Over moisture can make a good tattoo heal bad.

A topical infection can happen when the tattoo becomes to moist instead of dry during the early stages of healing.

You keep it dry as possible to help fight off the infection because an infection loves to survive in warm moist places.

Once the skin scabs up the infection is being trapped in place while the new skin is being rebuilt under the scab.
