails with flat, stable surfaces designed to help more people experience nature, wildlife viewing, and the outdoors.

Services include transportation, engaging daily activities, and community-based programming designed to promote independence and quality of life. OACB also recognizes the Highland County Board of Developmental Disabilities for its partnership and support in helping expand services and opportunities for people served in the community.

Bower House in Madisonville will provide emergency housing, respite care, and independent living support—helping teens and young adults build skills and stability for the future.

Eliminating property taxes in Ohio isn’t just a policy debate — it’s a direct threat to the services communities rely on every day. OACB is a co-founding member of Ohioans to Protect Public Services, a coalition working to raise awareness about what’s at stake. Property taxes fund essential local services, including supports for people with developmental disabilities.

Removing this funding without a plan to replace it would have serious consequences for people with disabilities, families, businesses that provide DD services, and communities across Ohio.

Education groups, business leaders and local government officials are uniting against an effort to abolish property taxes in Ohio.
